RESOLUTION NO. 708
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR A TEEN CENTER AT 909 SOUTH 70 -/0
SANTA ANITA AVENUE.
WHEREAS, there was riled with this Commission on 24 July
1970 the application of Robert A. Bonsack for Parent and Teen Help
'to open a Teen Center in the former Arcadia Tribune Building which is
owned by Twin Coast Newspapers, Inc.
WHEREAS, a public hearing was duly held on said matter before
this Commission on 11 August 1970 at which time all interested persons
were given full opportunity to be heard and to present evidence.

NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. The subject site is the rormer location of the
Arcadia Tribune and is zoned C-2. North of the site in zone S-2 is
the Santa Anita Golr Course. Mixed commercial buildings are east
and south of the site in C-2 & Hand C-2 zones. West of the site
are apartments in C-2 zone. The area of the site is approximately
25,500 square feet with the building having a gross floor area of
11, 895 square feet. The applicant propos es to utilize the former
Arcadia Tribune building by operating it as a Teen Center.
SECTION 2. This Commission finds that:

1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.

3. The site for the proposed use is adequate in size and
shape to accommodate said use, and all yards, parki,ng, loading, land-
scaping, and other features required to adjust said use with the land
and uses in the neighborhood.
4. The site abuts streets and highways adequate in width
and pavement type to carry the ~nd of traffic generated by the
proposed use.
5. The granting of such conditional use permit will not
adversely affect the general plan.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use, permit for the use of said property to open a Teen Center in
the former Arcadia Tribune building, subject to compliance with all
applicable regulations of the Arcadia Municipal Code and upon the
following conditions:
1. A revised landscaping and irrigation plan shall be
prepared and submitted to the Planning Department for its approval
and shall be in substantial compliance with existing regulations.
2. A six-foot high wall at the eastern boundary of the
site shall be repaired and extended southerly to the southern
property line.
3. The existing trash area shall be screened from the
public by enclosing it on three sides with a six-foot high decorative
masonry wall.
4. A revised parking plan shall be submitted to sub-
stantially comply with the Code.
All signs shall comply with the Code,.

6. This permit shall be operative only as long as the
property is occupied by PATH, Inc. The permit shall terminate at
the end of 12 months unless the conditions hereof have been fulfilled.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the Planning Commission held on the 8th
day of September'

APPLICATION
This application, filed on 24 July 1970, in the name'of
Robert A. Bonsack for Parent and Teen Help (PATH, Inc.), proposes
to open a Teen Center in the former Arcadia Tribune Building
which is owned by Twin Coast Newspapers, Inc.
PRESENT ZONXNG AND LAND USE
The subject site is the former location of the Arcadia
Tribune and is zoned C-2. The Santa Anita Golf Course is
north of the site in zone S-2, mixed commercial buildings are
east and south of the site in C-2 & Hand C-2 zones. Apartments
are to the west of the subject site in C-2 zone (see "Land Use
and Zoning liIap").
PROPOSAL AND ANALYSIS
The apPlicant proposes to utilize the former Arcadia
Tribune building by operating it asa Teen Center. Although the
general membership is estimated to be approximately 400
teenagers, it is not anticipated that there will be that many
on the premises at anyone time.
The area of the subject site is approximately 25,500 square
feet with the building having a gross floor area of 11,895
square feet.
The proposal indicates twenty-four (24) parking spaces
which are ten (10) feet wide. Staff recommends that the
applicant's proposed 'parking plan be modified to concur with
the minimUm width requirement of eight and one-half (8~) feet;
thus, creating an additional four (4) parking spaces, or a
total of 28 possibie parking stalls.
According to the Police Department (see attached memorandum
from Police Chief Robert S. Seares) and the applicant, this
operation caters to the non-driving, younger teenager. Appar-
ently, this type of operation does not appeal to the teenager
who has access to an automobile: He would prefer to go to
Pasadena or elsewhere of of the City. staff recommends that
relief be granted from the remaining thirty two (32) spaces.
Staff also recommends that a loading zone be provided in front
of the building for the dropping off and picking up of teenagers.

In its present condition. the easterly wall is in a state
of disrepair and does not completely extend to the southerly
property line. Staff recommends that the wall be repaired
and extended to the southerly wall so as to provide minimum
access by users of the Center to the neighboring apartments.
The applicant proposes to have a 3 foot by 40 foot wall
sign which would comply with the Code requirements.
Code requires that three per cent of the interior of
a paI'ldng area should be landscaped. Inasmuch as there is
no landscaping in the proposed parking area. Staff recommends
tKat the parking area be provided with three per cent land-
scaping. An irrigation plan is also required to be submitted
to the Planning Department.

RECOMMENDATION
The Planning Department recommends approval of this
application subject to the following conditions:

Works Department and the following should be made a condition of approval
of the Conditional Use Permit:
Remove the dilapidated wooden sheds on the West side of the btiilaing
as they do not meet building cO,de requirements and constitute a fire hazard.

The proposal by PATH (Parent and Teen Heip) to operate
a teen center in the 'former Arcadia Tribune building at
909 South Santa Anita Avenue is not expected to create any
unusual police problems. It appears that the proposed
operation will be a continuation of the operation recently
ended at 141 Eaat Huntington Drive. The new location,
in our opinion, is more suitable for a teen center than
the premises recently vacated.

Present plans call for the new center to open on, or
about September 8, 1970 and for the hours of operation to
be from 6 p.m. to 10 p.m. Tuesdaysand Thursda}19 and 6 p.m.
to midnight on Fridays and Saturdays. A paid (by PATH)
manager will be on the premiaes at all times the center
is in operation. Additionally chaperones also will be
present. The number of chaperones will vary depending upon the
day of the week, special events planned, etc.
Based on the center's experience at its Huntington Drive
location we can anticipate that most of those participating
in the center's activities will be young teenagers. Although
the center will be open to thoae betWeen the ages of 15 and 19,
in order to cover the ninth through twelfth grade paat experience
indicates high school juniors and aeniors are ,in the minority.
This, of course, means that most of the participants are, not
yet able to drive automobiles and this is expected to alleviate
any problem which might be anticipated due to the limited
parking facilities .
In a recent meeting with one of the representatives of
PATH it was suggested that a passenger loading zone be established
in front of the building to facilitate the discharge and pickup
of younger members by their parents. This suggestion should
be forwarded to the Public Works Department,

Adequate lighting should be provided in the parking area
and in any o,ther open portions of the property which will be
accessible to young people. PATH representatives have also
been advised to establiah clear cut rules prohibiting loitering
in theae areas and that they should'take a firm atand from the
ope ning day in the enforcement of such rules.
