ARCADIA PUBLIC LIBRARY
MONTHLY REPORT – SEPTEMBER 2023
Highlights: Library Administration and staff attended the Mayor’s Breakfast and the City Council
reorganization event held at the beginning of the month at Le Meridien hotel. The English
Conversation Class resumed after closing in March 2020 due to COVID. A registration day was
held on September 14 and class resumed on September 18. So far, the class has gotten off to a
slow start, with 16 students working with eight volunteer tutors. The Friends of the Library hosted
a return visit by EPC Jazz. The quartet played a selection of jazz standards from the 1930s
through the 1950s and debuted two original compositions by members of the band, which were
received enthusiastically by the 45 or so attendees.
Adult, Children’s, and administration staff attended the Autumn Moon Festival at the end of the
month. Despite threatening clouds, the event was very popular, and Library and Museum staff
gave away craft kits, flyers, and fun toys.

Staff met with the City’s consultant on records retention, updating the Library’s record retention
policy; the revised policy will go to City Council for approval.
Adult Programs, Classes, Technology Literacy, and Events: Arcadia Eats kicked off early
this year with a Mid-Autumn Festival program. "Mooncakes: History, Culture & Tasting” offered
patrons a fascinating blend of food history, and culture. The discussion on the folklore and culture
of mooncakes was led by Dr. Gay Yuen, retired university professor and Chair of the board of the
Chinese American Museum in downtown Los Angeles. Her presentation was followed with a
bilingual storytime featuring "A Big Mooncake for Little Star," by Newbery Honor author, Grace
Lin, presented by the Children’s Librarian and a volunteer. The third part of the program was a
tea and mooncakes tasting. Seventy-five adults and children attended.
Bookish met in August to discuss Violeta, by Isabel Allende, with five participants. The
International Film Program resumed on September 20 with 14 in attendance. Patrons watched
The Last Film Show, a 2021 Indian film. Smart Squad continues to support the Library’s digital
literacy goals through computer help, this month assisting 10 customers. Staff prepared a
microlesson on using Brainfuse, just in time for the start of a new school year. This informative
video was shared on social media and with staff and had 58 views. CraftABLE, the take-home
craft kit program, was also provided for 10 adults with intellectual, cognitive, and/or developmental
disabilities. Ten participants were supplied with the tools to design tassel bookmarks in honor of
Library Card Sign-up Month in September. The Library partnered with the CHP to offer an Age
Well, Drive Smart program, with five participants. Senior patrons discovered how to practice safe
driving and roadway safety! The officers addressed how to protect oneself and others on the road
and what to do in case of a crash.
Teen Programing: Teen Zone provides a safe space for hanging out, doing homework, and
tackling school projects and was visited by 575 teens for the month. Teen Paint and Plant was
held in early September. Students were provided with the tools and inspiration to paint a perfect
jar for their new pet plant. Six members of TAG met to plan future programs and service, such
as the teen subscription box.
Children’s Programing: Children’s Services launched its 1,000 Books Before Kindergarten
program at the end of the month. The self-paced early literacy program encourages families to
read aloud to their child with the goal of reading 1,000 books before the child enters kindergarten.
For every 100 books read, logged, and reported at the Children’s Services Information Desk,
families will receive a sticker acknowledging their accomplishment. When the family achieves

reading milestones of 300, 500, 700, and 1,000 books read, they will earn an additional reading
reward of a plush reading buddy, a “I Read 500
Books” magnet, a free book, and backpack.
In celebration of Library Card Sign Up Month,
Children’s Services offered three activities for
children, including giving away 250 take-home
activity kits, a library card scavenger hunt at the
Library in which kids could search throughout the
Children’s Room to find five lost library cards, a
guessing game encouraging kids to identify the
correct number of new library cards distributed
throughout the 2022 calendar year, and a chance
to share “The Best Thing About Having a Library
Card”. Participants offered wonderful responses to the prompt – “You can read all the books you
want.” and “Free books, free knowledge,” and “You can check out book[s] for free any time the
Library is open.”
Early Literacy programs resumed in September. There were nine storytime programs with 435
children and their caretakers in attendance. There were also two bilingual storytime programs
offered and attended by 92 children and their families. Library Services Manager Alba assisted
with the bilingual Spanish/English Storytime which was well-received. Children’s Services hosted
a Moon Festival Storycraft in which 69 children and their family members attended and learned
about the origin of the Mid-Autumn festival, then rotated to three stations to listen to Moon Fest
themed stories and to make lantern,
moon cake, and phases of the moon
crafts.
There was also an Art Market in celebration of Hispanic
Heritage month. The 66 participants received paper
money to purchase luminaria, mola, worry doll, Talavera
tile, and tissue paper craft kits to make and take home
with them. The program helped kids learn more about
Hispanic culture as well as to introduce elements of
financial literacy.

