HomeMy WebLinkAbout0736 , . ~' . . .' , RESOLUTION NO. 736 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA TO THE CITY COUNCIL RECOMMENDING A DENIAL 'OF' A PROPOSED ZONE CHANGE AT 870-1050 WEST FOOTHILL BOULEVARD. WHEREAS, on 3 March 1971, Howard Garrison, et al., filed an application requesting that the property hereafter described be rezoned from R-l to R-3, Planning Department Case No, Z-71-2, for the purpose of developing a complex of garden-type apartments; and WHEREAS, a public hearing was held before the Planning Commission on 11 May 1971 at which time all interested persons . were given full opportunity to be heard and to present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1, That the property proposed for a zone change is presently developed with single-family residences, except for some vacant land. The property is bounded on the south by the Foothill Freeway, on the north by Foothill Boulevard, on the east by property zoned R-l and developed with single-family residences, and on the west by property zoned R-l, The property across the freeway to the south is zoned for and developed with single-family residences as is the property across Foothill Boulevard to the north. Said property is described as follows: Lots 8, 9, 10, 11, 12, and 13 of Los Robles de Santa Anita in the City of Arcadia, County of Los Angeles, State of California, as per map recorded in Book 33, page 20 of Maps, in the Office of the County Recorder of said County. SECTION 2. This Commission finds that ,the proposed zone cnange is not justified by either public necessity, convenience, . general welfare or good zoning practice and, therefore, recommends to the City Council that said property not be rezoned. -1- 736 .. PROPOSAL AND ALALYSIS Following is a legal deScription of the property for which the zone change is requested: "Lot~ 8,9,10,11,12, and 13 of Los Robles de Santa Anita in the City of Arcadia, County of Lo~ Angeles, State of California~ as per Map recorded in Book 33. However, in order to protect the high ql!.aJ.ity".)1.()me~ north of Foothill Bou'levard, the Staff believes that the development should be maae subject to the restrictions inherent in a "0" Overlay Zone. RECOMMENDATION . The nature of the site and the impac~ of the freeway_in this area make garden apartmen'ts a logical and rational use for this str.iP. of land. Therefore, it is Planning,~t~ff's recommendation that the rezoning be changed from the proposed R-3 to R-3 & D and that the application be granted, subject to the following conditions: 1. All conditions of approval as submitted in the report from the Department of Public Works shall be cOmP1jed with to the satisfaction of the Depa~tment of Public Works. 2. No structure on the lot shall be permitted to extend above the grade of Foothi 1 1 Bou1 evard hi gher than the maxi,mum height of a single family residence in a R-O Zone: Namely, 35 feet above the southerly curb line of Foothill Boulevard. 3. The developers shall be responsible for screening planting to be placed in the bordering strip along the northerly side of Foothill Boulevard adjacent to the frontage road serving the R-O si,ngle-fami1y homes in the City of Arcadia. ~. All developments shall be set back no less than ?5 feet from the centerline of Foothill Boulevard. 5. An irrigation plan shall be s~bmitted to the Planning Department for i~s approval. 6. At least 45 guest parking spaces shall be provided, distributed ln no less than three (3) separate lots, equally spaced throughout each completed development. 8. All utilities shall be installed underground. 9. All larydscapjng shall be subJe~j;,j;othe appr,o,vaJ of City Staff. . 10. Garages shall be screened from Foothill Boulevard; approval of.the screening_shall be obtained from City Staff. 11. The following density control shall apply: No less than 2,700 squate feet of lot area shall be p~ovided for each dwelling unit. 12. At least one-half of an approved plot plan shall be developed at a time; thereafter,all development shall occur in increments of no less than three (3) acres. 13. The Planning Commission may require that walls, fences, paved areas, planted areas, setbacks, and oth~r conditions as deemed necessary for the protection of. neighboring,uses or public welfare be installed. 14, If the plot plan submitted be the basis of approval of the zone change, the garages at the rear of the site sha.ll be interrupted approximately every 160 feet for a landscaped and planted area of approximately_100 square feet. 15. May 7, 1971 TO: Planning Department FROM: Public Works Department SUBJECT: Zone Change Z-71-2 - Foothill Blvd. - Lots 8-9-10 Los Robles De Santa Anita Tract Plans for the proposed development have been reviewed and the following should be made conditions of approval of the zone change, 1. Dedicate 10 feet for Foothill Boulevard to provide a uniform 50 foot half street width. 2. Widen Foothill Boulevard 4 feet on the north side and 15 feet on the south side and construct a raised concrete landscaped median with left-turn pockets. Landscaping and automatic sprinkler system to be designed by a registered landscape architect. Developers will be responsible for . replacing any landscaping removed or ,damaged on the north side of Foothill. 3. Make arrangements with the Edison Company to underground all utility lines on the south side of Foothill and, install nine 20,000 lumen street lights on marbelite poles with underground circuits at locations approved by the Director of Public Works. 4. Submit detailed plans for widening Foothill Boulevard and detailed plans for the on-site improvements includ'ing finish surface elevations and drainage and sewage disposal details. 5, Construct full parkway width concrete sidewalk on Foothill with City standard tree wells and plant parkway trees as directed by the Department of Public Works. 6. City shall be provided with access to the sanitary sewer manholes ,along the south property line satisfactory to the Department of Public Works. 7. All surface drainage shall be collected and conveyed to the existing storm drain systems. . 8. Time has not permitted an evaluation of the effect of this development on the existing City sewer system.
