RESOLUTION NO. 715 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL .USE PERMIT FOR AUTOMOBILE CONVENIENyE CENTERS AT 285 WEST HUNTINGTON DRIVE. ' WHEREAS, there was filed with this ,Commission on 9 June 1970 the application of Santa Anita Consolidated. Inc. to construct two tire. battery. and accessory stores in connection with the construction of a regional shopping center a~-the northeast corner of Huntington Drive and Baldwin Avenue. consisting of approximately 70 acres and more particularly described and shown on the Design . Vverlay Site Plan on file in Case No. Z-70-lj and WHEREAS. public hearings were held on said matter before - this Commission on 2 July 1970. 28 July 1970, and 11 August 1970 at which times all interested persons were given full opportunity to be heard and to present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ~cADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS; , SECTION 1. The appiicant proposes to construct two tire, bat:te;r:w :and accessory stores. hereafter referred to 'as automobile convenience centers. in connection with the development of a regional shopping center at the northeast corner of Huntington Drive and Baldwin Avenue. The applicant originally proposed that the automobile convenience centers be located westerly of the main buildings of ~he . snopping center as more particularly shown on the Des"ign Overlay Sit.e Plan on file in Planning Department Case No. Z-70-1, and that said centers be constructed with open automobile bays. The Commission finds an automobile convenience center can func,tioh within a fully enclosed building, and that the automobile cohvenience centers will adequately serve the regional sh?pping center if located on the easterly side of the main buildings. -1- 715 ./ , ' . . , , J .. . SECTION 2. This Commission finds that: 1.. The granting of a conditional use permi t as herein- after provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. -2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized if the conditions set forth in Section 3 are fulfilled. . 3. The site for the proposed use is adequate in size and shape to accommodate said use, and all yards, parking, loading, landscaping, and other features required to. adjust said use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adv~rsely affect the general plan. SECTION 3. That .for the foregoing reasons subject to approval of the City Council, this Commission grants a conditional use permit for the construction and maintenance of two automobile service centers subject to compliance with all applicable regulations of the Arcadia Municipal Code and upon the followi"ng conditions: 1. This permit shall not become effective until and unless . a regional shopping center is approved pursuant to Planning Department Case No. Z-70-1. 2. Any conditions imposed in said Case Z-70-1 shall apply to the construction and maintenance of the centers. 3. The buildings shall be constructed in accordance with plans submitted to and approved by the Planning Commission. All operations of the automobile centers shall be conducted in fully enclosed buildings. '5. Refuse areas shall comply with applicable ordinances. SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a'copy to be forwarded. to the City Council of the City of Arcadia. McKinley for Santa Anita Consolidated, Inc., is a request to construct two tire, battery and accessory stores (TBA's) PRESENT LAND USE & ZONING The subject site is a. pOTtion of the area of proposed Zone Change Application No. Z-70-1, and is the present location of the exist ing thoroughbred training track (see attached Zone Change Parcel Map). . PROPOSAL AND ANALYSIS The appl icant proposes to construct two tire, battery, and accessory stores (TBA's) within the area of propased Zone Change Application No. Z-70-1. The TBA's would be an integral part of, and operated by, the department stores in the proposed Santa Anita Fashion Park. at Huntington Drive and Baldwin Avenue. Proposed TBA building No, 1 is a one-story building containing approximately 25,000 sq. ft. of floor area and having the following approximate characteristics: 5,250 sq. ft. devoted to sa les area, 10,550 sq. ft. to subterranean storage area, and 9,200 sq. ft. to a serv i ce area comprised of twenty-four (24) service bays. In addition, proposed TBA No.1 is set back approximately 110 ft. from the applicant's Baldwin Avenue property line, and approximately 200 ft. from the aportments fTonting Baldwin Avenue. Proposed TBA building No.2 is a one-story building, containing approximately 8,000 sq. ft, af floor area, and hoving the following approximate characteristics: 1,750 sq. ft, of sales area; 1,350 sq. ft. of storage area; and 4,750 sq. ft. of service area containing fourteen (14) service bays. In addition, TBA building No, 2 would be set back approximately 100 ft. from the applicant's Baldwin Avenue property line and approximately 200 ft. from the aportments fronting on Baldwin Avenue. It is Staff's opinion that proposed TBA buildings No.1 and No.2 should be relocated in an east-west orientation so that the service bays' doors on these buildings will be located approximately perpendicular to Baldwin Avenue. Staff's proposed reorientation and the proposed landscape berms outlined in Z-70-1 should minimize any noise disturbance to the surrounding area. . . . RECOMMENDA TION The Planning Deportment recommends approval of this application, subject to the following conditions: 1. Prior approval of Zone Change Application No. Z-70-1. 