There were three middle school programs offered throughout the month. Fifty-three students
attended the First Friday Film showing of the animated film “The Bad Guys,” and 54 middle
schoolers gathered to play board and card games. Children’s staff met with 14 middle school
students to brainstorm ideas for future middle school programs.
Collections: Cataloging and Acquisitions staff finished cataloging/tagging the flannel board and
big book collection, intended for house use only), and have now started working on updating our
older catalog records. Staff also continue to catalog and tag the National Geographic bound
magazines in the basement, as well as the Memory Care Kits, which will be located next to the
Adult Reference Desk. The Authority Database projects continue. This is part of the routine work
to keep our databases/catalog up-to-date, consistent, and error-free. MARC records from Kanopy,
CreativeBug, Press Reader, and LinkedIn were added to and discarded from our Library Catalog
this month totaling 57,625 records.
Facilities and Technology: Information System Services staff continue to work with City IT
Department on replacing staff PCs. They also continue to research for 3D printer and
Chromebook replacements. There were 5,017 visits to the Library Catalog, local web documents
and online databases. There were 3,152 unique visitors and 7,403 visits to the Library home page.
There were 4,555 unique public Wi-Fi users, and a total of 4.5TB of data downloaded and
uploaded during this month. ISS is also working on the Library’s part of the City’s website, adding
programs and upcoming events. The team of three Computer Aides and the ISS Supervisor
answered more than 329 computer/technical questions from patrons; assisted the public with
1,114 public computer sessions, 964 print jobs, public copiers, and the public Wi-Fi network.
Staffing/Training: Children’s Services Library Technician, Eva Luc’s last day working day with
the Library was September 16. Tiffany Nash, the new Account Services Supervisor, started on
Monday, September 25. Six Library Aides have been cleared to start. Two Aides, Aysha Flores
and Renato Zapata, will start on Monday, October 9.
Collaboration: Children’s and Adult/Teen Services staff attended the AUSD PTA meeting on
September 5. Adult/Teen Services staff collaborated with the AUSD District Librarian to review
and update the textbooks made available to our high school patrons. Sixty-four kindergarten
students from Holly Avenue Elementary School visited the Library and enjoyed a tree-themed
storytime, while 130 Holly Avenue first grade students visited and experienced a spider-themed
presentation. Children’s Services staff attended Holly Avenue Elementary School’s first PTA
meeting of the new school year and discussed upcoming programs as well as reading and
homework help resources provided by the Library.

Community Outreach/Volunteers: In addition to the
collaborative efforts noted above, Adult Services
attended a USCIS program planning meeting, an
Arcadia High School District Librarian meeting, and
gave a presentation on the Library’s Memory Lab to
Arcadia Republican Women Federated, and
participated in the multi-agency Job Fair, held at the
Masonic Lodge next to the Library.
Marketing and Publicity: Adult and Teen Services created the following displays in September:
Autumn Colors, the Elements, Epistolary Novels, Hispanic Heritage Month, and High School
Drama. Children’s services featured Fall, Libraries, Hispanic Heritage Month, and Monsters in its
main hall book display.
“Back
to School” was the theme of the main bulletin board in the Children’s Room. Other displays
throughout the room featured “The Best Thing about Having a Library Card,” and “Whoooo Loves
Books?”
The Library maintains a strong social media presence, with 1,613 followers on Facebook, 641
followers on X, 1,580 followers on Instagram, and 209 subscribers on YouTube. The Library also
posts regularly on the City’s X Enrich Arcadia account.

