RESOLUTION NO. 666
A RESOLUTION OF THE CITY PLANNING COMMISSION 6ff-t'j'
OF THE CITY OF ARCADIA GRANTING A CONDITIONAL I
USE PERMIT FOR THE CONSTRUCTION OF A NEW
SERVICE STATION AT 18 WEST FOOTHILL BOULEVARD.
WHEREAS, there was filed with this Commission on the 18th
day of October, 1968, the application of Union Oil Company, as
Lessee-Purchaser, for the construction of a building and the use
thereof for an automobile service station at the southwest corner
of Foothill Boulevard and Santa Anita Avenue in the City of Arcadia,
County of Los Angeles, State of California, more specifically des-
cribed as follows:

Lot 76 of Tract 12374, as per map recorded in
Book 232, pages 42, 43, and 44 of Maps, in the
office of the County Recorder of said County;'
and,
WHEREAS, a public hearing was duly held on said matter by
and before this Commission on the 12th day of November, 1968, at
which time all interested persons were given full opportunity to be
heard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That the subject property is at the southwest
corner of Foothill Boulevard and Santa Anita Avenue and it is also
bounded by Floral Avenue and Tindalo Road, so that it occupies an
entire one-block area. The property is zoned C-2 as are the other
. three corners of the intersection of Santa Anita Avenue and Foot-
hill Boulevard. Adjacent property to the south and west is zoned
and developed for residential use. The subject property at the
present time is occupied by a vacant market, a service station and

a liquor store,. The applicant proposes to r.emove all of these
structures and erect a new automobile, service station.

SECTION 2. This Commission finds that:
1. The granting of a conditional use permit as herein-
after provided will not be detrimental to the public health or
welfare or injurious to the property or improvements in such zone
or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate'in size and
shape to accommodate said use, and all yards, parking, loading,
landscaping, and other features required to adjust said us,e with
the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the pro-
posed use.
5. The granting of such conditional use permit will not
adversely affect the comprehensive g~~eral plan.
6. The proposed use will not substantially increase
vehicular traffic on any street in a residentially zoned district.
7. The proposed use will not lessen the suitability of
any nearby commercially zoned property for commercial use bY',inter-
fering with pedestrian traffic.
8. The proposed use is not located near a place of

assembly.
SECTION 3 . That for the foregoing reasons "subjec t to
approval of the City Council, this Commission grants a conditional
use permit for the use of said property for the construction of a

Municipal Code, particularly the provisions of the zoning regula-
tions relating to drive-in businesses, and upon the following con-
ditions:

by ten feet; existing traffic signals shall be relocated. All of
said work shall be done pursuant to a permit from the State Division

by the Director of Public Works. The new curb shall be 40 feet
south of the centerline of Foothill Boulevard.
6. The owner of the site shall dedicate a ten-foot strip
adjacent to Foothill Boulevard for the purpose of widening said
street together with a 20-foot radius property line corner cut-off.
7. All utilities shall be installed underground.

8. The owner of said property shall consent and agree
in writing to the terms and conditions of this permit,
9. This permit shall be submitted to the City Council
for its approval or disapproval and it shall not be e,ffective until
approved by the Council.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

This application filed on October 18 in the name of Union'Oil Compony of California
proposes to remove existing service station buildings ond construct new service'stotion
facil ities.
PRESENTZONING AND LAND USE
The subject property is in Zone C-2 as are the other three corners of the intersection.
Property south and west is developed residentially.
The subject property is presently developed with operable service'station facilities.
PRO PO SED DEVELOPMENT
The propased development would remove the existing service station buildings in order to
consttuct a more modern focility. The new station would for the most part comply with the
standords governing service stations in Arcadia.
,1. Adequate setbacks are proposed. (None required except those established by
the Planning Commission.)
2. location ond site requirements meet code standards.
3. The minimum lot area required is 10,000 sq. ft. and 18,OOO.:t is proposed.
4. Proposed off street parking is odequate for the site.
5. Two'access ways per street are praposed.
6. A free standing sign is proposed to be located on the northeast corner of the
site and will not exceed 25' in height nor 150 sq. ft. in area as per Code
requirements.
7. Four cobra type lamps are proposed. The' lighting will be directed, away from
streets and adjoining property and comply with the height regulations.

8. The landscaping proposed is adequate for the portion af the site praposed for
development.

ANALYSIS
The use applied for at this location is properly one for which a conditional use permit is
authorized and the site is adequate in size and shape to accommodate said use. The site
complies substantially with basic requirements, however the area indicated within the lease
lines is just a portion of the entire site. The application offers no proposal for the develop-
ment of the remainder of the site.
RECOMMENDA TION
The Planning Department recommends the application be approved .subject to compliance
with regulations governing drive-in businesses, the attached conditions of the Department
of Public Works, and the following condition, '
The existing vacant market shall be demolished and a landscaped barder not
less than five (5) feet in width on the'street side and a solid ornamental
masonry wall three (3) feet in height be erected between the landscaped
area and the poved parking area according to regulations set forth in the
Arcadia Municipal Code, Section 9263.3.
Note: It is understood that this landscape barder would include the entire site.
Or: Continue the public hearing to allow the'applicant the necessary time to submit plans
SJ1O"wing the orderly development of the entire site. . If it is ta be developed contempora-
neously or in two or more phases it should be indicated an the plans.
If the Commission decides to allow the development of a portion of this site as submitted
then 'an agreement backed by a cash band, to insure completion of required landscaping
and other site improvements, and the eventual demolition of the existing vacant market,
shall be entered inta with the City of Arcadia. This agreement should specify a date
certain to complete the work.

Plans for the proposed development have been reviewed and the Department
of Public Works recommends the following conditions of approval:

Dedicate 10 feet for Foothill Boulevard, and a 20 foot radius property-
line corner cut-off.

10 feet to provide a right turn lane. New curb to be 40 feet south of the

SUBJECT: RESOLUTION NO. 666
UNION SERVICE STATION
18 W. FOOTHILL BOULEVARD
Gentlemen:
The Planning Commission adopted the attached resolution. Itrecommends
that a conditionol use permit be granted to the Union Oil Company. This
permit would authorize the demoJition of the existing service station on the
southwest corner of Foothill Boulevard and Santa Anita Avenue and the
construction of a new station.
Even though the new station will only occupy 0 portion of the entire site
one of the conditions of approval stipulates that the vacant buildings formerly
occupied by Alpha Beta and a liquor store be removed.
.
In addition a landscaped strip along Floral and Tinc:falo Road to buffer the
residential uses is also required. .
It is our understanding that the balance of the site will be offered by Union
.for development with a use compatible with the station and permitted in the
zone.
The ten-day appeal period will not expir~ until December 7, 1968. Therefore'
no action is required at this time.
