RESOLUTION NO. 721 A RESOLUTION OF THE PLANNING COMMISSION 70 -71 OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT FOR A 'NURSERY SCHOOL AT 1881 SOUTH FiRsT AVENUE WHEREAS, there was filed with this Commis'sion on 23 November 1970 the application of Cortland Peterson for the Church of the Transfiguration to permit minor alteration of an existing church building and for a nursery school, on property known as 1881 South First Avenue, Arcadia, more specifically described as follows: East one half of the south one half of Lot 33 in the Arcadia Acreage Tract recorded in Book 10, page 18, Records of Los Angeles County, California. . WHEREAS, a public hearing was duly held on said matter ~ :Sf/{/)URre.., ,q '<1-, before this Commission on 8 December 19'(u at which time all interested persons were given full opportunity to be heard and to present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. The subject site is zoned R-2 and is presently occupied by church buildings, a residence, and a shed. Santa Anita School is adjacent to the south in an R-2 zone. The surrounding areas to the north, east, and west are zoned R-l and are occupied by single-family residences. The request is to add a narthex con- taining approximately 300 square feet to an existing chapel having an area of approximately 1850 square feet. The combined area of ... the chapel and proposed narthex would be a total of approximately 2150 square feet. The Sunday school classroom faCility has a total area of approximately 3550 square feet. The buildings will have -1- 721 / . . . . . four classrooms for Sunday use and three rooms for weekday use as a nursery facility. A covered porch is proposed as part of the new building. SECTION 2. This Commis sion finds that: 1. The granting of a conditional use permit as herein- after provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. 2.. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use, and all yards, parking, loading, land- scaping, and other features required to adjust said us.e with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect ,the general plan. SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants ~ conditional use permit for the use of said property for a nursery school and minor alteration of an existing church, Church of the Transfiguration, subject to compliance with all applicable regulations of the Arcadia . Municipal Code and upon the following conditions: 1. Improvements shall be constructed and maintained in accordance with plans on file by the applicant with the Planning -2- 721 . . . . . . . Department, provided that a revised parking plan and landscaping and irrigation plan shall be submitted to the Planning Department for its approval. 2. The applicant shall submit 'written proof from the Department of Social Welfare of verification of its approval of site, use of structures on the site, and maximum number of children for which a license will be issued. 3. A maximum of twenty-two (22) children shall be permitted to occupy the weekday nursery facility. 4. The Church shall not increase its existing sign square footage; the nursery facility shall be permitted one unlighted sign, conta:l.ning a maximum of four square feet in area. 5. Re-inspection of the premises shall be made at least once a year by the Fire, Building and Planning Departments, and any unfavorable report of any said departments shall be grounds for institution of proceedings for revocation of this conditional use permit. 6. A five foot concrete sidewalk adjacent to curb on Lemon Avenue shall b.e constructed within two years from the effective date of th:l.s permit. SECTION 4. The Secretary shall certify to the adoption of th:l.s resolution and shall cause a copy to be forwarded to the City Counc:l.l of the City of Arcadia. P.-70-17 NURSERY SCHOOL AND MINOR ALTERATION OF AN EXISTING CHURCH 1881 SOUTH FIRST AVENUE . ZO NE R-2 APPLlCA liON This application, filed on 23 November 1970, in the name of Cortland Peterson for the Church of the Transfiguration, is a request to make a minor alteration rJ an existing church building and to construct a Sunday school classroom facility which would be used as a nursery facility during weekdays. LAND USE AND ZONING The subject site is zoned R-2 and is presently occupied by church buildings, a residence, and a shed. Adjacent to the south is the Santa Anita ,School, also in R-2 zone. The surround- ing areas to the north, east, and west are zoned R-l a,nd are occupied by single-family residences (see Land Use and Zoning Map). PROPOSAL AND ANALYSIS The request, as submitted by the applicant, is to add a narthex containing approximately 300 square feet to an existing chapel having an area of approximately 1850 square feet. This would bring the combined area of the existing chapel and proposed narthex to a total of approx- imately 2150 square feet. The Sunday school classToom facility, which would be constructed on the.southeasterly partion of the subject site, has a total area of approximately 3550 square feet. The builiJings, as proposed, will have four classrooms for Sunday use and three rooms for weekday use as a nursery facility. In addition, a covered porch is proposed as part of the new building. I t is Staff's opinion that these two proposals substantially comply with Code, However, Staff recommends that the fol,lowing requirements comply with Code: Walls: Section 9275.3.3. states that, "All outdoorplay areasshall be enclosed by a ,six (6) foet sol id masonry wall." Staff recommends that the existing 5' chain !.ink fence on a re1taining wall abutting the play area be replaced by a six (6) foot solid masonry wall. Play ATeas: In the same section, it also states that, "There shall be no less than seventy- five (75) square feet of outdoor play area and no less than thirty-five (35) square feet of .' . . . indoor play areo for each child. Staff recommends, that inasmuch as the indoor play areo designated for nursery would be large enough for only six children, and that the indoor play area designated for pre-school children can only accommodate nine 'children that the facility be limited to a total of fifteen childTen. There is sufficient outdoor, play area for twenty children. Parking, With regard to the parking area, it has been Staff's policy in the past to require adjacent to church parking areas, a three:-foot high solid ornamental masonry wall with a five foot landscaped border in front of said wall. It has also been Staff's policy to require that three percent of the interior of said lot be landscaped and maintained. Staff believes that these requirements should be applicable to this site. It is also Staff's opinion that the sixty-six stalls should becleor!y-marked with paint or other distinguishable material.
