RESOLUTION NO. 737 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA TO THE CITY COUNCIL RECOMMENDING A DENIAL OF A PROPOSED ZONE CHANGE AT 1110-1150 WEST FOOTHILL BOULEVARD. WHEREAS, on 22 April 1971, Maier-Perlin, developer, filed an application requesting that property hereafter described be rezoned from R-l to C-2, Planning Department Case No. Z-71-6, for the purpose of constructing a service station, restaurant-meeting room facility, a multi-story motel and an office building complex; and . WHEREAS, a public hearing was held before the Planning Commission on 11 May 1971 at which time all interested persons were given full opportunity to be heard and to p'resent evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1, That the property proposed for a zone change is partially used for single-family residences, approximately three-fourths of the property is vacant. The property is bounded . by the Foothill Freeway on the south, Foothill Boulevard on the north, Michillinda Avenue on the west and property zoned for R-l on the east. Property across Foothill Boulevard to the north is zoned for and developed with single-family residences, Said property is described as follows: Lots 14, 15, and 16 of Los Robles de Santa Anita, in the City of Arcadia, in the County of Los Angeles, State of California, as per map recorded in Book 33, page 20 of Maps, in the Office of the County Recorder of said County, SECTION 2. This Commission finds that the proposed zone change is not justified by either public necessity, convenience, -1- 737 '.' . . . general welfare or good zoning practice and, therefore, recorrunends to the City Council that said property not be rezoned. SECTION 3, The Secretary shall certify to the adoption of this resolution. May 7, 1971 TO: Planning Department FROM: Public Works Department SUBJECT: Zone Change Z-7l-6 - Michillinda and Foothill Plans for the proposed development have been reviewed and the following should be made conditions of approval of subject zone change: 1. Dedicate 10 feet for Foothill Boulevard to provide a uniform 50 foot half right-of-way width. 2, Widen Foothill Boulevard 4 feet on the north side and 15 feet on the south side and construct a raised concrete median with left-turn pockets as shown on the plans, Install landscaping and automatic sprinkler system in conformance with a design prepared by a registered landscape architect, 3. Make arrangements with the Edison Company to underground all utility lines on the south side of Foothill and install nine 20,000 lumen street lights on marbelite poles with underground circuits at locations approved by the Director of Public Works. 4. Submit detailed plans for widening Foothill, Boulevard and for the on-site improvements. 5. Construct full parkway width concrete sidewalk on Foothill with City standard tree wells and plant parkway trees as directed by the Department of Public Works on Michillinda and Foothill. 6. No parking will be permitted on the south side of Foothill. The lane adjacent to the curb will be used as an acceleration and deceleration lane for traffic entering or leaving the development. 7. All surface drainage shall be collected and conveyed to the existing storm drain systems located in Michillinda or the facilities bordering the north side of the freeway. 8. All sewage from the site shall be disposed of in the Sanitation District trunk line located in Michillinda Avenue. 9. The developer shall be responsible for any traffic signal relocation work that may be necessary and replacing any landscaping that may be removed or damaged due to widening fhe north side of Foothill. ttd; lI~ CHESTER N.
