RESOLUTION NO. 673 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT FOR THE REMODELING OF A SERVICE STATION AT 500 SANTA ANITA AVENUE. WHEREAS, there was filed with this Commission on February 12, 1969, the appl~cation of Standard Oil Company of California for the remodeling of an automobile service station on property at the northeast corner of Santa Anita Avenue and Colorado Boulevard, known as 500 Santa Anita Avenue, more specifically described as follows: . Lots 51 and 52 of Haven Tract in the City of Arcadia as per map recorded in Map Book 13, Page 22 in the office of the County Recorder of Los Angeles County WHEREAS, a public hearing was duly held on said matter before this Commission on March 11, 1969, at which time all interested persons were given full opportunity to be heard and to present evidence. NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: . 1 SECTION 1. The subject property contair:ls approximately 18,000 square feet, is in zone M-l, and is presently developed with a Standard Oil service station. Surrounding property is zoned M-l, except that to the west across Santa Anita Avenue the property is zoned R-3. The property on the northwest corner is developed with a church, a drive-in laundry and dry cleaning establishment is on the southwest corner, and another service station is located on the southeast corner. The applicant proposes to remodel and modernize the existing service station facility. -1- 673 ..J . vi . . . . . 6 SECTION 2. This Commission finds that: 1. The granting of a conditional use permit as herein- after provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use, and all yards, parking, loading, landscaping, and other features required to adjust said use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in . width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the general plan. 6. The proposed use will not substantially increase vehicular traffic on any street in a residentially zoned district. 7. The proposed use will not lessen the suitability of any nearby commercially zoned property for commercial use by inter- fering with pedestrian traffic. 8. The proposed use is not located near a place of assembly. , SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit for the use of said property for a remodeled automobile service station, subject to compliance with all applicable regula- tions of the Arcadia Municipal Code, particularly the provisions of the zoning regulations relating to drive-in businesses and upon the following conditions: -2- 673 _J ", -. . . . . , 1. Landscaping shall be in compliance with Code require- ments, provided that an additional 30 feet of planting shall be installed along the building facade facing Colorado Boulevard. 2. Parking stalls shall be clearly indicated on the final working drawings. 3. All drainage water shall be intercepted and piped to the existing storm drain system. 4. Existing sidewalks and driveways shall be treated to remove the existing rust stains. 5. Water service shall be in compliance with the Uniform Plumbing Code and to the satisfaction of tte Water Department. 6. This permit shall be submitted to the City Council . for its approval or disapproval and shall not be effective until approved by the Council. SECTION 4. The Secretary shall certify to the adoptiol1 of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. P. 69-4 500 SANTA ANITA AVENUE AT COLO.RADO BOULEVARD APPLlCA TION This application filed on February 12, 1969 in the name of Adnan Khatib for Standard Oil of California proposes to make certain alterations ta the existing service statianfacilities at the northeast comer of Santa Anita Avenue and Colorado Boulevard. PRESENT ZONING & LAND USE Attached is a map of the surrounding zoning. The subject property containing. approximately 18,000 sq. ft. is in Zone M-l and is presently developed with a 2-bay service building and . 2 pump islands each ,covered by a canopy. Surrounding property within 300 feet irzoned M-l except westerly property across Santa Anita Avenue which is zoned R-3. . il\is R-3 property is developed with church facilities and northerly R-3 with apartments. There are also apartment complexes developed north and east of the subject site. Across'Colorado Boulevard to the south there is another service station and the southeast corner is developed as a drive-in laundry. PROPOSAL The following alterations are proposed for the site: 1. 100 sq. ft. planter to be located at the southwest corner of the site (see Condition No.6). 2. Existing 4' x 31' fin sign ta be removed from the westerly pump island. 'A-new- 3' x 23' fin sign is proposed for the southwest carner of the si.te. 3. A five foot wide perimeter planter is proposed to be located along the existing block wall on the west boundary. This planter is proposed ta continue along the northerly perimeter to a point approximately 25 feet from the east property line. 4. Another planter 4' x 18' is proposed in front of the restroams on the narthwest side of the service building. 5. Existing light fixtures are'proposed to be replaced with ne~ metal. arc light fixtures.to be located on the northwest, southwest and southeast corners of the .IIC r of the sIte. A new trash enclosure and starage area measuring 16' x 17' and 10' x 20' respectively are proposed to be attached ta the rear of the service building. ANALYSIS This service station alteration is a proposal which would bring the entire station site under the purview of the Conditional Use Permit procedure and regulations. There are two service stations on the east side of Santa Anita Avenue at this intersection. As presented this facility would not interfere with present or future pedestrian traffic in the area. Santa Anita Avenue and Colorado Boulevard have adequate widths to accommodate any traffic generated by the service station. If the regulations for a drive-in business in the Conditional Use Division of the Code are applied to the station, a more harmonious adjustment ta the area and community will result. The proposed landscaping is not deficient in area, however, location is other than prescribed by code. 1. A 3' wide planter 25' in length should be constructed along the north property line commencing at Sonta Anita Avenue. No planter is indicated at this location. 2. A 5' wide planter is called for along the street side property line except for curb cut openings. It may be mare practical ta install a planter 2 1/2' wide along Colorado Boulevard because the pump islands, as installed, do not provide sufficient width to allow the required planting strip. 3. Thirty sq. ft. of raised planting area is required to be located along the building facade fron ting an the street RECOMMENDA TION The Planning Department recommends that this application be approved subject to compliance with regulations governing drive-in businesses plus the following conditions: 1. Water service shall be in compliance with the Uniform Plumbing Code and ta the satisfaction of the Water Department. 2. Landscaping shall be in compliance with Code requirements excepting only those areas specified by the Planning Commission. 3. Intercept all drainage and pipe it to the existing storm drain system. Drainage over the sidewalk and driveway oprans not permitted. 5. Clean the existing sidewalk and driveway aprons to remove the rust stains caused by draining rusty water onto the sidewalk area. 6. The plan submitted is in errorconceming the property corner at Santo Anita & Colorado. There is an existing 15' radius comer cut-off and the planter should be redesigned to remain clear of the public right-of-way. Apri I 1, 1969 HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL ARCADIA, CALIFORNIA SUBJECT: RESOLUTION NO. 673 SERVICE STATION REMODELING 500 SANTA ANITA AVENUE Gentlemen: The attached resolution when ratified by the City Coun!'i1 grants a conditional use permit to Standard Oil of California for the remadeiing of an existing service station at 500 North Santo Anita Avenue. . If the Council concurs with the Commission's action it may conditionally approve the issuance ot the conditional use permit at the' expiration of the tendoy appeal period which is April 4, 1969.
