RESOLUTION NO. 690
A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA DENYING A CONDITIONAL
USE PERMIT FOR A DRIVE-IN PHOTO SALES BUSINESS
AT THE SOUTHWEST CORNER OF SANTA ANITA AVENUE
AND CAMPUS DRIVE.
WHEREAS, Standard Oil Company of California, by Adnan Khatib,
as lessee of the property at the southwest corner of Santa Anita
Avenue and Campus Drive, on 10 November 1969 filed an application
for a conditional use permit, Planning Department File No. C.U.P.-69-
15, for the use of said property for a drive-in photographic film
sales and processing business; and
WHEREAS, a public hearing was held on said matter before
the Planning Commission on 25 November 1969 a:t which time all
. interested persons were given full opportunity to be heard and to
present evidence.
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. The subject site is zoned C-2 and is located
at the southwesterly corner of Santa Anita Avenue and Campus Drive,
and is presently occupied by the Arcadia Tribune. The Santa Anita
golf course is northerly of the site in a 8-2 zone. Mixed commer-
cial buildings are east and south of the site in a C-2-H zone and
a C-2 zone. Apartments occupy a small parcel to the west and
immediately adjacent to the subject site. Arcadia High School
occupies property to the west of said apartments. The applicant

proposes to use the Fotomat in ~onnection with a: proposed automobile
service station.
SECTION 2. This Commission finds that the circulation of
vehicular traffic in the immediate vicinity of the subject site is

from time to time extremely congested, and that this in connection
with the large amount of pedestrian traffic generated by the
Arcadia High School creates a condition in the vicinity of said site
that makes it un~uitable as a location for a drive-thru Fotomat;
that said use would substantially increase the traffic hazard to
pedestrians using adjacent sidewalks and streets.
SECTION 3. That for the foregoing reasons this Commission
denies a conditional use permit as requested by the applicant.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of-the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
