RESOLUTION NO. 636 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, GRANTING A CONDITIONAL USE PERMIT UPON SPECIFIED CONDITIONS FOR THE STRUCTURAL ALTERATION OF AN EXISTING SERVICE STATION BUILDING ON PROPERTY LOCATED AT 165 EAST DuARTE ROAD IN SAID CITY AND RECOMMENDING THE WAIVER OF CERTAIN MUNICIPAL REQUIREMENTS. State ef Califernia, mere specifically described as fellews: Let::) 19, 20 and 21, in Bleck 62 ef Arcadia Santa Anita Tract, as per map recerded in Beek 16, Page 58 of Miscellaneeus Recerds,Office ef County Recorder ef said Ceunty, tegether with the seutherly ene-half ef the alley vacated by Ordinance No.. 661 adjacent to. Let 21, Bleck ~2, Santa Anita Tract, except the interest in the seutherly 10 feet ef said alley, nertherly 10 feet ef said Let 21, easterly 12 feet ef said Lets 19, 20 and 21 and seutherly 12 feet measured at right angles to. the seutherly let line ef said Let 19, cenveyed to. the City ef Arcadia fer street, alley and highway purpeses, by deed recerded in Beek 48339, Page 132, Official Recerds ef said Ceunty; and, WHEREAS, a public hearing was duly held en said matter by and befere this Cemmissien en the 27th day of February, 1967, at . which time all interested persons were given full opportunity to. be heard and to. present evidencej NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS: -1- 636 V"" " . . ~ , . SECTION 1. That subject property is in Zone C-1. The property to the north is in Zones R-2 and R-l; the property to the west is in Zone C-l; the northeast and southeast corners are Zone C-l and the southwest corner is Zone C-l and C-2. That the location and zoning of the station are proper under the terms of the condi- tional use permit. That the granting of such a permit will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. That the site is adequate in size and shape to acconunodate the proposed use, and all yards, spaces, walls, fences, parking, loading, landscaping, and other features required to adjust said use with the land and uses in the neighborhood. That its location at the intersection . affords ease of ingress and egress and that it abuts Duarte Road and Second Avenue which are adequate in width and pavement type to carry the kind of traffic generated by the proposed use. That the granting of such conditional use permit will not adversely affect the comprehensive general plan. SECTION 2. That for the foregoing reasons, this Conunission hereby grants a conditional use permit for the structural alteration of an existing service station on the above-described property sub- ject to compliance with all applicable regulations of the Arcadia Municipal Code, including those specified for drive-in businesses and for businesses in Zone C-l, except such portions of Chapter 2 of Article IX thereof as may be waived by the City Council, and upon the following additional conditions: . 1. Water service shall be in compliance with the Uniform Plumbing Code and to the satisfaction of the Water Department. - 2. A decorative solid masonry wall shall be constructed on the north property line when the alley is vacated. SECTION 3. This Commission further recommends to the Arcadia City CouncE that Condition #1 of Section 9275.4.11 and Sections 9275.4.12, 9275.4.13 and 9275.4.16 of the Arcadia Muni- clpal Code be waived, for the reason that the strict adherence to said Sections woulc'l be inappropriate or inapplicable to the intended use of the property in view of its proposed alterations. . SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a copy hereof to be forwarded to the City Council of the City of Arcadia. P. 68-3'PROPOSED AL TERA TION TO EXISTING SERVICE STATION FACILITIES ,- 165 EAST DUARTE ROAD - ZONE C-I SUBJECT: APPLlCA TION This application filed in the rame of Douglas Oil Company of Colifomia proposes to make certain alterations to the existing service station facilities at the northwest corner of Duarte il9ad and Second Avenue. . PRESENT ZONING AND LAND USE . The subject property is in Zone C-I and developed with service station facilities, The property io the north is in Zone R-2 and R-I and developed with single family homes. The property to the west is in Zone C-I and developed with miscellaneous commerciol and residential uses. The property immediately to the west is a vacant lot. The northeast corner is in Zone C-I and developed with a service station and a small office building. The property on the southeast comer is in Zone C-I and devel,oped with a service statian, a meat market and a liquor store. The property on the southwest corner is zoned C-I and C-2 and developed with a service station and a shoppi~g center. EXISTING DEVELOPM: NT . .:: The subject site (approximately 23,000 sq. ft.) is presently developed with a two bay service building and three pump islands. Two pump islands (canopy covered) are served from Duarte Road. One pump island is served from Second Avenue and is not covered by a canopy. The subject site is also used for the purpose of trailer rentals. PROPOSAL The following alterations are proposed on the site: I. A ISO sq. ft. planter is proposed at the southeast comer of the site. . 2. Existing free standing sign to be removed and replaced,with a new free standing sign having a total area (4' 6" x IS' x 2) of 13S sq. ft. and a height of 20 feet. . ~'~ &:3k . ,. . '. . ' . . . A two foot high slumpstone planter is proposed adjacent to the screen wall. ' 4. Outside t.ire cabinets are proposed to be removed. , 5.. A!wo foot high slumpstone planter '(3' x 23' 8';) is proposed along th'3 northeasterly end of the building. 6, SllJmpstone veneer is proposed to be Installed along the,lower 2' of those portionsci the building facade fron,ti.ng the street. 7. A23' 6" x 24' canopy is proposed over the pump island adjacent to Second Avenue, ANALYSIS . This service station alteration isa proposal which would bring the entire station site under th'e purview of the Conditional Use Permit procedure and regulations. There are service stations on all four corners of the intersection of Duarte Road and Second Avenue. This intersection constitutes the easterly end of the commercial area between Santa Anita Avenue and Second Avenue. As such, the station would not interfere with present a future pedestrian traffic in the commercial area" Duarte Road and Second Avenue have adequate widths to accommodate any' traffic generated by the service station, , .,~ : : The R-2 property to the north is separated fro~ the site by an alley which at the present time is un improved ond planted in grass. If the regulations for a drive-in business in the Conditional Use Division of the Code are app I ied to the station, a mo're harmonious adjustment to the area and community will result. RECOMMENDA TION .
