RESOLUTION NO. 650 A RESOLUTION OF THE CITY PLANNING CO~~ISSION OF THE CITY OF ARCADIA, DENYING THE GRANTING OF A CONDITIONAL USE PERMIT FOR CONSTRUCTION OF A CONVALESCENT HOSPITAL ON PROPERTY KNOWN AS 530-;50 WEST FOOTHILL BOULEVARD. WHEREAS, Franklin G. Klock, Jr. and Elaine H. Klock, as purchasers o,f real property located at 530-550 West Foothill Boule- vard, have applied for a conditional use permit for construction of a convalescent home on said property, more specifically described as follows: . Lot 2 of Los Robles de Santa Anita, as per map recorded in Book 33, Page 20 of Maps, in the office of the County Recorder of Los Angeles County and located in the City of Arcadia, excepting therefrom, the southerly 270.49 feet and the easterly 39.34 feet on the north end to a line southerly and parallel to a point approximately 34..50 feet on the southeasterly side. The northerly frontage being approximately 260 feet and the westerly line being approximately 422 feet, excluding an access road of 25 feet along Foothill Boulevard containing approximately 109.720 square feet, more or less; and, WHEREAS, after due notice as required by the zoning ordi- nances, a public hearing was held on the matter by and before this Commission on June 11, 1968, at which time all interested persons were given full opportunity to be heard and to preseqt evidence; NOW" THEREFORE" THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA., HEREBY DETERMINES AND RESOLVES AS FOLLOWS: . SECTION 1. That the proposed construction site is sur- rounded on all sidE~s by residentially zoned property; that said residential property is substantially fully developed with large single family residences; that use of the proposed site for a -1- 650 / . 'I . . .. convalescent hospital is neither essential or desirable to the public convenience or welfare; ,that ,the use of the proposed site for a convalescent hospital would not be in harmony with the use being made of the surrounding property. SECTION ,2. That for the foregoing reasons this Commission hereby denies the requested conditional use permit for construction of a, convalescent home on the above described ,property. SECTION 3. The Secre,tary shall certify to the adoption of this resolution. A 99 bed convalescent hospital is proposed on the site la-cated on the south side of Faothill Boulevard west of the proposed Baldw;,,'Avenue extension. CHARACTERISTICS OF THE SUBJECT PROPERTY AND SURRbUNDINGAREA Area of Site: 111,000 sq. ft. . '.. " ,,""'''.1 ". Zoning: The proposed site is part of Lot 2 of the los Robles'De-.Santa Anita Tract and is in zon e R- 1 . . Existing Use: The praperty is zoned and developedwith R-' uses. Adjacent Zoning & Uses: The praperty directl.y to the narth across Foothill Boulevard is zoned R-O, 15,000, and developed with single family hames. Baldwin Avenue extension is praposed directly east af the site which would provide w'esterly entry ante the proposed Foathill Freeway and also cannects with Faothill Boulevard. The southerly and easterly side of the site abuts property owned, by the State 0 f Cal ifarnia that is 10 be developed for the Faothill Freeway. Property to the west of the site is zoned R-l and developed with R-' uses for a distance of about 600 feet at which point there are off and an ramps propased ,far the freeway. PROPOSED DEVELOPMENT The plan proposes a one-story structure having the fallowing setbacks: Front Yard: 36' from new praperty line and 90' from !=enter line. Rear Yard: 120' from rear lot line. . Courtyards provide light and open space to interior roams. '.1' The plan praposes a total af 68 rooms including the kitchen,'dining, 'recreation, nurses statian, labby and business offices:-These facilities are designed-to support the 99 bed convalescent hospital. No surgical facilities are proposed. - The str,ucture is proposed to have 26,676 square feet of floor area or 23% of the site area. The parking area (50 spaces) and driveways would utilize 22.,.66A,sqvare feet or 19% of the si te; 65,660 sq. ft. ar 58% of the property wauldbe',used..fo.Lopen,areas. A tatal of 50 parking spaces are praposed each having the minimum' size of 10' x 20' and are accessible by the required 25' driveway and turn around area. THE FOLLOWING IS A COMPARISON OF THE PROPOSAL"WITH THE REGULATIONS GOVERNING CONVALESCENT HOSPITAL:S." . Use: The proposed use is permitted in any zoning district subject to the issuance af a conditional use permit. Setbacks: May ,be established by the Planning Commissian. l.a.t Area: Ta be not I ess than 20,000 sq. H. Proposed - 111,000 sq. ft. Density: A maximum af 1 bed per each 800 sq. ft. of lot area is allowed permitting a maximum of 138 beds far this site. ' The propasal is for 99 beds. Parking: One space per each two beds required. This site would need 49.5 spaces. Fifty spaces are propased. Signs: Only those, shown on the approved plot plans srall be permitted. Proposed - not submitted. Decorative Masonry Walls: Required alang interior property Iinesadjacentta residential zanes. . All landscaped areas to have irrigation systems. Proposed - not indicoted. Working drawings including planting and irrigatian plans are required to be submitted priar to issuing a building permit. Utilities: Utilities to be underground. Praposed - method af service not indicated. Trash Areas: Ou tside trash areas to be enclosed on 3 sides witna 5' high masonry wall. State Appraval: Written proof by the State indicating approval and limitations af licensing to be submitted by the time af applicatian. AlTERNA TE USES AND RECOMMENDATIONS, The only ather permitted use for the si,te is single family R-l. It is conceivable that this property could be subdivided into several lats having,the,requir_ed 7,500-Sej_,ft_. with minimum dimensians af 75' l': 100'. . . . . . . P. 68-10 be appraved subject to thefallawing conditions: 1. All mechanical equipment to be screened from public view and not exceeding 10' in height if located on the roof. 2. Final plans shall be in substantial campliance with the approved preliminary plans ond shaJI be reviewed and approved by the Planning Commission. 3. The number of beds shall not exceed the 99 proposed. 4. Sign proposals shall be submitted with the final workin!;} drawings. 5. Landscaping and irrigation plans shall be prepared by a ,registered landscape architect and included as part af the warking drawings prior to the issuance of a building permit. 6. Incinerators shall be within the building with the type, lacatian and size indicated 0" the working drawings. 7. Wheel stops shall be provided far all parking spaces far protection af planting areas. 8. Provide security walls to restrict patient activity to within the site. Such walls shall be af a decarative masonry material and have a minimum height of 5' and a maximum height af 6' . 9. Patient activities shall not be permitted outside of the building fronting on a public street. 10. All structures other than thase on the approved plan shall be remaved. 11. .All water selvice shall be as required by the Water Department. 12. Parking lat standards shall nat exceed a height of 10' above adjacent pavement and shall be haaded and arranged to reflect away fram adjoining properties and streets. 13. Submit a dE!tailed site and grading pillan for approval by the City Engineer showing existing and finished surface elevation and proposed method of drainage and sewer connection. 2. Plans shall also be coardinated with and appraved by the Division of Highways due to freeway canstruction. 3. Construct a 5 faot concrete sidewalk on Foothill Blvd. 4. Dedicate any required utility easements and install all utilities undergraund. 5.