DIWALI ACTIVITY KITS
Available beginning, Monday, November 6, 2023
Diwali is an annual celebration throughout India and beyond. Pick
up an activity kit to take home and learn more about the “Festival of
Lights”. Each kit contains an information card about the celebration,
a craft, activity sheet, and recommended reading list. Kits will be
available in the Jerry Broadwell Children’s Room
while supplies last.
MATH HOMEWORK HELP
Tuesdays, November 7, 14, & 28, 2023 from 4:00—5:00 pm
For 1st—8th Grades
Teen volunteers will provide 10-minute help sessions to elementary
and middle school students in need of assistance with specific
math homework problems. This is a free drop-in program and
help will be provided on a first come, first served basis.

CALL TO ORDER – Chair Elizabeth Renfrew called the meeting to order at 4:31 p.m., in the
Conference Room of the Library.

REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Trustee Liao promoted the upcoming
Moon Festival, scheduled for Saturday, September 20, from 5 p.m. to 8:30 p.m. There will be
performers, free mooncakes, raffles, food trucks, and 30 booths. The Mayor and Jamie Lee will
be the masters of ceremonies. Trust Akalamkam reported that he is working on a project
management program for the Library. He is also promoting a virtual program on AI, which could
be a program for the Library, perhaps with Friends’ sponsorship. He asked about cultural
programming at the Library, volunteer opportunities, and projects for Eagle Scouts. Trustee Carter
talked about her working with the English Conversation Class. Chair Renfrew reported that a Girl
Scout purchased books to donate to children and that a recent book sale made $800. She also
promoted the upcoming fall book sale and the September 26 Panda Express fundraiser. The
Friends are also sponsoring an author talk on November 4, in partnership with Irene Lin, whose
cousin will be discussing her book on her great-grandfather, the inventor of the medical masks
we use today. The Friends met in early September and will be meeting monthly at 3 p.m.

