RESOLUTION NO. 688
A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE' CITY OF .ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR A DRIVE-IN PHOTO PROCESSING
BlISINESS AT THE SOUTHEAST CORNER OF LIVE OAK
AND WELLAND AVENUES.
WHEREAS, G. P. Toland, as lessee of the property at the
southeast corner of Live Oak Avenue and Welland Avenue, described
as the northerly 85 feet of Lot 1, Tract No. 10898 on 1 October
1969 filed an application for a conditional use permit, Planning
Department File No. C.u.P.-69-13, for the use of said property for
a drive-in photographic film sales and film processing business;
and

WHEREAS, a public hearing was held on said matter before
the Planning Commission on 28 October 1969, at which time all
interested persons were given full opportunity to be heard and to
present evidence.
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. The subject site is zoned C-M and is presently
vacant. A portion of the lot southerly of the leasehold is occupied
by an automobile repair business and southerly of that the lot is
vacant. Property to the north and across Live Oak Avenue and
Las Tunas Drive is developed with a service station and a shopping
center. Mixed commercial uses are east and west of the site in

C-M and M-l zones.. Apartments and sin~le-family residences are
south of the site in R-3 and M-l zones. The area of the proposed
lease site is approximately 3,-925 square feet. Ordinarily this
would not be an adequate size for a drive-in business, but the
total ~loor area of the building proposed to be constructed for

. use of the proposed business is just 40 square feet and this
permits adequate circulation, loading, and parking on the proposed
site.
SEC~ION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use, and all yards, parking, loading,
... landscaping, and other features required to adjust said use with
the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated
by the proposed use.
5. The granting of such conditional use permit will
not adversely affect the general plan.
6. The proposed use will not substantially increase

vehicular traffic on any street in a residentially zoned district.
7. The proposed use will not lessen suitability of
any nearby commercially zoned property for commercial use by
interference With pedestrian traffic.

SECTION 3. That for the foregoing reasons, subject
to the approval of the City Council, ..this Commission grants a
conditional Use permit for the use of said property for a
drive-in photographic film sales and processing business upon the
following conditions:

1. A building to house said business shall be constructed
substantially in accordance with building elevation plans which are
on file with the Planning Department, provided that all signs shall
comply with applicable provisions of the Municipal Code.
2. Parki'ng and landscaping improvements shall be made
in accordance with the existing regulations. Plans for all :improve-
ments shall be submitted and shall be subject to the approval of
the Planning Department before a building permit is issued. Detailed
site plans showing existing and finish surface elevations, type of
thickness of paving, location and type of driveway aprons, and
parkway sidewalk shall be submitted to the Department of Public
Works for approval. New concrete driveway aprons shall be con-
structed in accordance with City Standard No. 148.
3. Curbs and gutters shall be constructed in Welland
Avenue from Live Oak Avenue to the southerly limits of that portion
of the lot currently being used for an automobile repair business.
4. Full parkway width sidewalks with tree wells shall
be constructed on Live Oak Avenue and on Welland Avenue between
Live Oak Avenue and the said southerly limits.
5. All utilities shall be placed underground.
6. All surface drainage shall be intercepted and
conveyed to the street gutter by piping under the sidewalk.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the
25th day of November
