RESOLUTION NO. 720
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA DENYING A CONDITIONAL
USE PERMIT FOR AN AUTOMOBILE SERVICE STATION
AT THE NORTHEAST CORNER OF SANTA ANITA AVENUE
AND FOOTHILL BOULEVARD.
WHEREAS, on 6 November 1970 John Abell filed an application
for a conditional use permit, Planning Department File No. C.U.P.-
70-16, for the use of property at the northeast corner of Santa Anita
Avenue and Foothill Boulevard for an automobile service station; and
WHEREAS, a public hearing was held on said matter before
the Planning Commission on 24 November 1970 at which time all
interested persons were given full opportunity to be heard and to

present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The subject site consists of three vacant lots
fronting on Foothill Boulevard at the northeast corner of the inter-
section of Santa Anita Avenue. There are service stations operating
on each of the other corners of the intersection. There are two
vacant C-2 lots to the east of the site beyond which is another
service station at the corner of Oakwood Drive. There is a vacant
C-2 lot to the north of the site beyond which are single family
residences.
SECTION 2. The Commission finds that there is insuffi-

cient evidence to establish that the proposed facility is essential
or desirable to the'public convenience or welfare, that the granting
of a conditional use permit would not be detrimental and injurious
to the development of adjacent property, and that it wo~ld be
harmoniously adjusted to the surrounding uses.

SECTION 3. That for the foregoing reasons this Commission
denies a condi~ional use permit as requested by the applicant.
SECTION 4., ,The Secretary shall certify to the adoption of
this resolution and shall cause a copy to be forwarded to the City
Council of the City of Arcadia.

The Planning Commission of the City of Arcadia, CalifOTnia will hold a public
hearing on 24 November 1970 at 7: 45 p.m. in the Council Chamber of the Arcadia
City Hall, located at 240 West Huntington Drive, Arcadia, California.
The purpase of the public hearing will be to afford the public an opportunity to
be heard concerning the proposed use of property, commonly,known as the northeast
corner of Foothill Boulevard and Santa Anita Avenue, as a service station.
The legal description of the subject property is as follows:
Lots 6, 7, and 8 in Book 1 of Tract No. 4129,
in the City of Arcadia, County of Los Angeles,
State of Cal ifornia, as per map recorded in
Book 75, pages 48 and 49 of Maps, in the office
of the County Recorder of said County.
The applicant r~uests a conditional use permit.
The proposed plan may be seen in the Planning Deportment, 240 VI'est Huntington
Drive, Arcadia, California, Monday through Friday, between the hours of 8:00 a.m.
and 5: 00 p.m.'

This application, filed on 6 November 1970, in the name of John Abell, is a request
to construct a two-bay service station.'
LAND USE AND ZONING
The subject site is presently a vacant lot and is zoned C-2. If this request were
to be granted, it would allow the construction of the fourth service statIon at that
intersection. Immediately adjacent to the north is a vacant C-2 lot and northerly of
that are located single-family residences in Zone R-l. There is vacant property and a
se..vic'e'stati"n to the east. also in C-2 Zone. Accross Foothill Boulevard to the south
are mixed commercial uses in Zone C-2 and to the west in C-2 Zone is a service
station and a church (see Land Use and Zoning Map) .
PROPOSAL AND ANALYSI S
The request, as submitted by the applicant, is to build a modern two-bay western
style service station, containing approximate,ly 1500 square feet on a rectangularly
shaped vacant parcel containing approximately 19,800 square feet.
Other characteristics of the service station as related to code are" as follows:
PARKI NG:
Required: Code requiTes one space per employee in addition to fjvespaces per
1000 square foot gross floor areo.
Proposed: Applicant's proposal indicates twelve spaces.
ACCESSWAYS
Required: Code permits no more than two accessways to anyone street.
Proposed: The applicant proposes two accessways to Foothill Boulevard and two
accessways to Santa Anita Avenue.
LANDSCAPING
Required: Five foot wode raised planternhall be located along the street side
property line except for curb cut openings.

except for the southeast corner of subject site. Staff believes the five foot wide
planter shou Id be extended to a distance of twenty feet westerly from the southeast
corner of the sub;ect site.

interior property lines to a distance equal to the front building line.
Proposed: Applicant proposes same.
Required: One hundred fifty square feet of raised planting area shall be located
at the inter section of two property lines at a street corner.

Works shall be complied with to the,satisfaction of the Director of Public Works.
2) A revised landscaping and irrigation plan shall be submitted to the Planning
Deportment for its approval.
3) All signs shall comply with Co~e.
4) All lighting shall comply with Code.
5) RestToom screening shall co,,!ply with Code.
6) Parking shall comply with Code.

SUBJECT: CUP 70-16 - Service Station at Foothill and Santa Anita
Plans for the proposed development have been reviewed by the Engineering
Division of the Public Works Department and it is recommended that the
following items be made, conditions of approval.
1. Dedicate a 15 foot radius corner cut-off at the corner of Foothill and
Santa Anita.
2. Insts11 parkway width sidewalk on Santa Anita and Foothill.
3. Intercept all surface drainage and pipe drainage under sidewalk to
s,treet gutters.