2. Conditions as outl ined in the attached report from the Department of Public Works shall be complied with to. the satisfaction of the Director of Public Wo rks. 3. The TBA's will be an integral part of and operated by the department stores,in the proposed Santa Anita Fashion Park at Huntington Drive and Baldwin Avenue, for which the applicant has applied for a zoning change to C-2 and H on app~oximately 65 acres of land to permit the development of this regional commercial and office center.' (At the request of the Planning Department, the applicant has also requested the addition of the D zone on the subject property.) A plot plan showing . . the location of the TBA's within the center is attached hereto as Exhibit C. The total area devoted to the TBA'S, inCluding landscaping, is approximately six ~acres abutting Baldwin Aven~e. north of Huntington Drive. Elevations of the TBA's and floor plans are attached hereto as Exhibit D. The TBA facilities are an integral part required by most major department stores in the Southern California area as part of new regional shopping center locations. SuchTBA's are considered to be part of the full line . . 6. REQUEST (Continued) - 3 . . of goods and services offered by department stores. The public demands a full range of commercial facili- ties in a shopping center, and the purchase of automobile accessories, is an important part of this retail demand. 7. PREREQUISITE CONDITIONS: The LAW REQUIRES that the conditions set forth below be clearly established before a Conditional Use Permit can be granted. EXPLAIN IN DETAIL WHEREIN YOUR CASE CONFORMS TO THESE FIVE CONDITIONS: . A. That the granting of such Conditional Use permit will not be detrimental to the public health or welfare or injurious to, the property or improvements in such zone or vicinity~ " The proposed TBA's will be in~egral parts of the department stores at Santa Anita Fashion Park. They are an important part of any new regional shopping center in Southern California. As can be seen in Exhibits ,8 and C, the retail facilities and parking facilities of Santa Anita Fashion Park itself abut the site 'of the TBA's on the north, 'east and south. To the west, the,TBA is buffered from. the apartments . across Baldwin Avenue by the landscaping buffer strip . . . . . 7. PREREQUISITE CONDITIONS (Continued) - 2 which will be developed as part of the total land- scaping plan of Santa Anita Fashion Park. This landscaping strip will screen the TBA's from view and should minimize any noise emanating from them. In addition, as indicated in Exhibit C, the TBA's will be set back over 100 feet from the existing center line of Baldwin Avenue, and over 150 feet from the apartment units which are along the western side of Baldwin Avenue. B. That the use applied for' at the location indicated is properly one for which a Conditionai Use Permit is authorized. The site of the proposed TBA is part of a larger site for which the applicant has applied for a zoning change to c-2 and H. The TBA facilities are permitted as drive-in business with a Conditional Use permit in the C-2 zone. (See Section 9275.1.45 of the Arcadia Zoning Ordinance.) The eXisting and proposed zoning is shown in Exhibit E. . . 7. PREREQUISITE CONDITIONS (Continued) - 3 . C. That the site for the proposed use is adequate in size and shape to accommodate said use, and all yards, spaces, walls, fences, parking, loading, landscaping, and other features required, to adjust said use with the land and uses in the nej,ghborhood. The portion of the proposed Santa Anita Fashion Park set aside for the TBA is approximately six acres, including landscaping, out of approximately 65 acres in the shopping center and approximately 400 acres in Santa Anita Park. The TBA's themselves occupy less than 1/2 acre of land. Due to the size of the site, the TBA's are set back from Baldwin Avenue over 100 . feet, far more than customary and far more than required by the Arcadia Zoning Ordinance. The TBA's are designed functionally and aesthetically as part of the entire shopping center, and the site chosen for the TEA's permits smooth traffic flow and easy access from within the center. D. That the site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. The site set aside within the total development scheme of Santa Anita Fashion Park abuts Baldwin . Avenue on the west, which is one of the main arterials . . 7. PREREQUISITE CONDITIONS (Continued) - 4 . serving the City of Arcadia. The TBA's are provided for the convenience of the department store customers and, consequently, do not add significantly to the traffic generated by the shopping center. Access to the TBA's will be provided by the interior access roads which also serve the shopping center, virtually eliminating one-stop shoppers. E. That the granting of such Conditional Use permit will not adversely affect the comprehensive general plan. The granting of this conditional use will not adversely . affect the comprehensive general plan of the City of Arcadia. Santa Anita Fashion Park is clearly desirable for major commercial development. The Community Economic Analysis prepared by Real Estate Research Corporation for the City of Arcadia states, "The only possible location in Arcadia for the development of this magnitude (a shopping center)-- aside from a completely redeveloped site in the down- town area--would be on the Santa Anita Park property . . (at the corner of Baldwin Avenue and Huntington)." . . . . " . . 7. PREREQUISITE CONDITIONS (Continued) -S The TBA's themselves are recognized as an integral part of a modern regional shopping center and consequently, will not adversely affect the comprehensive general plan when the TBA's are developed as part of the shopping center at the corner of Baldwin Avenue and Huntington Drive. . . . In this'study session, at which time the Committee ',las' assisted by representatives from Santa Anita Consolidated' and sur- rounding pr'opert;y' ONners, several findings were reached. T.A.-70-9: ReViSion of Height Limit in "H" Zones, Following review o.f the proposal to increase the height limit in "H" Zones to 12 floors, the Committee voted to recommend disapproval of this text amendment. It was the Committee's belief that more extensive review of this prOblem must be undertaken before such an amendment can be recomm.ended.
