RESOLUTION NO. 700
A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PE,RMIT FOR A SERVICE STATION AT 704 WEST
HUNTINGTON DRIVE,

WHEREAS, there was filed with this Commission on 26 March
1970 the application of Ellen L. Myers and Frank B. MYers for the
construction of an automobile service station on~roperty known as
704 West Huntington Drive, Arcadia, more specifically described as
follows:

A portion of Lot 33, Tract No. 2731, in the City
of Arcadia, County of Los Angeles, State of
California, as per map re~orded in Book 33, Page
29 of Maps, in the offic.e of the County Recorder
of said County, beginning at the northeasterly
corner of said lot; thence along the,northerly
line of said lot, south 860 04' 40" east 82.50
feet from the northwesterly corner of said lot;
thence parallel with the westerly line of said
lot, south 30 50' east 265.28 feet to the
northerly line of the southerly 280 feet (measured
along the westerly line) of said lot;, thence along
said northerly line north 860 10' 10' east 133.29
feet to the easterly line of ,said lot; thence north
30 43' east, 267.87 feet t.o the pointof beginning,
Excepting therefrom the southerly 86.00 feet thereof.
WHEREAS, a public hearing was duly held on said matter
before this Commission on 14 April 1970 at which time all interested
persons were given full opportunity to be heard and to present
evidence.
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION L The subject site is zoned C-2. A service sta-

tion is north of the subject site in C-O and D zone, Santa Anita
Race Track is northeast in R~l zone, mixed commercial buildings
are east in a C-2 zone, residential dwellings and mixed commercial

buildings are south in a C-2 zone, and a nursery school is west of
the site ina C-2 zone. The area of the site is approximately
24,400 square feet. The proposed building floor area is approx-
imately 1,970 square feet.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditiona,l use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate 'said use, and all yards, parking., loading,
landscaping, and other features required to adjust said use with
the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use.
5. The granting of such conditional use permit will not
adversely affect the general plan.
6. The proposed use will not substantially increase
vehicular traffic on any street in a residentially zoned district.
7. The proposed use will not lessen the suitability of
any nearby commercially zoned property for commercial use by inter-
fering with pedestrian traffic.

SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for the use of said property for the construction of an
automobile service station, subject to compliance with all appli-
cable regulations of the Arcadia Municipal Code, particularly the
provisions of the zoning regulations relating to drive~in businesses
and upon the following conditions:
1. A lot split application proposing to divide the subject
site from the southerly 86.75 feet of this parcel shall be filed
and approved prior to the issuance of a building permit.
2. All signs shall comply with existing sign regulations.
3. A 15 foot corner radius dedication will be required.
4. All utilities shall be installed underground including
. underground electric service.
5. Curbs and gutters are in good condition. Replacement
will be required only where existing driveways are closed and new
driveways opened.
6. Sidewalk, driveway aprons, and parkway improvements
shall conform to City standards.
7. Parkway trees shall be planted as directed by the
Department of Public Works.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

The Planning Commission of the City af Arcadia, California will hold a public
hearing on Tuesday, 14 April 1970 at 8:00 p.m. in the Council Chamber of the Arcadia City
Hall, lacated at 240 West Huntington Drive, Arcadia, California.
The purpose of the public hearing will be to afford the public an opportunity to be
heard concerning the proposed use of property, commonly known as the southwest corner of
Huntington Drive and Baldwin Avenue, for an automobile service station,
The legal description of the subject site is as follows:
A portion of Lot 33, Tract No. 2731, in the City of Arcadia, County

This application filed on 26 March 1970 in the names of Ellen L. Myers and Frank B. Myers,
owners of the property at the south.,..,est corner of Huntington Drive and Baldwin Avenue
propases to remove the existing building and canstruct a new service stotion facility.
PRESENT ZONING AND LAND USE
The subject site is zoned C-2. A service station is north of the subject site in C-O & D zone,
Santa Anita Race Track is northeast in R-l zone, mixed commercial buildings are east in (-2
zone, residential dwellings and mixed commercial buildings are south in C-2 zone, and a
nursery school is west of the site in C-2 zone (See attached Lond Use & Zoning Map).

PROPOSAL AND ANALYSIS
The applicants propose to construct a new four-bay "Shell" service station. The area of the
$ite is approximately 24,400 square feet. The proposed building floor area is approximately
1,970 square feet. This proposal substantially complies with the Arcadia Municipol Code.
RECOMMENDA TlON
The Planning Department recommends approval.of this application subject to the following
conditions:
1.

Plans for subject improvement have been reviewed and the following should be
made conditions of approval:

This property is a division of a larger lot and a recorded parcel map
will be required, A lot split application should be filed with the
Planning Department.
A 15 foot corner radius dedication will be required. The Public Works
Department will prepare the necessary documents upon request-.
Install all utilities underground, including underground electric
service,
Curbs and gutters are in good condition. Replacement will be required
