RESOLUTION NO. 676
A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA G~NTING'A CONDITIONAL
USE PERMIT FOR THE CONSTRUCTION OF A SERVICE
STATION AT 54 WEST LAS TUNAS DRIVE.
WHEREAS, there was filed with this Commission on March 27,
1969, the application of Atlantic Richfield Company for the construc-
tion of an automobile service station on property known as 54 West
Las Tunas Drive, Arcadia, more specifically described as follows:
That portion of Lot 69 of Santa Anita Colony
lying southerly of Las Tunas Drive. Said
Santa Anita Colony is shown in Book 42,
Page 87 of Miscellaneous Records ;in the office
of the Los Angeles County Recorder.

WHEREAS, a public hearing was duly held on said matter
before this Commission on April 22, 1969, at which time all
interested persons were given full opportunity to be heard and to
present evidence.
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION l. The sUbject property is zoned C-M. Adjacent
property to the west is also zoned C-M and is developed with car
wash facilities. North and northwesterly property is zoned R-l
and C-2 respectively. The R-l site is vacant and the C-2 site
contains the Santa Anita Shopping Center. The southerly property
across Live Oak is zoned M-l and C-M. The southerly sites contain
various developments including a restaurant, lawn mower shop, auto

repair and carpet store. The subject site contains approximately
16,500 sq. ft. and is presently developed with a vacant building
that previously contained a cafe and poultry market.
The proposed development would remove the existing
buildings and erect a modern service station facility on the site.

The subject property is located a,t a major intersection, is
commercially zoned, and both Live Oak Avenue and Las Tunas Drive
have adequate widths to accommodate traffic generated by the
service station.
SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use, and all yards, parking, loading,
landscaping, and other features required to adjust said use with
the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind.of traffic generated by
the proposed use.
5. The granting of such conditional use permit will not
adversely affect the general plan.
6. The proposed use will not substantially increase
vehicular traffic on any street in a residentially zoned district.
7. The proposed use will not lessen the suitability of
any nearby commercially zoned property for commercial use by inter-
fering with pedestrian traffic.
8. The proposed use is not located near a place of
assembly.

SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for the use of said property for a new automobile service
station, subject to compliance with all applicable regulations of
the Arcadia Municipal Code, particularly the provisions of the
zoning regulations relating to drive-in businesses and upon the
following conditions:
1. The service station and appurtenant facilities and
improvements shall be constructed in accordance with the revised
plan on file in the office qf the Planning Department, Case No.
C.U.P. 69-6.
2. New concrete driveway aprons and full parkway width
concrete sidewalk with tree wells on Las Tunas and Live Oak shall

be constructed.

3. All drainage shall be intercepted and conveyed to
the gutter by a pipe under the sidewalk or into an existing storm
drain catch basin. Drainage over sidewalk not permitted.
4. All utilities shall be installed underground.
5. A detailed site plan shall be submitted showtng
existing and finish surface elevations.
6. This permit shall be submitted to the City Council
for its approval or disapprbval and shall not be effective until
approved by the Council.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

the site.
PRESENT ZONING & LAND USE
The su ject property is zoned C-M ,as indicated on the attached map. Adjacent
property to the west is also zoned C-M and is developed with car wash facilities.
North and northwesterly property is zoned R-l and C-2 respectively. The R-1 sit e
is vacant and the C-2 site contains the Santa Anita Shopping Center. The southerly
pioperty across live Oak is zoned M-l and C-M. The,southerly sites contain various
developments including a restaurant, lawn mower shop, auto repoir and carpet store.
The subject site contains approximately 16,500 sq. ft. and is presently developed with
a vacant building t hat previously contained a c~afe and poultry market.
PROPOSED DEVELOPMENT
The proposed development would remove the existing buildings ond erect a modem
service station facility an the site. The subject property is located at a major
intersection, is commercially zoned, and bath live Oak Avenue and Las Tunas Drive
have adequate widths to accommodate traffic generated by the service station. The
new station would for the most part comply with standards governing service stations
in .Arcadia.
1. Adequate setbacks are provided.' (None required except those established
by the Planning Commission.
2. Location and site requirements.meet code standards.
3. The minimum lot'area required is 10,000 sq. ft. and 16,500 sq. ft. is proposed.
4. Eight parking spaces are proposed exceeding code requirements.

5. Two access ways per street are propased.
6. A free standing sign is proposed to be located on the easterly carner of the site
not to exceed 25' in height nor 200 sq. ft,. in areo as per code requirements.
7. Four cobra type lamps are~propased. The l.ighting will be directly away from
streets and adjoining property and comply with the height regulations.
THIS PROPOSAL IS DEFICIENT IN THE FOl.LOwING LA,NDSCAPING REQUIREMENTS
1. Five ft.. wide raised planters shall be located along street side property line
except for curb cut openings. (9275.4. I J. 1)
2. Thirty sq. ft. of raised planting area shall be located along the building facade
fronting on the street.

3. Where parking areas front, side or rear on a street there shall be a landscaped
border of not less than five ft. in width on the street side and a solid ornamentol
masonry wall three feet in height erected between the landscaped area and the
paved parking area. (9265.3.15)
ANALYSIS
The use applied for at this location is properly one for which a conditional use permit is
authorized and is adequate in size and shape to accommodate said use. The site complies
substantially with bosic requirements.
RECOMMENDA nON
The Planning Department recommends the application be approved subject to compliance
with the reglJlations governing drive-in businesses in Zone C-M and the fallowing
conditions:
1. Water service to be in compliance with the Uniform Plumbing Code areJ to the
satisfaction of the Water Department.
2. The conditions of approval specified in the report from the Department of Public
Works shall be fulfill ed.
