RESOLUTION NO. 731
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA APPROVING A
GENERAL PLAN FOR THE CITY OF ARCADIA.
WHEREAS, public hearings were held before the Planning
Commission on January 26, February 3, February 9, February 23,
March 9, March 18, March 24, May 11 and May 25, all in 1971, to
consider a proposed General Plan for the City of Arcadia at which
times all interested persons were given full opportunity to be
heard and to give evidence,

NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION
OF THE CITY OF ARCADIA that the proposed General Plan for the City
of Arcadia which is before this Commission at the present time and
which consists of a report entitled General Plan for Arcadia,
November 1970, including the addendum attached thereto, and a map
entitled General Plan, City of Arcadia, California, is hereby
approved and the Planning Commission recommends to the City Council
that same be adopted as the General Plan of the City of Arcadia.
The Chairman of the Planning Commission, Irvin I,
Livingston, Jr" is hereby authorized and directed to endorse
said report, addendum and map as follows:
1. The Report. "I hereby certify that this report is
a part of the proposed General Plan for the City of Arcadia which
was approved by the Planning Commission of the City of Arcadia

SUBJECT: GENERAL PLAN: RECOMMENDEO PROCEEOURE FOR THE
COMPLETION OF.
1. A meeting was held on 9 April between CounCilman C.
Robert Arth, Commission Chairman Irvin Li~ingston, Nr, Simon
Eisner.,Mr. Stanley Eisner, the City Manager, and Planning
Departntent staff to discuss the proCeedure required to bring
the general planning1process to completion. At that time the
following was agreed:
a. Staff should prepare an Addendum to the General
Plan containing all changes, additions and
corrections recommended by the Planning Commission
during public hearings.
b, The Addendum should be submitted to Commiss~on for
approval.
c. The General PlanR~port, Map, and Addendum should
then be sent to the City Councflalong with a
Planning Commission Resolution recommending
adoption of the Plan. Changes and additions to the
Plan by the Council, if any, would then be referred
back to the Commission for consideration and
.incorporation in the Addendum.
d, All materials would then be returned to the City
Council for final consideration and adoption,
e, Staff would then prepa~e a short, final, w~rking
version of the Plarr (about 30 to 40 pages) intended
for daily use by ~he City.
2. The Planning Department recommends that the basic contents
of the Addendum should be as-follows:
a, Commission recommended changes to .the General Plan
Report text and Map,

b. Additional materials considered necessary for the
elucidation of the Plan contents.
c. Special study findings:

1. Any recommended changes In the policies governing
the "H" zone and First Ave. comme,rcial.
'2. ~ecommendations for land use policy for property
located between the Foothill Freeway and
Foothill Blvd.
Co"rections of typographical errors and mino,r word changes would
not be included in the Addendum unless they constitute a
substantive change in the 'origihal General Plan recommendations
and/or statements.

3. It is suggested that the appropriate title for th'€:
Resolution should be something similar to: Re~ommen~ing the
Adopt~on of the General Plan Report and Map with Corrections,
Additions, and Deletions as contained in the Ad~endum.
4. At the time the original General Plan Report, Map, Addendum,
and Resolution are submitted formally to the City Council,
a cover letter should be included outlining the proceedures
followed by the Commission during. the-ir public hearings, with
a st'atement of suggested pr.oceedures for the Council to
follow in formally adopting the Plan.
5. Timing
Work on the Addendum has already been started. It is anticipated
that It could be completed in time for incl~slon in the
Commission packet for the meeting of 11 May., The City Atto.rney
would be able to prepare a suitable resolution in time for that
same date. Even assuming that required change~ in bot~ i~ems
would be uncovered at that meeting, it is believed that it
wou~d be possibJe for staff to make the n"ecessary corrections

Dear Mr. Livingston:
Based on our discussions at the meeting held in the City Hall
on April 9, 1971, I submit the following reco~~endations for
the procedures to be followed in adoption of the General Plan,
for the City of Arcadia:

1. The Planning Commission' by resolution, recomrnend the
adoption of the General Plan Map and Repor~ subject
to the changes that it deems app~opria.te both in the
map and in the text as a result of the pUblic hearings
and its own opinions.

2. That the Planning Staff prepare an addenda ~o the General
Plan'listing the changes supported by the Commission
as a result of the hearings.
3. That the Consultants Report and the changes recommended
by the Commission be transmitted to the Council for
their public hearing.

4. Following the public hearir:g the Council,p~ior to
its action to adopt the Plan shoulc;'submit any changes
resulting from its deliberations to the Commission for
a report on the changes. (If no changes are made, the ~
Council may adopt the Plan 't,ithout further action by the
Commis,;;ion) .

5.
The Planning Corrunission, ,whithin 40 days must submit
its report on the changes to the Council. No addi-
tional hearings are required by the Corrunission on
the proposed cha~ges.
,
'6. The Council should then adopt the Plan by resolution,
listing the items that it includes in the Plan, such"
as:
.a. The Genera~'Plan Map
b. The General Plan Report together with the
addenda submitted by the-Corrunission and
its own additional changes, and the:report
from the Commission, if any.
7. Following the adoption of the General Plan by the
Countil the Staff be directed to prepare a summary
report of the Pla'n as adopted, to include in finalized
form the goals of the Corrununity and the standard" .
required' to implement the General Plan Map.
8. Revise the colored General Plan Map to conform with
the policies ,included in the adoption procedures.
The Consultants \-lould appreciate th!,! continued contact with the
Corrunission and Council during 'this process, hopefully based on
renegotiation of the contract to cover the extra work that would
be involved.
