RESOLUTION NO. 74a
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A
CONDITIONAL USE PERMIT FOR A HIGH SCHOOL
AT 501 NORTH SANTA ANITA AVENUE.
WHEREAS, there was filed with this Commission on June 3,
1971, the application of Mr. Paul Disselkoen to continue a four-
year Christian high school, Maranatha High School, a one-year permit
having been ,issued on August 26, 1970, on property known as 501 North
.
Santa Anita Avenue, Arcadia, more specifically described as follows:
Lot 26 of Tract No, 17329 and that portion of
Lot 15 of Tract No, 17329, in the City of
Arcadia, County of Los Angeles, State of Cali-
fornia, as per map recorded in Book 446,
pages 26 and 27 of Maps, in the office of the
County Recorder of said County and those por-
tions of Cornell Drive and Windsor Road, as
shown on said map, lying southerly of a line
that is parallel with and distant 50 feet
southerly, measured at right angles, from the
southerly line and easterly and westerly
prolongation thereof, of Lot 14 of said Tract
No. 17329.
WHEREAS, a public hearing was duly held on said matter
before this Commission on June 22, 1971, at which time all interested
persons were given full opportlinity to be heard and to present
evidence,
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION, 1, The subject site is an existing two-story

church located on the northwest corner of Santa Anita Avenue and
Colorado Boulevard and is zoned R-3. Apartments are north, east,
and we,st in Zones R-3, M-l and R-3 respectively, Automobile service
stations are east and southeast in ZoneM-l. A car wash and service
station are south in Zone M-l, and. the Santa Fe Railroad right-of-way

is adjacent and west of the site, The area of the subject site is
approximately 40.810 square feet. with the existing building having
a gross floor area of approximately 15.360 square feet. The applicant
proposes to occupy an existing church facility and operate a four-
year private Christian high school eventually with a staff of
eighteen and a student body of two hundred,
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity,
2, The use applied for at the location ,indicated is
properly one for which a conditional use permit is authorized,
3, The site for the proposed use is adequate in size and
shape to accommodate said use. and all yards. parking, loading.
landscaping and other features required to adjust said use With the
land and uses in the neighborhood,
4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
. proposed use,
5, The granting of such conditional use permit will not
adversely affect the general plan,
SECTION 3, That for the foregoing reasons. subject to
approval of the City Council. this Commission grants a conditional
use permit for the use of said property to continue a four-year
Christian high school. Maranatha High School. for five years sub-
ject to compliance with all applicable regulations of the Arcadia
Municipal Code and upon the following conditions:

1. This condi tional uS,e permi t shall expire five years
after it becomes effective,
2. Maximum student enrollment shall not exce,ed two hundred.
3, No outdoor physical education ,activities shall be per-
mitted on this site,
4, All conditions required by the Arcadia Fire Chief and
State Fire Marshal shall be complied with to the satisfaction of the
Chief and Marshal.
5" In the interest of safety, the driveways on Colorado
and Santa Anita shall be clearly marked as entrances only and all
traffic shall be required to exit via Cornell Drive, Windsor Road
and Newman Avenue.
6, All unloading of passengers or students shall take
place on the site,
7. Due to the existance of power poles on the front and
rear of subject site with existing overhead services from the rear,
it is recommended that undergrounding not be required.
8. All students and facUlty who drive vehicles to school
shall be issued parking permits requiring them to park in one of the
fifty~four parking spaces on the site, If more than fifty-four
parking permits are issued, additional off-street parking shall be
provided therefor.
9, The existing sign shall be remove~ and a sign may be
constructed similar to the one proposed by the applicant and filed
with the Planning Department, the design and location of which
shall be subject to approval by the Planning Department and the
Director of Public Works.

SECTION 4, The Secretary shall certify to the adoption of
this resolution ,and shall cause a copy to be forwarded to the City
Council of the City of Arcadia,.

APPLlCA TION
This application, filed on 3 June,1971, in the name of Mr. Paul Disselk?~n,
,for the Maranatha High School is a req~t ta' increase the student body 'and staff as well
as the continued use of a four year Christian High School, A one year (I) conditional
use-permit was approved by City Council on 26 August 1970 for the:e~isting facil.ity.

