HomeMy WebLinkAbout0711 ~ . . ,; ./ RESOLUTION NO, 711 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT FOR A CHURCH AT 122-160 WEST DUARTE ROAD. 76 -/2- WHEREAS, there was filed with this Commission on 6 August 1970 the applicat~on of Gail Andrus, agent for the Church of Jesus Christ of Latter Day Saints, to construct a church building on property known as 122-160 West Duarte Road, Arcadia, more specifically described as follows: That portion of Lot 4, Santa Anita Colony as shown on Map 42 Page 87 of Miscellaneous Records of Los Angeles County commonly known as 122-160 West Duarte Road. . WHEREAS, a public hearing was duly held on said matter before this Commission on 25 August 1970 at which time all interested persons were given full opportunity to be heard and to present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. The subject site is primarily vacant in an R-l zone, except for the residential homes at 122, 124, and 146 West Duarte Road. The area surrounding the site is zoned R-l with Arcadia High School located to the north, single family residences to the south and west of the site. To the east is located the First Church of Christ Science and the Luthern Church of the Cross. The area of . the subject site ~s approximately 190,000 square feet with the building having a gross floor area of 24,690. The applicant proposes to con- struct a church building which will include a chapel, lounge, cultural hall, twenty-six teaching areas, and various offices and accessory rooms. -1- 711 v' , . . . SECTION 2. This Commission ,finds that: 1. The granting of a conditional use permit as herein- after provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity~ 2. The use applied for at the location indicated is properly one f~r wtich a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use, and all yards" parking, loading, landscaping, and other features required to adjust said use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width . and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the general plan. SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit for the use of said property to construct a church building, sUbject to compliance with all applicab~e regulations of the Arcadia Municipal Code and upon the following'conditions: 1. All existing structures shall be removed or demolished prior to construction on site. 2. The tower shall not exceed applicable height limits. ~ 3. The applicant shall submit revised parking, land- scaping, and irrigation plans to the Planning Department for its approval. -2- 711 , . . . . . 4. The undeveloped area to the west shall be landscaped, irriga~ed, and maintained in perpetuity and the landscaping and irrigation plans shall be, subject to the Planning Department approval. 5. Outside refuse storage area shall be screened on three sides by a six foot high decorative masonry wall. 6. All exterior lighting shall be hooded and directed away from adjoining properties and streets; light standards shall not exceed fifteen feet in height when measured from adjacent finish grades. " 7. A six foot high decorative solid masonry wall shall be constructed along the southern property line in accordance with the recommendations submitted by the Department of PUblic Works regarding grading. "- 8. A three foot high decorative solid masonry wall shall be constructed at the northerly end of tne parking area where it fronts Duarte Road. , 9. All signs (including change-board signs) shall be of similar nature to those of existing churches in that specific area and shall be submitted to the Planning Department for its approval. 10. Sufficient right of way shall be dedicated to create a uniform 84 foot wide street for the full frontage of the property. 11. Existing asphalt concrete berm shall be removed at 152 W. Duarte and there shall be construction of curb, gutter, and asphalt concrete pavement. 12. A full parkway width sidewalk shall be constructed for the entire frontage along Duarte Road. 13. All utilities shall be installed underground. Parking lot lighting shall be in accordance with Code requirements and shall be served by underground conductors. -3- 711 '. . . . . 14. The site shall be graded and drainage facilities installed in accordance with plans which have been submitted to and approved by the Director of Public Works. SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. U.P.-70-12 CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS 122-160 WEST DUARTE ROAD ZONE R-I APPlICA nON This application for a Conditional Use Permit, filed on 6 August 1970 in the name of Gail Andrus, agent for the Church of Jesus Christ of Latter Day Saints wha are owners of the property at 122-160 West Duarte Road, proposes to construct a church building. LAND USE AND ZONING The subject ,site ~--p-rii\:ld of fi'{,e (5) .R-,llots:. PROPOSAL AND ANALYSIS' 1/) In 1966, this same applicant was granted a Conditional Use Permit (C.U. P.-66-16) to construct and operate church facilities at 146-160 West Duarte Road. No specific site development plan accompanied that application. In 196B, this Conditianal Use Permit was amended by Resolution No. 646 to allow the church to include additional properties at 122-130 West Duarte Road. Inasmuch as in the interim period the Conditional Use Permit expired, the same applicant.is submitting his plans for approval of a new Conditional Use Permit. The applicant proposes to construct a church building with a total of 24,690 gross -I/~' v" square-feet on a site having IJn area of approximately 190,000 square feet. The ' proposed building will include a chapel, lounge, cultural hall, twenty-six (26) teaching areas, and vorious offices and accessory rooms. I n the appl icant's proposal, a seventy-seven and one-half (77 1/2) foot tower, located five (5) feet north af the l)orthwestem covered walk, has been indicated. --, " , . . , Conditional Use Permit C. Page Two In priar approval af the Conditianal Use Permit in 1966, one candition of approval was the stipulation that the church steeple or other appurtenances shall nat exceed a height of fifty (50) feet. However, the current proposal designates the tower as a separate entity , and Staff recommends that inasmuch as this is a separate structure that it be governed by the R-I height restriction of thirty-five (35) feet. Existing Code regulations do not provide parking requirements far churches in residentially zaned areas. Therefore, Stoff makes the following recommendations regarding the parkingareo: I t is Staff's opinion that parking requirements af 5 car spaces per 1,000 square feet gross floar area could be applied to this development. Staff believes that the proposed 260 spaces would suffice. . Staff's review of the parking area ascertains that the proposed porking stolls and landscaping are inadequate. It is Stoff's opinion that the parking spaces should be modified to 0 size of eight and one-half (8 1/2) by twenty (20) feet and that the parking lot should have a minimum of three (3) per cent interior landscaping. Revised landscaping and parking plaps should be submitted to the Planning Department for approval; irrigation plans should also accompany the aforementioned plans. I t is Staff's recommendation that a five (SHoot landscaped buffer strip and a three (3)-foot high solid ornamental masonry wall, where a parking area fronts,on Duarte Road, should be constructed. I t is Staff's opinion that, in order to protect the adjoining residential property, a six-foot high solid ornamental masonry wall should be installed on the southern property line. It is Staff's recommendation that this be done in accordance with the Department of Public Works recommendation on grading. Section 9283.3. of the Code prohibits parking in the required front yard of churches, and according to the site plan, approximately twenty-five (25) af the proposed spaces are in this cotegory. Stoff respectfully submits thatthese spaces ore not detrimental to the aesthetic quality of the neighborhood due to the Staff's conditions of a five (5)-foot landscaping buffer strip and a three (3)-foot high ornamentol wall which will serve as a buffer. Stoff requests that this section be waived. RECOMMENDA TION . Staff recommends approval of this application subject to the following conditions: --~ I. The rear yards of the properties to the south are approximately 25 feet deep, Necessary retaining and screen walls at the lot line would therefore create a chinese wall, cutting off the view and air to the aeutting residential properties.
