RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, SEPTEMBER 13, 2023 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:01 pm. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Mediana reported the Public Works Services Department did a quick and thorough job cleaning up the debris at Tierra Verde Park and other areas of the City after the rain and wind tropical storm Hilary brought. Commissioner Mediana complimented the Public Works Services Department on the efficiency and care taken for the safety of the residents. Approve the Regular Meeting Minutes of August 9, 2023. It was moved by Vice -Chairperson Vanni, seconded by Commissioner Chu, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report from Public Works Services Department Project Updates Deputy Director of Public Works (DDPWS) Carmen Masud reported the Newcastle Park Design Build Project will be on the October 3, 2023, City Council Agenda to award the contract for the project. DDPWS Masud reported a shuttle will be available to take Commissioners into Wilderness Park for the tour on Saturday, September 16, 2023, at 8:OOam. b. Report from Recreation and Community Services Department Monthly Reports Director Recreation and Community Services Department (DRCS) Sara Somogyi reported the Moon Festival will be held on Saturday, September 30. DRCS Somogyi reported the Arcadia Parks Foundation will be holding a fall fundraiser, ARTcadia, on Saturday, October 7. DRCS Somogyi reported on August senior programs and activities. DRCS Somogyi reported Coffee with the Mayor had 25 participants. DRCS Somogyi reported Mahjong had 92 participants. DRCS Somogyi reported 66 seniors attended the free seminars in August: Keys to Happiness, Care Placement, and LA Metro's, "On the Move Riders Program". DRCS Somogyi reported Summer Bunco was held on August 4 with 26 seniors attending. Seniors enjoyed beach themed activities and lunch. Winners took home gift cards. DRCS Somogyi reported 107 seniors enjoyed the yearly Beach Trip to Doheny State Beach on August 17. Participants enjoyed the beautiful weather, a BBQ lunch, games, s'mores, and walks along the water. DRCS Somogyi reported on several recreation programs beginning with the Adult Basketball Program with 513 participants. DRCS Somogyi reported Concerts and Movies in the Park concluded on August 3. National Night Out and the City's 120th Birthday were celebrated with numerous vendors, birthday cupcakes, and free commemorative t-shirts. Attendance was high with 1,376 participants at the concert and 479 participants for the movie. DRCS Somogyi reported the final two weeks of summer Fun N' Play and Sports Camp had 727 and 1,007 participants, respectively. DRCS Somogyi reported the Aftershool program started on August 21, 2023, and will continue through May 32, 2024. The Afterschool Program is held at the six elementary school sites where children are supervised by staff and participate in organized games and activities from school dismissal time until 4:30pm. There were 2,476 children participating in August. DRCS Somogyi reported 38 Volunteens donated 1,563 hours in August. DRCS Somogyi reported recreation classes remain popular with more than 2,801 participants at the various facilities throughout the City. DRCS Somogyi reported Community Center rentals are picking up with 1,100 attending various organization rentals in August. Financial Statements DRCS Somogyi reported the Fiscal Year 2023/24 July percentage for expenditures and revenue is 8.33%. DRCS Somogyi reported expenditures are above at 9.84% due to the extensive summer programming, the revenue is considerably above at 18.04% for the same reasons. DRCS Somogyi reported the Parks and Facility Fund will begin showing movement as Newcastle Park project goes under construction. DRCS Somogyi reported the original budgeted cost has increased due to inflation and is being presented to City Council for approval along with the contractor bid Public Works is presenting for the project. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 462 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available for seniors the second Check Tuesday of the month, from 10-1lam in the Community Center 13 billiard room. Bridge is available on Wednesdays from 10am-1 pm. Card Bridge games help to improve memory and cognition, enhance motor 58 skills, and promote socialization. Chess is available Thursdays from 9:30-11:30am. The game of Chess Club chess can help increase creativity, critical thinking skills, improve 12 concentration, and improve reading skills. Exercise plays a vital role in health and contributes to bone Classes density improvement, increased muscle strength, flexibility, and 1,852 can also reduce stress. Some classes offered are line dance, cardio plus, art, chair yoga, and Zumba. Coffee with the On the third Tuesday of the month, seniors listen and chat with Mayor the Mayor about City issues and topics of personal interest. 35 The gift shop provides a venue for senior crafters to sell their 129 Visitors Gift Shop creations and allows the community to purchase one -of -a -kind Monthly Revenue items at a great price. $378 Information & This program assists seniors and their families with issues that 18 Referral Intakes affect their quality of life by providing information and referral that address their daily living concerns. The Lions Sight program is offered in conjunction with the Lions Arcadia Lions Club. The program offers ►ow -income seniors free Sight vision care. Prospective clients are screened by senior services 3 staff who make the necessary arrangements for the service. Legal The Neighborhood Legal Services of Los Angeles Organization Assistance is available once a month at the Community Center to provide 4 seniors with legal insight. Mahjong is a game of Chinese origin usually played by four Mahjong people with 144 tiles that are drawn and discarded until a player 96 secures a winning hand. Mahjong meets every Friday at 1 pm. Monday The Monday Dance is held the first, third, and fifth Monday of Dance every month. This program provides a good element for senior 133 participants and has a good ratio of male and female dancers. Monthly Dial A Ride bus passes are sold at the Community Center and Bus Pass can also be mailed to seniors. Bus passes are $5 per month. 