RESOLUTION NO. 702
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ARCADIA RECOMMENDING CERTAIN
CHANGES IN THE ZONING AND SUBDIVISION
ORDINANCES.
WHEREAS, public hearings were held before the Planning
Commission on April 14 and April 28, 1970, to consider certain
amendments to the zoning and subdivision ordinances relating to
Planned Developments at which times all interested persons were
given full opportunity to be heard and to present evidence.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
makes the following recommendations to the City Council:

that regulations for a Planned Development be placed in a new
division of the Zoning Ordinance to be added to Part 7 (Overlay

9277. " DECLARATION OF POLICY. The purpose of the regulations
set forth herein is to provide for the establishment and control of
residential Planned Developments. The intent is to encourage well-
planned developments by providing the means for greater creativity
. and flex~bility in environmental design than is provided under the
strict application of the zoning ordinances while at the same time
promoting and preserving the public interest, health, safety, welfare,
and property values.
9277.1. PERMITTED ZONES. Planned Developments shall be permitted

9277.2. APPLICABLE REGULATIONS. The regulations for uses

APPLICATION
This application filed on 27 April 1970 in the name of Glenn
Thomason, proposes to constrl.lct a 182 bed, sub-acute or ex-
tended care convalescent facility.
LAND USE & ZONING
[The subject site consists of four lots, Lots 4,5,6, &7 of
Tract No. 2828j each lot having a single family dwelling
fronting Huntington Drive. There are twelve dwelling units
on the four lots in addition to several accessory buildings.
The subject site is zoned C-O & D with the exception or the
southerly 80ft. of lots 4 & 5 which arp. zoned R-3, north
of the site is the Santa Anita Race Track in zone R-l, with
apartments to the east and south of the site in zones C-O
& D ~nd R-3j mixed commercial establishm.ents are west in C-2
zone~ (See attached Land Use & Zoning Maps).

This application propOSES to construct a 182 bed (SUb-acute)
convalescent facility. The area of the proposed site is
approximately 147,600 sq. ft'J with the proposed building's
floor area totaling approximately 52,125 sq. ft]

STATE APPROACH

The State Department of Public "Health, 'which is the Agency
responsible for licensing this facil~ty, has stated that a
comprehensive study of each application is made prior to the
issuance of a license. Documentation verifying zoning
compliance for the subject property must be submitted prior
to review of the applicants preliminary plans.
ADDITIONAL REQUIREMENTS
Due to the extreme depth of this site, and in order to
provide proper fire protection to this facility, the Fj,T,'f!
Department requires that a 2~" ;'. 4" x 6" fire hydrant connected
to a 6" main shall be provided along the we::;~ 3J.Ue of' the.
driveway in the planter.

Also, the applicant's floor plan indicates future expansion
to take place at the rear of the proposed building. A new
Conditional Use Permit application would be required prior
to any future expansion. .
RECOMMENDATIONS
The Planning Department recommends approval of this
application subject to the following conditions:
1. All the conditions of the Department of Public
Works as outlined in the written report shall
be complied with to the satisfaction of the
Director of Public Works.

NORTHEAST CORNER DUARTE ROAD & FIRST AVENUE
ZONE C-2
APPLICATION
This application filed on 14 January 1970 in the name of Ray G.
Boardman, owner of the property at 101 East Duarte Road proposes
to remodel the existing service station.
PRESENT ZONING AND LAND USE
The subject site is zoned C-2. A sipgle family'home and vacant
property are adjacent north and east of the subject site. Mixed
commercial buildings are south and west of the site in C-2, and
C-2 & H zones. (See attached Land Use & Zoning Map,)
PROPOSAL AND ANALYSIS
The applicant proposes to remodel the existing Texaco Service
Station. The area of the subject site is approximately 12,250
square feet. The proposed buildings floor area is approximately
1,620 square feet.
The proposed development is substandard in that it does not
provide for the required restroom "modesty wall", nor does it
have delineated parking stalls. In addition, at the present
time there are some outdoor merchandise displays including
automotive accessories, and additives whicn oycode are not
permitted.
The applicant has requested that relief be granted to the pro-
posed landscape ar.ea fronting First Avenue. 'The existing
proposal would, create a paved area of approximately 10~ feet
between'the service pumps and the required 5 foot wide raised
lanC!sc~pe area. The applicant requests that the distance be-
tween the service pumps and planting area be increased to 12t
feet, which would crcRt8 a landscape area of approximately 22
feet wide in lieu of the required 5 foot wide. It is Staffs
opinion that the applicant request could be granted,
RECOMMENDATION
The Planning Department recommends approval of this application
subject to the following conditions:
1. Conditions as outlined in the attached report from
the Department of Public Works shall be complied
with to the satisfaction of the Director of Public
Works.

If the existing service station were being completely rebuilt, or a new station
being constructed on this site, then the Department of ,Public Works wouldre-
quire that the curb on Duarte Road be relocated 2 feet northerly to eliminate
an existing offset in the curb line. This would involve relocating the traffic
signals, catch basin and reconstructing the curb return and driveway aprons and
would require the dedication of 2 feet for Duarte Road, plus a 15 foot radius
corner cut-off, which would eliminate the proposed planters,
In view of the nature and extent of the proposed improvements it is recommended
that the above requirements be waived and that the following be made conditions
of approval:

Install all utilities underground including underground electric service,.
Intercept all surface drainage by installing grating-type catch basins and
pipe all drainage to the gutter flow line or into the existing storm drain
system. Drainage over the sidewalk is not permitted.
'03, iExecute and record an irrevocable offer to dedicate a 2-foot strip for
Duarte Road and a IS-foot radius corner cut-off. I This would enable the
City to widen Duarte Road if funds become available, At the present time
there is a great deal of emphasis on small projects to improve capacity and
safety of existing streets and,providing the present policy continues, it
may be possible to obtain Federal Funds for such a project.