PRESENT ZONING AND lAND USE
The subject site is an existing two-story'church located on the northwest corner
of Santa Anita Avenue and Colorado Boulevard and is zoned R-3. Apartments are
north, east, and westin zones R-3, M-'l, and R~3 respedively. Autamobile service
stations are. east ar'ld southeast in zone M-I, An automobile laundry is south' in zone
M-I,. and the Santa Fe Railroad right-of-way.is adjacent and west of the site (see
attached land Use and Zoning Map).
PROPOSAL AND ANALYSIS
The applicant has operated th is four year Christian High School for the past year
under a conditional use permit which allowed a student body of one hundred and twenty-
five (125) and a staff often (10), He is'_ f"Oposing to increase the student body to
two hundred (200) with a staff of eighteen' (I 8) over a five year period. There are to be no
physical changes in the'existing school facility.
The area of the subject sH.e is approximately 4O,810'square feet, with the-existing
building having a gross area of approximately 15,360 square feet.

This proposal indicates a total of fifty-four (54) parking spaces; twenty-si~ (26)
would be fronting on Windsor Road (parking area No, I) and twenty-eight (28) are
located south of Cornell Drive (parking area No.2). Parking area No, 1 has seven
(7) tandem porking stalls. Code'permits tandem parking when,a 'parking attendant is
provided: It is Staff's opinion that a parking attendant should be provided; or some
other procedure should be adopted by the-applicant ta permit .tandem-parked auto-
'mobile to be removed as freely as possible.
The existing ordinance does not specify the parking requirements for high
schools. The following are the parking requirem:erits for 'Pasadena, Beverly Hills,

It is the Planning Department's opinion that the'existing'parking spaces rem~in just
as they are. It is also recommended that the' school issue parking permits not to 'exceed
the number of available'parking spaces, and that they.shall attempt to eliminate and
discourage parking on'public streets, If, at some time in the future, additional parking
is needed,. Staff recommends that it shall be'provided within 500 feet of the school,
In.o trqffi,c stu!ly .dated.24 August 1970, the DirE!ctor, of Public ,Works noted .that
the Foothill Freeway terminates at Santo ,Anita which greatly increased traffic at that time,
, It is significant that on June '30th of this y"ear ,the Freew<;1y will be open to Rosemead
Boulevard, greatly'reducing the traffic at the comer of Santa Anita and Colorado (by
thirty per cent). It is therefore, the opinion of Staff thatthe'propased use will not cause.
serious traffic 'problems, the students arriving after the'moming peak and leaving before
the-evening peak,
, The structural aspects of the school building ar,e adequate as there are twelve (12)
classrooms for a propased two hundred (200) students giving an average of approximately
seventeen (17) students per room, In addition there is an auditorium" dining area,
recreation room, chapel and a cafeteria ,
This school has'no significant complaints against it. There has been no loitering
on' lawns as it is a closed campus nor' has -it disrupted I iving conditions for neighbors,
As the above would indicate that this school would be a good neighbor, it is the
Planning Department's opinion that this Conditional Use Permit, if granted, expire five
(5) years after it becomes .effective, Hawever., .should theappl icant not comply.with
,the conditions or intent of this document, the Planning Commission would have the
'authority to review and revo~e this Conditional Use Permit.
RECOMMENDA nON .
The Planning Department recommends approval of this application subject to the
following conditions: '
1. Conditions as outlined in the attached ,report from the Department of
Public Works shall be complied with to the satisfaction of the Director
of Public Works,
2. This permit,shall expire five (5) years after it becomes effective, At no
'additional charge, the applicant may file for review and extension of
this conditional use. permit at any -time prior tt? its termination.

In the interest of safety, the driveways on Colorado and Santa
Anita should remain clearly marked as entrances only, and all
traffic required to exit via Cornell Drive, Windsor Road and
Newman Avenue. This was a requirement of the previous CUP.
All loading and unloading of students should take ,place on the
site.
Parking permits should not exceed the number of parking spaces
to be issued by the school and students and faculty from the
school shall not be permitted to park on adjoining streets.
4. Due to the existence of power poles on the front and rear of
subject site with existing overhead services from the rear, it
is recommended that undergrounding not be required as no new
buildings or additions are proposed.