20 Senior Meals A nutritious meal is provided Monday -Friday. For many seniors 1,245 Program this is the only hot meal they have daily. Average/Day 62 Free seminars on assorted topics are available each month. The Senior following topics were presented in September: Breathing Seminars Retraining, Medicare Open Enrollment, and Cancer Prevention 71 & Screening. Sing Along with Sing along with James meets Wednesdays from 1-3pm. James James Iranfar plays his guitar and sings with a group of seniors for fun and 98 socialization. Table Table Tennis is available Monday -Friday, from 8am-4pm. Tennis Seniors can drop in and play to gain exercise and socialization. 219 Equipment is provided at the front desk. Taste the Town is a monthly program where each month Taste the Town participants meet up at different restaurants, have lunch, and 26 socialize. The September Taste the Town visited Alex Di Pe e's on September 20. Tech Talk is provided for seniors who need assistance with their Tech Talk electronic devices. Volunteens are available the third Friday of 4 the month from 4-5pm to assist with their questions and devices. Walk & Talk Thursdays at 9am, seniors join a staff member for a leisurely 10 walk around the Community Center and surrounding areas. Weekly New movie releases or classic movies are shown on a theater Movie size screen every Wednesday for free. 131 This program provides a weekly phone call to individuals who You've Got a live alone, feel lonely, or need someone to check in on them. Friend New friends are made, and great conversations are enjoyed by 4 both parties. Senior Health On September 2, seniors enjoyed the Senior Health and Fair Information Fair. There were informational booths, free health 380 screenings, raffles, lunch and learn, and more. On September 8, 87 participants attended the Ice Cream themed Ice Cream bingo. Players had the opportunity to win fun prizes, and a grand Bingo prize of a $50 gift card. The event included eight rounds of bingo, 87 prizes, lunch, refreshments, and ice cream for dessert. Western On Friday, September 15, 153 seniors enjoyed a western style Hoedown lunch with all the fixings, socializing, and the highlight of the 153 event, line dancing with Pam Wagoner. On September 21, seniors explored the Greek culture. They were escorted to the Getty Villa Museum where they had a tour Cultural Day of the museum. After the museum, lunch was enjoyed at Papa Camp Cristos restaurant. Next, participants headed to Saint Sophia 52 Greek Orthodox Cathedral for a tour of the Cathedral. Each year the Cultural Day Camp highlights a different country and culture to explore. On Friday, September 22, the first senior Moon Festival luncheon was held at the Community Center to celebrate the Senior Moon Autumn harvest. The event included entertainment by a group of Festival ladies playing the Chinese Guzheng instrument and delicious 119 catered lunch. Participants learned about the meaning of the mid -autumn moon festival and ate moon cakes for dessert. Support services include registering members for trips, signing Meeting: 70 Arcadia up new members, and managing the club's correspondence. A Passes Sold: 110 Travelers Club monthly club meeting is held each month to discuss future trips Passengers: 176 Total: 356 and provide a social gathering. Cumulative total for senior services 5,790 Connection Total number of monthly newsletters distributed this month. 1,300 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball There are 32 adult basketball teams participating in the summer 434 league at the Dana Gym on Sundays from 8am to 10pm. The After School Playground Program is a free drop -in program for BS 1,029 youth in grades K-5. The program operates Monday through Friday CG 427 Afterschool from school dismissal to 4:30pm. The program began on August HA 630 Program 21, 2023, and will go through May 31, 2024. Six elementary school HO 1,109 playgrounds provide a variety of activities including board games, HR 786 crafts, and outdoor games to keep participants safely engaged and LW 380 Total 4,361 entertained. Girls Youth Volleyball is offered each fall through the after -school Div. A - 266 Girls Youth program. There are three divisions, Division A 7th and 8th grade, Div. B - 343 Volleyball Division B 5` and 6th grade, and Division C 31d and 4th grade. Div. C - 217 Total 306 Practices are twice a week with games played on weekends. Kids' Night Out took place on Friday, September 8, at the Arcadia Community Center. Participants took part in an "Ahoy Matey!" Kid's Night Out pirate themed evening. Parents enjoyed a night out while their kids 33 had dinner, made a pirate craft, played games, and watched a movie. On Saturday, September 30, the City of Arcadia held the Moon Festival event in collaboration with the Arcadia Chinese Moon Festival Association and the Arcadia Chamber of Commerce. Over 3,000 3,000 people celebrated the gathering of family and friends, enjoyed entertainment from dancing to singing to storytelling, raffle prizes, and mooncakes. On Saturday, September 9, seven participants joined staff for a 2.8- mile hike on the Old San Gabriel Road. Hikers experience the Nature Hike beauty of the mountains, trees and rushing waters. Lunch was 7 enjoyed by the river before returning. Transportation was also provided. The Volunteen Program provides teens with valuable volunteer Volunteen experiences to help prepare them for college and future jobs. 24 Volunteens Program During the month of September, a total of 49.2 hours were 49.2 hours volunteered. Community Examples of classes offered at this location include exercise Center Classes classes, karate, cooking, chess, table tennis, yoga, lip reading, 1,184 painting, and line dancing. Dana Gym Examples of classes offered at this location include exercise Classes classes, youth basketball classes, volleyball, and badminton. 706 MEC Classes Examples of classes offered at this location include guzheng, 196 karate, tai chi, and line dancing. Merit Badge Merit Badge classes are offered both virtually and in person to Classes Scouts to earn badges that help them reach the goal of Eagle Scout 95 rank.
