A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR THE REBUILDING OF A SERVICE
STATION AT 801 HUNTINGTON DR.IVE.
69-5
WHEREAS, ,there was filed with this Commission on
February 13, 1969, the application of Standard Oil Company of
California for the rebuilding of an automobile service station on
property at the northwest corner of Huntington Drive and Old
Ranch Road, known as 801 Huntington Drive, more specjfically
described as follows:

in the office of the'County Recorder of Los
Angeles County.
WHEREAS, a public hearing was. duly held on said
matter before this Commission on March 11, 1909, at which time
all interested persons were given full opportunity to be heard
and to present evide~ce.
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE
CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS ,FOLLOWS:

SECTION L That the subject property is at the north-
west corner of Huntington Drive and Old Ranch Road. The property
is zoned C-O and D, contains approximately 14,000 square feet
and is presently developed with a service station. Adjacent
. property is zoned C-O and D and R- 3, and is developed \'Ii th apart-
ments and commercial establishme,nts. The applicant proposes to
rebuild and modernize the existing service station facility.
SECTION 2. This Commission finds that:

1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or inju~ious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use, and all yards, parking, loading,

,landscaping, and other features required to adjust said use with
the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated
by the proposed use.
5.. The granting of such conditional use permit will not

adversely affect the general plan.

6. The proposed use will not substantially increase
vehicular traffic on any street,in a residentially zoned district.
7. The proposed use will hot lessen the suitability of
any nearby commercially zoned property for commercial use by inter-
fering with pedestrian traffic.
8. rhe proposed use is not located near a place of
assembly.

SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit for the use of said property for a rebuilt automobile
service sta~ion, subject to compliance with all applicable regula-
tions of the Arcadia Municipal Code, particularly the provisions
of the zoning regulations relating to drive-in businesses and upon
following conditions:

1. A five foot wide planting strip shall be installed
and maintained on the north property line between the parking
spaces and the fence.
2. A 30 square foot raised planting area shall be
installed and maintained along the building facade fronting on
Huntington Drive.
3. All drainage water shall be intercepted and piped
to the existing storm drain system.
4. A full parkway width concrete sidewalk shall be
constructed on Huntington Drive and Old Ranch Road.
5. All utilities shall be installed underground.
6. A, street light with an overhead circuit shall be
installed near the north property line on Old Ranch Road to
replace the street light which will be removed to construct a
new driveway apron on Old Ranch Road.
7. The existing driveway apron on Huntington Drive
shall be closed and the existing storm drain catch basin shall be
relocated as necessary to construct new driveway aprons.
8. Water service shall be in compliance with the
Uniform Plumbing Code and to the satisfaction of the Water Department.
9. This permit shall be submitted to the City Council
for its approv~l or disapproval and shall not be effective until
approved by the Council.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall ,cause a copy to be forwarded t~ the
City Council of the City of Arcadia.

USE PERMIT FOR THE REMODELING OF A SERVICE
STATION AT 801 HUNTINGTON DRIVE.
WHEREAS, there was filed with this Commission on

APPLICATION
This application filed an February 12, 1969 in the name of Adnan Khatib for Standard
Oil of California proposes to construct a new service station facility 0':' the northwest
corner of Huntington Drive and Old Ranch Road.
PRESENT ZONING & LAND USE
, ... Attached ta this report is a location map indicating surrounding zoning. The subject site
is zoned C-O & D and contains approximately 14,000 sq. ft. and is presently developed
with a service station. The C-O & D property to the east is vacant. Westerly property
is also zoned C~O & D and is developed with a liquor-delicatessen and a tack shop.
Northerly, as well as,southerly property across Huntington Drive,;s zoned R-3 and
developed with 2-stary apartments.
PROPOSED DEVELOPMENT
. . .. . The proposed development would remove the existing building in order to construct a
mare modern facility. The new station would, for the most port, comply with the standards
governing service stations. location of proper landscaping is the only major deficiency.
No landscaped buffer has been proposed between the indicated parking area and the
adjacent residential property.
ANALYSIS
The subject site is located on a major artery, is commercially zoned and presently
developed with a service station adjacent to other commercial property alld has aqequate
ingress and egress. The proposed redevelopment would' be a physical as well as visual
improvement aesthetically benefiting surrounding properties., The development proposal
is appropriate for the location not injurious to the properties or improvements in the
vicinity, and not adverse to the comprehensive'general plan.
The Planning Department recommends approval of this application subject to regulations
governing drive-in businesses as specified in the Code plus the fallowing conditions:

a. Provide a 5' wide planting strip on the north property line between
the parking spaces and the fence.

