RESOLUTION NO. 710 A RESOLUTION OF THE PLANNING COMMISSION 70-1/ OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT FOR AN AUTOMOBILE LAUNDRY AT 425 NORTH SANTA ANITA AVENUE. WHEREAS, there was filed with this Commission on 24 July 1970 the application of Mr. H. H. Hansen for Humble Oil'& Refining Company to construct and operate a full-service tunnel car wash with motor fuel service islands, on property known as 425 North Santa . Anita Avenue ,more specifically describe,d as follows: That portion of Lot 6 Tract No. 948 in the City of Arcadia, County of Los Angeles, State of California as per map recorded in Book 17, page 21 of Maps in the office of the County Recorder of said County, described as follows: Beginning at the southeast corner of said Lot 6, being the intersection of the westerly line of Santa Anita Avenue, 100.00 feet wide, as shown on the map of said Tract No. 948, with the northeasterly line of Atchison, Topeka and Santa Fe Railway right-of-way, shown as Southern California right-of-way 50.00 feet wide on the map of 'said Tract No. 948; thence north 52038'28" west along northeasterly line of said railway ~ight-of- way, a distance of 495,.34 ,feet to the southerly line of Colorado Boulevard 80.00 feet wide, tre nee north 88056'42" e,ast along said southerly line a distance-of 388.08 feet to the westerly line of said Santa Anita Avenue; thence south 01003'43" east along the westerly line of said Santa Anita Avenue, also being the easterly line of said Lot 6, a distance of 307.77 feet to the true point of beginning. WHEREAS, a public hearing was duly held on said matter before this Commission on 25 August 1970 at, which time all interested persons were given full opportunity to be heard and to present evidence. . NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: -1- 710 I"~ . . . . . SECTION 1. The subject site is presently the location of Towne & Country Cleaners and is zoned M-l. A vacant Christian Church is north of the site in zone R-3, mixed commercial and manUfacturing buildings are east, south, and west of the site in zone M-l. The site contains approximately 1,615 gross square feet of building area, on a triangular shaped parcel comprising approximately 59,670 square feet. This proposal is a request to demolish the existing Towne & Country Cleane,rs establishment and construct and operate a full- service tunnel car wash. SECTION 2. This Commission finds that: 1. The granting of a conditional use permit as herein- after provided will not be detrimental to the public health ,or welfare or injurious to the property or improvements in such zone or vicinity. 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use, and all yards, parking, loading, land- scaping, and other features required to adjust said use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the general plan. SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit for the use of said property to construct and operate -2- 710 . . . . . a full-service tunnel car wash with motor fuel service on the south- west corner of Santa Anita Avenue and Colorado Boulevard, subject to compliance with all applicable regulations of the Arcadia Municipal Code and upon the following conditions: 1. The applicant shall submit revised landscaping and irrigation plans which shall comply with existing regulations and which shall be subject to approval by the Planning Department. The plans shall provide for retention of the two existing acacia trees at the northwest corner. 2. All signs shall, comply with existing sign regulations. 3. Lighting shall be hooded and arranged so as to reflect away from adjoining properties and streets. Light standards sha.J.l be a maximum of fifteen (15) feet in height. The height of the light standards shall be measured from the elevation of the adjacent pave- ment of the parking lot. 4. The building to house said business sha.J.l be constructed substantially in accordance with the building elevation plans which are on file with the Planning Department,. 5. The applicant sha.J.l submit' a revised parking plan to the Planning Department for its approval. 6. The performance standards outlined in the Arcadia Munic- ipal Code M-l zone, shall be complied with to the satisfaction of the Building Superintendent. 7. All services shall be operated by attendants; there sha.J.l be no sel~-service operations. 8. The car wash sha.J.l only be operated in daylight hours. 9. All drainage shall be intercepted and conveyed to the street in such a manner as to prevent drainage over sidewalks and drive aprons. -3- 710 I . . . 10. A 15 foot corner radius dedication shall be required. 11. All utilities shall be installed underground. including underground electric service. 