Board Photo: The Board photo was taken at the end of the meeting.
Director’s Update: Director Bradley reported on behalf of Councilmember Wang. April Verlato
was sworn in as Mayor and Michael Cao as Mayor Pro Tempore at a recent Council meeting.
Councilmember Wang will be the liaison to the Library Board again. The Mayor’s workplan
includes reviewing Wilderness Park, which had suffered extensive damage to its grounds and
hosting a forum on homelessness in February. The Breeders’ Cup will be held in early November.
The Library hosted a composting event last weekend. Compost will be available to the public in
six months.
Monthly Statistical Reports: July 2023 and August 2023: The reports that were mailed to the
Board were replaced with a corrected report; the original did not include digital circulation figures.
Next monthly report the Library will change how Adult programming is reported: virtual events and
social media will be listed separately.
Five-Year FY Statistical Report: The Director reviewed the five-year statistical report prepared
for the Board. She noted that the graphs show the changes seen due to COVID and the Library’s
recovery from the 2020-2021 closure, for example the increase in circulation and the decrease in
digital borrowing since reopening. Overall, the numbers are increasing. Changes in how Adult
Services programing is tracked were discussed. Broadband and the Scenic grant were discussed
as well: the Library receives far fewer complaints as the service is so much faster. The Library’s
first fully open year with programming was 2022-2023 and the statistics reflect this. People are
more comfortable coming back to the Library in person. Toddler story time, for example, is so full
that a second session is being added. The Board also discussed fines, fees, and costs.
Monthly Narrative Reports: July and August 2023: The statistics reported at the top of the
document reflect students returning to school. Trustee Renfrew said she liked seeing children
helping other children.
Financial Report: July/August 2023 (Full Report): Trustee Seaver registered his dissatisfaction
with the format of the City’s financial statements.
Financial Report: July/August 2023 (Shortened one-page version reflecting materials
expenditures): Director Bradley reviewed the new graphics prepared in response to Board
request for a clearer report on Library spending. The new graphics show spending on supplies
and programming by department. Trustee Seaver said that the Board does not need detailed
reporting on smaller amounts. The Director reported that the budget goes through intensive
screening as it works its way through the development process. There are also expenditures,
such as personnel and public works expenditures, that the Library cannot control. Trustee Seaver
said that he is looking for changes in expenditure over five years, for expenditures that seem
unreasonable; this report, he felt, did not help the Board with its supervisor role. A lengthy
discussion followed about a more accessible format. Trustee Liao suggested a bar chart, that
would compare months or even years over time. Trustee Seaver also requested a one-page
summary of grants, trust funds, and so on.
Staff Reports:
• Purchase Order for International Languages Materials ($33,500): The Library’s
spending with Tsai Fong on materials in Chinese is over $30,000, so a staff report to City
Council is required.
• Reject the one proposal received for Design-Build Services for the Library Family
Restroom and solicit additional proposals. The bid that was received was two times
the amount budgeted. The Director explained that the trend in public libraries is to offer
family restrooms and explained the Library’s plans to remodel the existing restrooms in
Children’s.
Security Update: Library Services Manager Alba reported on security issues and staffing.
Jonathan is scheduled from 10 a.m. to 6 p.m., while several different guards have been staffing
the 6 p.m. to 9 p.m. shift. Jonathan is very good. Staff members are pleased to have security and
Citiguard has been very reliable and steady.
In-Person or Remote Meeting Participation: Last spring, the City Council declared the need for
COVID restrictions over and removed the option for virtual meetings, Director Bradley reported in
response to a request from a member of the Board. The only exception is if a member is on
vacation. Requests to change this policy would have to be sent to the Board member’s City
Council representative.
Staff Update: Eva Luc, a half-time Technician in Children’s Services, left last week: she had too
many responsibilities and needed to step back. Scott Garola, a part-time Librarian in Adult
Services, gave his notice: he will be moving to a full-time position at Whittier Public Library. The
new Account Services manager, Tiffany Nash, has started. Angelica Marquez, who has been
filling the position, has been a huge help. She will be promoted to Senior Library Technician. Six
part-time Library Aides will be starting in October. This will be a huge help as aides are crucial to
the smooth running of the Library. These new staff members will require training, which is time-
consuming. The Director commended Library Services Manager Alba for performing two jobs for
the past year.
Policy Manual Review: Trustee Akalamkam had questions about the Library’s organization
chart, the volunteer application forms, and auditorium use.
• Library Materials Selection Policy (Updated): Trustee Carter asked if there were any
restrictions on what the Library purchases. Director Bradley discussed the transparency
of Library collection development.
• Gifts to the Library (Updated): The Principal Librarian for Adult and Teen Services will
approve gifts to the Library’s History Office.
• Request for Reconsideration of Library Materials (Updated): The Director reviewed
the Library’s experiences with challenges. She noted that the Library Board will continue
to review appeals to Administration’s ruling on Reconsideration requests.
• Internet Services Policy (Updated): The Board had no comments on these changes.
• 3D Printing Policy (Grammatical Correction/Update): The Board had no comments on
these changes.
• Interlibrary Loans (Grammatical Correction): The Board had no comments on these
changes.
• Confidentiality of Patron Information: Director Bradley noted that the City Attorney
approved this new policy.
• Library Code of Conduct: There were questions about including the COVID-era
restrictions.
The motion to accept the changes to the Library Policy Manual be accepted was moved by
Trustee Seaver, seconded by Trustee Carter, and carried unanimously by a voice vote.

Gilb Museum of Arcadia Heritage: Director Bradley handed out promotional materials for the
Gilb Museum. She also discussed the Preschool program on Fridays, the science kits, the
upcoming second Red Envelope program, and showed the tote bag designed by a Museum
volunteer. The Walk of Champions refurbishment is a major project upcoming for the Museum:
Silverlake Conservation will be the contractor. The Museum Curator will also oversee the
Veterans banners project next fiscal year; this project was requested by Councilmember Cao, a
veteran (as is Trustee Seaver).
Flyers/Articles/Posters/Attachments: The Director reviewed that attached flyers, including the
Cover-to-Cover program. The Children’s calendar featured a Moon Festival craft. The Boba Crawl
was promoted, and Chair Renfrew handed out copies of the current Friends newsletter.
