RESOLUTION NO. 665 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA AMENDING A CONDITIONAL USE PERMIT GRANTED PURSUANT TO RESOLUTION NO. 620, WHICH RESOLUTION PERMITS USE OF THE PROPERTY KNOWN AS 1601 SOUTH BALDWIN AVENUE FOR CONSTRUCTION OF A CONVALESCENT HOSPITAL AND A RETIREMENT HOME. WHEREAS, on October 10, 1967, Resolution No. 620 was adopted granting a conditional use permit for expansion of a con- valescent facility and construction of a retirement home at 1601 South Baldwin Avenue; and, WHEREAS, said use permit was modified by Resolution No. 645; and, . WHEREAS, it now appears that it is impractical to con- struct all of the improvements contemporaneously as required by said Resolution No. 620; NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. That condition No.4 of Resolution No. 620 which reads as follows: !!4. A lot split application shall be filed to combine all lots and portions thereof into one parcel.!! . is hereby modified to read asfol'lows: !!4. All of the property which is the subject of this permit shall be divided into three lots, pursuant to the lot split procedures of the Arcadia Municipal Code. Each of the three proposed buildings shall be on a separate lot and for convenience the lots shall be designated as follows: -1- 665 / '-. . . . . . Lot 1 - The lot containing the proposed new convalescent building Lot 2 - The lot containing the existing building Lot 3 - The lot containing the proposed retire- ment building. The construction of the improvements on Lots 1, 2, and 3 shal+ be designated as Phase I, II, and III, respectively. "All three phases of the improvements shall be developed contemporaneously except the applicant may proceed with the project in three phases, in the order that they are numbered, provided that the following conditions are performed: a. The wall, planting strip, and driveway which are required on the westerly edge of Lots 2 and 3 and the public improvements required on Camino Real shall be constructed contemporaneously with the Phase I improvements. b. All of the sidewalks on Baldwin Avenue shall be completed before any construction begins except that said sidewalk may be in- stalled immediately upon completion of the building on Lot 1 if a temporary sidewalk, constructed and located in a manner approved by the Building Official, is installed before any construction commences. c. The applicant shall execute covenants running with the land of each lot, in a form subject to approval by the City Attorney, -2- 665 . . . '.. . . enforceable by the City and p~oviding that all of the outside open areas and all parking areas on each lot shall always b,e made avail- able for the free common use of the owner and occupants of the other lots. The covenant shall also provide that the number of beds used or maintained on each of the lots shall not exceed the following limits: Lot 1 - 112 beds, Lot 2 - 64 beds, and Lot 3 - 77 beds. The applicant shall furnish title information as required by the City Attorney." That condition No. 37 of Resolution No. 620 which reads as follows,: "37. The conditional use p'ermit shall not become operative until the complete final working drawings are submitted and approved by the Planning Commission." is hereby modified to read as follows,: "37. This permit shall not become operative until the applicant's plans, now on file with the Building Department, have been approved by said Department." SECTION 2. The Planning Commission finds that the use permit granted by Resolution No. 620, as amended by Resolution No. 645 and this Resolution, will not be detrimental to the public health or welfare or injurious to the property or improvements in the vicinity of the subject property. That the use permit as -3- 665 . . . amended will achieve substantially the same results that would have been achieved under the conditions of the terms of Resolution No. 620. That the findings heretofore made by this Commission con- tinue to remain applicable to the use permit as amended. SECTION 3. The Secretary shall certify to the adoption of this Resolution. I HEREBY CERTIFY that the foregoing Resolution was adopted at a regular meeting of the City Planning Commission held on the 12th day of November , 1968, by the following vote: AYES: Commissioners Cahill, Godfrey, Kuyper, Lauber, Livingston & Stewart None Commissioner Parker None . The first phase wauld consist of the construction of the new two-story building facing on Baldwin Avenue and the additions proposed on the '" ! t north side of the existing one-story convalescent building. The new building would " contain 112 beds and the old building 64 beds making a'dtotol of 176 beds. The l i remaining allowed 77 beds will be placed in the retirement building,whiCh is' I ~ proposed as the second phase. Two PLAN REVIEW C.U.P.67-7 Convalescent Facility 1601 South Baldwin The final working drawings (except for the landscaping and irrigation plans) for the expansion of the existing facil ity, the construction of the new two-story building an Baldwin Avenue, and part of the working drawings for the proposed retirement building on Camino Real were reviewed. A covenant, enfarceable by the City, in a form and content meeting the approval of the City Attorney shall be' recorded prior to the issuance . of a building permit. In addition the number of beds for each building shall be specified.
