RESOLUTION NO. 726
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING TO THE
CITY COUNCIL THAT THE ZONING ORDINANCE BE
AMENDED TO PROVIDE FOR HEAL~H CLUBS IN THE
C-l ZONE ON A CONDITIONAL USE rERMITBASIS.
WHEREAS, on 1 March 1971 Arcadia Health Spa, Inc., by
Ray Maurich, filed an application to amend the Zoning Ordinance to
permit a health club at 902 South Baldwin Avenue, a C-l zone, on a
conditional use permit basis; and
WHEREAS, a public hearing was duly held on said ~tter
before the Planning Commission on 23 Mar.ch 1971 at which time all
interested persons were given full opportunity to be heard and to

NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That the Zoning Ordinance be amended to provide
that health clubs be permitted by a conditional use permit in a C-l
or any less restrictive zone.
SECTION 2. The Planning Commission finds that t~e public
convenience and good zoning practice justify the above amendment.
SECTION 3. The Secretary shall certify to the adoption
of this resol1..ltion and shall cause a copy to be forwarded to the C,i ty

HEALTH CLUBS
APPLICATION
On 1 March 1971, the PlAnning Department received an application tor a
text amendment providing that health clubs (also known a,s health spas or
athletic clubs) be permitted in C-1 or e:n::r less restrictive zone with a
conditional use permit. Health clubs incorporate allot the major
facilities of a gym and may include all or some of the following: swimming
pool, whirlpool bath, steam sauna, dry sauna, vapor room and SlUl tan rooms.
The purpose of a health clUb is to provide people with a modern facility to
help men and women to get into condition (weight control and physical fitness).
Ray Maurich, the applicant, has indicated t.ha.t his proposed health spa (see
C.U.P.-71-2) will be open between either 10:00 a.m. and 10:00 p.m. or 9:00 a.m.
and 9:00 p.m. on weekdays and from 9:00 a.m. to 5:00 p.m. on Saturday and
SlUlday. It will alternate, days between men and women and primarily cater
:to people 18 years of age and older.
RECOMMENDATION
'It is the' opinion of the pIRnning Department that health clubs, b.ealth spas
or athletic clubs be permitted in C-1 or e:n::r less restrictive' zone with a
conditional use permit.
