A RESOLUTION OF THE CITY PLANNING COMMISSION ~ <0 ~- t;-
OF THE CITY OF ARCADIA, DENYING THE GRAN~ING
OF A CONDITIONAL USE PERMIT TO MAKE STRUCTURAL
ALTERATIONS TO A SERVICE STATION LOCATED AT
201 EAST LIVE OAK,
WHEREAS, Mobil Oil Company, as lessee of real property
located at 201 East Live Oak Avenue, has applied for a conditional
use permit to make structural alterations to an existing service
station on property. iocated at said address, which property is more
particularly descr1.bed as follows:
The porti.on of Lot 55, Tract No. 13217 in the
City of Arcadia, as recorded in Map Book 264,
Pages 26 and 27, in the office of the County
Recorder of Los Angeles County, State of California,
described as follows:

Commencing at the Northwest line of Live Oak
Avenue (100' wide) 76.34' from the Northeast
line of Lot 55 then North 90 50'45" West
101.25' then South 890 04' 45" West t,o the East
line of Second Avenue then South on said East
line and Northeast on said Northwest line to the
point of beginning; and
WHEREAS, after due notice as required by the zoning
ordinances, a pUblic hearing was held on the matter by and before
this Commission on April 23, 1968, at which time all interested
persons were given full opportunity to be heard and to present
evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That said application was filed with respect
. to a nonconforming ,service station site to make a number of struc-
tural changes and additions as set forth in the application. That
the proposed landscaping does not comply with established standards;
proposed and existing light standards are in excess of proper height
limits; and location of and provisions for screening of the rest
rooms are not jn conformance with the Arcadia Municipal Code.

SECTION ~!. That for the foregoing reasons this Commission
hereby denies the I'equested conditional use permit for structural
alterations on a nonconforming service station on the above des-
cribed property.
SECTION 3. The Secretary shall certify to the adoption
of this resolution.

This application is filed by the Mobil Oil Corporation, lessee of real property located at
201 East Live Oak Avenue,.
ZONING AND LAND USE
The subject property is in Zone C-l. The property is bordered by R-3 to the north and C-l
to the east. The 3 remaining corners of the intersection (Live Oak & 2nd, Avenue) are
zoned C-2. .
PROPOSED USE
The applicant proposes In continue the present use of the existing service station and upgrade
the facilities as indicated:

Scope of New Work
General Contractor
1. Building Facade Lighting: 2' 6" Sheet metol overhang with indirect lighHng under eave,
2. Pegasus disc: 4' 0" P plastic disc with interior lighting (MobWOil Company ins igriia),
Pegasus disc to be placed on 3' 0" x 9' 0'" sheet metal wing wall.
3. Building Legend: 16" upper case and 9" lower case plastic letters, reading Mobil Service.
Legend to be placed centered over lube b<;1Y.
4. Asphalt patch and sealcoat asphalt.
5. Cobra lighting (2): Yard lighting at approaches (16' 0" high pole).
Remount (2) existing on new I. D. sign. ' ,
6. Concrete Pad: Raise concrete pad at tanks 2" to be flush with asphalt grade ond replace
one concrete pad.
7. I.D. Sign: 12' 0" Mobil sign.
8. Yard bumpers: Remove existing yard bumpers and install new precast concrete yard
bumpers. '
9, Install new heater in Sales Office.
10. Electrical Panel: Increase capacity of panel to carry increased lood,
11. Rest Room Refurbishing: Up grade, new fixtures, steel partitions, painting, etc.
12, Island Light Fixture: Install island light.f ixtures ov er pl1l1 p island,
13. Planters: Masonry planters as shown on plot plan.

ANALYSIS
The proposed request to upgrade the existing' service station will not adversely affect the
surrounding properties and will bring the site more closely into a conformity with the
Arcadia Municipal Coda.
The interseetion of LlveOak and Second Avenue has a competitive service station on each
corner, There is an'Oronge Julius stand to the east of the Mobile Station and a single
residence'on R-3 property immediately to the north,

The Planning Department recommends that this request be approved subject to the following
conditions: '
1. Grating-type catch basins be installed behind the driveway aprons to intercept
droinage ~nd pipe it beneath the sidewalk to the gutter, Section 9262.3.7.
2. Trailers now being offered for rent be removed from property. Section 9275.4.18.
3, Rest rooms be screened from pub I ic rights-of-way by a decorative .screening device-
and subject to Planning Department approval.
4. Zone C-l regulations and conditional use requirements shall be complied with e)(cept
the following items where the regulations are recommended to be waived,
a. Landscaping regulations should (Section 9275.4,11) be modified to permit
landscaping os shown on the plot plan.
b. Display regulations (Section 9275.4.16) should be modified to permit oil
dispensers, windshield cleaning accessories and cash boxes on the pump
islands.