4. A permit to insts11 underground telephone ducts and manholes in the
parkways of Santa Anita and Foothill Boulevard has recently been
issued to General Telephone Company and the service station developers
should coordinate their plans with General Telephone Company as ,soon
as possible.

This report is presented in response to your letter
of October 20, 1970, in which you requested a traffic
analysis of a proposed service station to be located on
the northeast corner of santa Anita-Avenue and Foothill
.
Boulevard. It is the intention of the report to satisfy
the traffic study requirements for a conditional use
permit for an automobile service station for the city of
Arcadia, california.
The Proposed Site

The proposed automobile service station would be
located on the northeast corner of the intersection of
Santa Anita Avenue and Foothill Boule~~rd. The attached
site plan shows that two 34-foot driveways would be provided
on both abutting streets, which is a standard width to

provide for simultaneous vehicular ingress and egress on
each driveway. A total of three pump islands would be
constructed to service. traffic - two fronting on Foothill
Boulevaxd and one on Santa Anita Avenue.

Existinq street Conditions
The proposed site lies north of the Foothill Freeway
(Interstate Route 210) which has recently been opened to
traffic from the east to Santa Anita Avenue. The proposed
extension of the freeway from Santa Anita Avenue to Rosemead
Boulevard is scheduled for completion in 1972.
Traffic at the intersection of Santa Anita Avenue and
Foothill Boulevard is controlled by a fully actuated traffic
signal ~ith separate left turn phases for all approaches.
Santa Anita Avenue - This avenue is 72 feet in width
with a 12 foot raised median providing two through traffic
lanes per direction and an added left turn lane at the
'intersection for northbound and southbound traffic.
Foothill Boulevard - This arterial route is 70 feet
in width with a ten foot median providing four traffic
lanes for eastbound traffic and three traffic lanes for
westbound traffic. The four eastbound traffic lanes are
divided into two lanes for through traffic, one lane for
right turn traffic and a left turn lane. The westbound
approach provides two through lanes and a left turn lane.
Existinq Traffic Conditions
Traffic counts were obtained from the City of Arcadia,
Department of Traffic which represent 24-hour average
daily traffic (ADT) volumes for the calendar year 1969.

These data show that Santa Anita Avenue carried 21,000
vehicles per day (VPD) and that Foothill Boulevard
carried 25,000 VPD. Peak hour directional volumes were
not available for a comparable period and have been
estimated for purposes of this report using the following
criteria:
.
1. Peak hour two-directional traffic flow represents
nine percent' of the ADT on both streets.
2. The peak hour directional traffic distribution
is estimated to be 55 percent in the direction
of the heaviest flow and 45 percent in the
direction of the lesser flow on both streets.
The heaviest directional peak hour approach volume
on Santa Anita Avenue at the Foothill Boulevard approach
is, therefore, estimated at 1,100 vehicles and a corres-
ponding volume of 1,250 vehicles is estimated for the
Foothill Boulevard approach to Santa Anita Avenue.
Street Traffic capacity
Traffic capacitie$ of all approaches to the intersection
have been calculated based on data contained in the
following publication: Hiqhway capacity Manual, Highway
Research Board Report Number 87, 1965.
Level of traffic service D has been used in this
analysis since that level of traffic service represents
most normal urban traffic conditions wherein some delays
due to congestion can be experienced by motorists.

It is estimated that Santa Anita Avenue has an
hourly traffic capacity of 1,500 vehicles and that
Foothill Boulevard has a corresponding vehicular capacity
of 1,700 vehicles.
Traffic Generation at the proposed Service Station
The Mobil oil Company estimates that the propo'sed
service station would serve approximately 200 vehicles
per day between the hours of 6:00 AM and 11:00 PM. This
is based on an analysis of similar service stations in the
area.
.
Peak hour generation traffic volumes at service
stations vary from five to 15 percent of the total daily
generated volume. For purposes of this report, the higher
value of 15 percent is used to represent' the average peak
hour generation. It is further assumed that the peak
service station traffic generation coins ides with the
'traffic peak hour. using these criteria, it is estimated
that 30 vehicles would be generated at the site during
the period of peak traf,fic flow on Santa Anita Avenue
and the Foothill Boulevard.
Conclusions
Following is a sununation of peak hour traific
volumes and capacities at the intersection of Santa Anita-
Avenue and Foothill Boulevard:

It can, therefore, be concluded that the traffic gener-
ation by the proposed service station would not adversely
affect existing traffic volumes on either abutting street.
The ~aised traffic median on both abutting streets
eliminates ingress and egress from opposing street traffic
lanes into and out of the proposed site. This further
reduces potential traffic conflicts common to automobile
service stations located on the corner of intersecting arterial
streets.
Based on the preceding analysis of the functional design
of the proposed service station; the volume/capacity aspects
of traffic on abutting streets; and the vehicle generation
potential of the station, it is concluded that no adverse
traffic conditions would result from the constrction and