2. Water service shall be in compliance with the Unifonn Plumbing Code and to
the satisfaction of the Water Department.
3. Intercept all drainage and pipe it to the existing stonn drain system in the
adjacent streets. Drainage over sidewalk and driveway aprons not pennitted.
4. Construct full parkway width concrete sidewalk on Huntington Drive and
Old Ranch Road. .
5. Install 0(( utilities underground.

6. Install one street light with overhead circuit near the north property line on
Old Ranch Road to replace the street I ight to be. removed to construct a new
driveway apron on Old Ranch Road.
. 7. Close the existing driveway apron not to be used an Huntington Drive and

SERVICE STATION REBUILDING

Gentlemen:
The attached resolution when ratified by the City Council grants 0 conditional
use permit to Stondord Oil of California far the rebuilding of an existing service
station at 801 West Huntington Drive.

If the Council concurs with the Commission's action it may conditionally approve
the issuance of the conditional use permit ~ot the expiration of the ten day appeal
period which is April 4, 1969.

A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR THE REBUILDING OF A SERVICE
STATION AT SOl HUNTINGTON D~IVE. ~
WHEREAS, .there was filed with this Commission on
February 13, 1969, the application of Standard Oil Company of
California for the rebuilding of an automobile service station on
property at the northwest corner of Huntington Drive and Old
Ranch Road, known as SOl Huntington Drive, more specjfically
described as follows:

Part of Lot 6, Tract 949 in the City ofiArcadia
as per map reco~ded in Map Book 17, page 13,
in the office of the' County Recorder of Los
Angeles County.
WHEREAS, a public hearing was. duly held on said

matter before t,his Commission on March 11, 19~69, at which time
all interested persons were given full opportunity to be heard
and to present evidence.
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE
CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:

SECTION 1. That the subject property is at the north-
west corner of Huntington Drive and Old Ranch Road. The property
is zoned C-O and D, contains approxim'l.tely 14,000 square fee,t
and is presently developed with a service station. Adjacent
. property is zoned C-O and D and R-3, s:nd is developed with apart-
ments and co~~ercial establishments. The applicant proposes to
rebuild and modernize the existing service station facility.
SECTION 2. This CO~~lission finds that:

1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2.

The use applied for at the location indicated is
properly one for which a conditional use permit is authorized~.
3. The site ~or the proposed use is adequate in size
and shape to accommodate said use, and all yards, parking, loading,
landscaping, and other features required to adjust said use with

the land and uses in the neighborhood,.
4. The site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated
by the proposed use.
5. The granting of such conditional use permit will not

adversely affect the general plan.

6. The proposed use will not substantially increase
vehicular traffic on any street in a residentially zoned district.
7. The proposed use will not lessen the suitability of
any nearby commercially zoned property for cqmmercial use by inter-
fering with pedestrian traffic.
8. The proposed use is not located near a place of
assembly.

SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permi t for the use of said property for a reb,uil t automobile
service sta~ion, subject to co~pliance with all applicable regula-
tions of the A:r:cadia Municipal Code, particularly the provisions
of the zoning regulations relating to drive-in businesses and upon
following conditions:

1. A five foot wide planting strip shall be installed
and maintained on the north property line between the parking
spaces and the fence.
2. A 30 square foot raised planting area shall be
installed and maintained along the building facade fronting on
Huntington Drive.
3. All drainage water shall be intercepted and piped
to the existing storm drain system.
4. A full parkway width concrete sidewalk shall be
constructed on Huntington Drive and Old Ranch Road.
5. All utilities shall be installed underground.
6. A street light with an overhead circuit shall be
installed near the north property line on Old Ranch Road to
replace the street light which will be removed to construct a
new driveway apron on Old Ranch Road.
7. The existing driveway apron on Huntington Drive
shall be closed and the existing storm drain catch basin shall be
relocated as necessary to construct new driveway aprons.
8. Water service shall be in compliance with the
Uniform Plumbing Code and to the satisfaction of the Water Department.
9. This permit shall be submitted to the City Council
for its approval or d~isapproval and shall not be effective until
approved by the Council.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
