A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR THE PURPOSE OF CONDUCTING A
DANCE STUDIO AT 903 SOUTH FIRST AVENUE FOR
PERSONS UNDER THE AGE OF EIGHTEEN YEARS.
WHEREAS, on August 28, 1968, AL GILBERT DANCE WORLD, a
corporation, as Lessee of the premises known as 903 south First
Avenue, filed an application for a conditional use permit for the
purpose of operating a dance studio at said premises, which are
located in the City of Arcadia, County of Los Angeles, State of
California, on that certain real property described as follows:

Lot 19, Block 3 of Tract 101 as per map
recorded in Map Book 13, page 52 in the
office of the County Recorder of Los
Angeles County, Qalifornia.
WHEREAS, a public hearing was held on September 24, 1968,
and all interested persons were given full opportunity to be heard
and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION L That the subject property is developed with
a two-story building. The upper story is used as a private resi-
dence. The first floor is divided for two separate commercial
uses. The subject site, 903 South First Avenue, was previously
occupied by a beauty salon and is now 'vacant. The adjoining sec-

tion is presently operated as a reducing salon. The area of the
first floor is approximately 3,000 square feet, of which approxi-
mately 1,250 square feet will be occupied by the dance studio.

Eight parking spaces are provid~d on the property. There are areas
in the front and rear of the building for loading and unloading
passenger vehicles. The property is in Zone C-2. Surrounding uses
include an antique shop, two corner service stations, a major chain
market, and a dry cleaning establishment. That the granting of
such conditional use permit will not be detrimental to, the public
health or welfare or injurious to the property or improvements in
such zone or vicinity. That the use applied for at the location
indicated is properly one for which a conditional use permit is
authorized. That the site for the proposed use is adequate in size
and shape to accommodate said use, and .all yards, spaces, walls,
fences, parking, loading, landscaping, and other features required
to adjust said use with the land and uses in the neighborhood.
That the site abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the pro-
posed use. That the granting of such conditional use permit will
not adversely affect the comprehensive plan.
SECTION 2. That for the foregoing reasons, subject to
the approval of the City Council, a conditional use permit 'is hereby
granted for use of the subject premises for a dance studio, provided
that instructions shall be limited to persons under the age of
eighteen years.
This permit shall not take effect before its approval
by the City Council.
SECTION 3. The Secretary shall certify to the adoption
of this resolution.

APPLlCA TI ON
This appliCation has been filed on August 28, 1968, in the name of AI Gilbert Dance
World, lessee of the subject site, for the purpose of operating a dance studio.
PRESENT ZONING AND LAND USE
the subject property is in ZoneC-2. Property to the north, eost,and south is also
~oned C-2. ' Excepting the vacant corner immediately to the north surrounding uses
include an antique shop, two corner service stations, a major chain market and a
local cleaners.
Property to the east of the subject property is zoned R-3 and is developed with apartments
and some single family homes.
EXISTING DEVELOPMENT
The site is presently developed as a two story building. The upper story is used as the
private residence of the property owner and the lower floor is divided for two separate
c:ommercial uses. The subject site, (903 S. First) has previously b,een occupied by a
beauty salon and is vacant at the present time. The adjoining section to the south is
occupi ed by a reducing salon.
PROPOSAL
The applicant proposes to operate a school for juniors in dance and poise. The
curriCulum consists of instruction of various dance routines conducted on an hourly
basis. Expected enrollment is approximotely 5-10 students per class. The applicant
proposes no structural alterations to the site. Hours of operation have not been proposed.
ANALYSIS
The building se,ems ta have sufficient area for use as a small dance studio. The dimensions
of the building are approximately 50' x 25' or 1,250 sq. ft.
E,xcluding the apartment upstairs but including the reducing salon next daar to the south,
the total floor area of the site is approximatE1ly 3000 sq. ft. Eight parking spaces are
proposed, however the total parking spaces required under C-2 regulations for the entire
site is 15. Since the dance studio contains 1,250 sq,. ft., its share of the parking will be
six spaces.

The subject property has front and rear areas for pick-up and discharge of students.
This situation eases thc~ parking problem considerably.
The Department af Public Works has revie,wed the subject plan and finds that the
existing parkway improvements and drainage are adequate and no improvements are
required at the present time.
RECOMMEN DA TlO N
The Planning Department recommends that Regulation No. 9263.3.1 of the Arcadia
Municipal Code be waived to permit the site to continue its present non..,conforming
parking.
The Plann ing Department further recommends that C. U. P. 68-17 be approved as
subm itted.