12. The applicant shall submit water usage requirements and method of disposal for approval by the County Sanitation District and Director of Public Works. Location of any sewer connection shall be subject to approval of the Department of Public Works. . SECTION 4. The Secretary shall ce~tify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. As part of the necessary permit for opening commercial driveways to serve the site in the City of Arcadia,requires a traffic engineering analysis of, the submitted plans. The analysis is based therefore, on plans for the project. The letter report presents data with respect to traffic access at peak periods. ~s part of our analyses we have reviewed the traffic access at the proposed facility and it is our conclusion that the expected ingress and egress of vehicles from the service station-car wash wiil not adversely affect the pub- lic rights-of-way abutting the site. The'automobile service station-car wash will lie on the northeast quadrant of ,the intersection of Santa Anita' Avenue and Colorado Boulevard. . Access to the site will be from Santa Anita Avenue, a north-south six-lane arterial (four thru lanes and two left turn pockets), and Colorado Boulevard, an east-west four-lane arterial. Colorado Boulevard will have an en-: trance only to the service station while Santa Anita Avenue will provide for ingress and egress 'at the site. Each of the access points will allow for ,two lanes of mov- ing traffic for entry and/or two lanes for departure. Both ~riveways are approximately 150 feet from the inter-' section. The site also lies just south of the Foothill Freeway (I~2l0) interchange at santa Anita Avenue. That section of freeway near the site has been recently com- pleted and currently terminates just to the west of Santa Anita Avenue; Existinq Traffic Conditions " ,Recent 'traffic counts obtained from the City of Arcadia indicate that Santa Anita Avenue is handling 23,300 vehicles a day while Colorado Avenue is carrying about 7;000 vehicles per day. If we assume.that the peak traffic demand repre- sents about 9 percent of the ~otal daily traffic, then Santa Anita ~venue and Colorado Boulevard will be handling about 2,lOQ and 630 vehicles per hour (two~way) respectively. ,peak loading conditions probably occur between 4:00 - 5:00 P.M. Assuming that each thru lane of traffic can handle 600 ve- hicles per hour and left turn~,storage lanes could hold 209 vehicles per hour, at level of Service D(l) then Santa (l)Highway Research Board Special Report #87 . . , " . . . page 3 Mr. Jack Maxwell July 24, 1970 \ Anita Avenue and colorado Boulevard would be able to accom- modate 2,800 vehicles'per hour and 2,400 vehicles per hour both ways',', respectively. Thus we be~~eve' that both streets are currently operat- ing below traffic carrying capacity and therefore, delays are minimal at this :.intersection. ' Traffic Generation at site According to Humble Oil officials, about 250 vehicles on an average weekday will use the planned facility. Satur- day estimates indicate 500 vehicles will be using the facil- ity. The, service station will be opened during the hours of, 7:00 A.M.~ 9:00 P.M. on an average weekday with earlier closing hours expected on the weekend., . Access Analysis - Access 'to/the site will be evaluated on an average weekday for the following reasons: . 1. The peak hour traffic demand on the adjacent travel~ ways is heavier during a weekday. 2. Peak automobile ioading conditions at the service station is greater during a weekday, since weekend patronage is more evenly distributed throughout the day. To determi~~,the potential impact of this site on the adjacent street'network; the 'following assumptions were made: 1. Peak 'hour ,customer demand will represent about . 15 percent of the daily customer demand. . 2. Peak demand .at this Site will coincide with the peak traffic demand on Santa Anita Avenue and colorado Boulevard. (2) (2) Peak loading conditions should occur between 4:00--5:00 P.M. . , " . I. . page 4 Mr. Jack Maxwell July 24, 1970 , 3. The same number of vehicles will enter the site via the Santa Anita Avenue entrance and Colorado Boulevard ~ntrance. 4. Egre!l~,'from the site will be via Santa Anita Ave- 'nue.' Thus' it can be expected that about 40 vehicl~s,will enter' the service station-car wash between 4:00--5:00 P.M., of which 20 vehicles will enter via santa Anita Avenue and 20 vehicles will enter from the colorado Boulevard entrance. . The ability of a car wash to handle peak customer de- mand without adversely affecting traffic on the abutting streets would depend on the amount of reservoir space at the site. Reservoir space can be'defined as the maximum number of yehicles that can be stored within the facility and is usually measured from the driveway entrance to the gas pumps. The reservoir space at the service station is 120 feet, or six automobiles per entry lane. Since there are four entry lanes, the total reservoir space is 24 automo- bile, spaces. 'this is more than enough space to 'handle peak customer demand without adversely affecting the public rights-of-way. ' ' . ' , The exiting demand at the ser~ice station-car wash is expected to be 40 vehicles during-the peak hour, or one vehicle leaving every 90 seconds. , 'this volume can find sufficient space within the traffic flow on Santa Anita Avenue to enter the 'traffic stream. However, we would recommend that left turns out of the 'site should be pro- hibited, especially during peak hours, since the egress point is near the intersection (120 feet) and would prob- ably impede,traffic movement there.
