HomeMy WebLinkAbout0645 . \: , , . . ;;,. . -, RESOLUTION NO, 645 A RESOLUTION OF THE CITY PLANNING COMMISSION AMENDING A CONDITIONAL USE PERMIT GRANTED ' PURSUANT TO RESOLUTION NO, 620 WHICH RESOLUTION RELATES TO A RETIREMENT HOME AT THE ,INTERSECTION OF BALDWIN A VENUE AND CAMINO REAL', ' . WHEREAS. on October 10. 1967 Resoluti?n No. 620 was adopted granting a conditional use permit for expansion of a con- valescent hospital at 1601 South Baldwin Avenue; and WHEREAS. Condition No. I of said permit is as follows: First floor elevation of the retirement center building and the convalescen1; building (both having subterranean parking) shall be no more than two feet above the top of curb on Camino Real and Baldwin Avenues.; and WHEREAS. :tt now appears that said Condition No. I should be partially modified; NOW. THEREFORE. THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION L That Condition No. I of Resolution No. 620 is hereby modified to permit construction of a three-story portion of a retirement building as shown on a plot plan marked Exhibit "A", . attached hereto and made a part hereof" provided that the elevation of said three-story portion shall not exceed a height of 28' 4" above grade as shown on an elevation drawing marked Exhibit "B", attached qereto and made a part hereof. This amendment of said conditional use permit. as granted by Resolution No. 620, will .not be detrimental to the public health or welfare or injurious to the property or im- provements in such zone or vicinity. That the use applied for at the location indicated is properly one for which a conditional use -1- 645 v -. .. / . . - permit is authorized. That the site for the proposed use is adequate in size and shape to accommodate said use, and all yards, spaces, walls, fences, parking, loading, landscaping, and other features re- quired to adjust said use with the land and uses in the neighborhood. That the site abuts streets and highways adequate in width and pav~- ment type to carry the kind of traffic generated by, the proposed use. That the granting of' such conditional use permit will not adversely affect the comprehensive S8 ~~ plan. llCt~ SECTION 2. The Secretary shall certify to the adoption of this resolution. .. SUBJECT: C. 667-7 VARIA~UEST - CONVALESCENT C~MPLEX 1601 SOUTH BALDWIN AVENUE March 12, 1968 The request filed by Orlando Clarizio proposes a portion of the retirement building to be three stories and 28' 4" in height in lieu of two stories and a height of 35' permitted in all II R" zones. The lower level of the retirement building 'Which is not below grade as previously supposed is proposed to be utilized for purposes incidental to the main use of the building, These uses include game rooms, barber and beauty shops, a sewing room, dressing rooms, storage rooms, etc. . The preliminary or concept stage of the development plans was not definitive to the point of determining where potential grade problems could be identified. Further design studies disclosed that the finish!!d grade elevations result in the southerly portion of the retirement building having three stories and a height of 28' 4" where two stories and 35' is permitted. \ ~ Condition No.1 which governs the elevation of the first floor was incorporated into I Resolution No, 620 because of grade problems which are encountered on ~C1!lY I,arge sites'. '-'-iMn:ondition was takerl from the R-3 ordinance whTCIi permits the firstfloor elevation-to'be, - two feet above the top of curb within the first 100' of property depth. Beyond this point the first floor elevation is measured from the approved finished grade, In this instance it appears that the approved finish,ed grade could be adjusted by banking fill against the building which would result in the recrt!ation rooms being underground as was previously assumed, This method however would be self defeating in that the roof elevation would notchatige and the usefulness of the grounds to the occupants of the building would be reduced. - The attached sketches indicate the characteristics of the proposal, Sketch No.1 shows the visual aspects in terms of elevations. Sketch No.2 (plot pion) shows that portion of the building under consider'Jtion, It will be noted that the south end of the retirement building would be effectively screened by the existing and proposed convalescent buildings adjacent to the east and south. ~ r~El \.al/;-and landscaping in the area at the southwest corner of the building should also provide an effective screen to the west, '_____ I . The relationship between the lower level activities and the outside common area would greatly enhance the use, If the eight units along the rear of the building (on the second floor) were at ground level, the outside area would for all practicol purposes be, removed or greatly restricted for the common use of all occupants. 4, The area wou!d be effectively screened from adjacent properties on three sides by buildings and one side by landscaping and walls. 5. The design and interrelation of functions is far superior to that orisinally proposed in terms of total environment for the use intended, .
