ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Council Member Beck, Chandler, Kovacic, Tay and Wuo ABSENT: None PUBLIC COMMENTS — No one appeared. City Attorney Deitsch announced that Item (b) under Closed Session is a threat of litigation pursuant to the Ralph M. Brown Act, one (1) case. CLOSED SESSION a. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel regarding the matter of Save the Arcadia Highlands v. City of Arcadia, City Council of the City of Arcadia, and Does 1 through 10; and Robert Tong, Bowden Development, Inc., 29 East Orange Grove Avenue, LLC, and Does 11 through 25; Los Angeles Superior Court (Central District — Stanley Mosk Courthouse); Court Case No. BS 154327. b. Pursuant to Government Code Section 54956.9(d)(2) to confer with legal counsel regarding potential litigation — one (1) case. No reportable action was taken on the Closed Session items. STUDY SESSION a. Submittal of the Enhanced Watershed Management Program (EWMP) Plan to the California Regional Water Quality Control Board, Los Angeles Region, in accordance with the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit. Recommended Action: Approve Public Works Services Director Tait and Vanessa Hevener, Environmental Services Officer provided the staff report. It was moved by Mayor Pro Tem Chandler, seconded by Council Member Beck, and carried on roll call vote to authorize the City Manager to submit the Enhanced Watershed Management Program (EWMP) Plan on behalf of the Rio Hondo/San Gabriel River Water Quality Group (consisting of the Cities of Arcadia, Azusa, Bradbury, Monrovia, Sierra Madre, County of Los Angeles, Los Angeles County of Flood Control District) to the California Regional Water Quality Control Board, Los Angeles Region, in accordance with the National Pollutant Discharge Elimination System Municipal Separate Storm Sewer System (MS4) Permit.
