USE PERMIT UPON SPECIFIED CONDITIONS FOR THE CONSTRUCTION OF A BANK: WITH DRIVE-IN SERVICE ON PROPERTY LOCATED AT 118-128 EAST HUNTINGTON DRIVE IN SAID CITY. WHEREAS, there was filed with this Commission on the 25th day of January, 1968, the application of United States National Bank, as lessee, for a conditional use permit for the construction of a bank with drive-in service on property known as 118-128 East Huntington Drive in the City of Arcadia, County of Los Angeles, State of California, more specifically described as follows: . Lots 7, 30, 31 and 32 in Block 72 of Arcadia Santa Anita Tract, as per map recorded in Book 15, Pages 89 and 90 of Miscellaneous Records, in the office of the County Recorder of said County; Except the:r:efrom the northerly 6 feet of the westerly 25 feet of said Lot 32, now within Huntington Drive, 81 feet wide; Also Except the northerly 15 feet of said Lots 30, 31, and the easterly 25 feet of said Lot 32, now within Huntington Drive, 90 feet wide; and, WHEREAS, a public hearing was scheduled for Tuesday, February 13, 1968, which hearing was continued by the Secretary of the Commission until February 27, 1968, due to a lack of quorum, at which time said public hearing was held, and all interested per- sons were given full opportunity to be heard and to present evidence; . NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. That subject property is in Zone C-l and D. The easterly portion is presently developed and used for banking -1- 635 //'" . . . .. . purposes and offers drive-in services, which facility is proposed to be removed tl.nd a two-story building constructed on the westerly portion of the site which was recently cleared of buildings in pre- paration for the proposed development. That the properties to the west are zoned C-l and D and developed for service station use; the property on the north side of Huntington Dri:ve is zoned C-C and developed with a bank and other commercial uses; and that the prop- erty to the south is zoned Pr-] and developed for parkihg purposes. That banks are permitted in Zone C-l, but a conditional use permit is required because a drive-in service to customers is proposed. That the circulation proposed for this site would permit ingress- egress at either Hun.tington Drive or the alley to the rear. The drive-through lane may be entered only from the alley with the exit being on Huntington Drive and would accommodate seven (7) vehicles, which appears to be ample for this service. That the granting of such conditiontl.l use permit will not be detrimental to the public health or welftl.re or injurious to the property or improvements in such zone or vicinity. That the site for the proposed use is adequate in size and shape to accommodate said use, and all yards, spaces, walls, fences, parking, loading, landscaping, and other features required, to adjust said use with the land and uses in the neighborhood. That subject property is on Huntington Drive which is adequate in width and pavement type to carry the kind of traffic generated by the proposed use and that the granting of said conditional use permit will not adversely affect the com- prehensive general plan. SECTION 2. That for th~ foregoing reasons, this Commission hereby grants a conditional use permit for the con- struction of a bank: with drive-in service on the above described -2- 635 . . . .. . property subject to 'compliance with all applicable regulations of the Arcadia Municipal Code and upon the following additional con- di tions : 1. A covenant in a form approved by the City Attorney shall be recorded stating that the parking lot south of the alley shall be maintainec and used as part of the total approved develop- ment. The legal description of said lot is: Lot 7 of Block 72 of the Santa Anita Tract. 2. A three (3) foot high decorative masonry wall shall be located (parallel to the front property line) five (5) feet north of the parking spaces numbered twelve (12) and thirteen (13). 3. Any sign proposals which do not meet the requirements of the zone shall be submitted to the Modification Committee for review and decision. 4. Final plans shall be insubstantial compliance with the approved preliminary plans. 5. Provision shall be made for a radius in the planter curbing at the entrance to the drive-through land. 6. Water service shall comply with the Uniform Plumbing Code and shall meet with the satisfaction of the Water Department. 7. The northerly fifteen (15) feet of Lots 30, 31 and 32 shall be quit claimed to the City of Arcadia for Huntington Drive. The City will then quit claim, the southerly five (5) feet of the above lots. Documents will be prepared by the Department of Public Works upon receipt of the required information. 8. Deta:Lled plans shall be subm1.tted showing existing and finish surface elevations and proposed drainage for approval of the Department of Public Works. -3- 635 . . . 9. The main driveway apron on Huntington Drive shall be a curb-return type with a parkway radius meeting the approval of the Department of Publi:c Works. 10. The existing driveway apron to parking lot on Alta Avenue shall be removed and a new concrete apron shall be constructed per City Standard #148 in the location proposed on the plot plan. SECTION 4. HUNTINGTON DRIVE - ZONE C-I & D SUBJECT: APPLlCA TlON This application filed in the name of United States National Bank proposes to remove the existing bonk facilities ond redevelop the property for the same use inclUding a drive-in teller service. ZONING AND LAND USE The subject property is zoned C-I & D. The easterly portion is presently developed and used for banking purposes and offers drive'-in services. The westerly portion of the site was recently cleared of bldgs. in preparation for the proposed development. w.so-1- /:: ~ The properties to the emf arezonect...C-,1 & Dand developed for service station use. The property on the north side of Huntington Drive is zoned C-C and developed with a ank and other commercial uses. The property to the south is zoned Pr-3 and developed for parking purposes. PROPOSED DEVELOPMENT The plan proposes to remove the existing one story bank bldg. and canstruct a two story building on the westerly portion of the site. The easterly portion of the site would accommoda'te a parking lot and a drive-through service lane along the east property line. The entrance to this fane would be from the alley and exit on to Huntington Drive. The drive-through lane is proposed to be serviced by remote television with underground pneumatic e>;change tubes. This system would be operated by bank personnel from within the main bldg. Each floor of the proposed two story bldg. wauld have rental space for general office use other than banking. The required number of parking spaces were calculated on this basis. In addition t" the on-site parking an 18 space parking lot is proposed on a 50' x 160' lot south of the alley. The plan praposes a total of 52 spaces, seven of which are located' in the drive-through lane. !t is praposed to operate the existing bonking foci! ities during the period of construction for the new building. ~~ (p ~5/ , . . . c. P. 68-2 February 13, 1968 Page Two ANALYSIS Although banks under normal circumstances are automatically permitted in ,zone C-I, a Conditional U.e Permit is required for the facility because a customer drive-in service is proposed. The primary purpose a conditional use permit is required for this type of facility is to insure proper traffic circulation relative to public rights of way. The circulation proposed for this site would permit ingress - eggress at either Huntington Drive or the alley to the rear. The drive-through lane may be entered only from the alley with the exit being on Huntington Drive. The drive-thro~gh lane would accom~o- date seven vE,hicles which appears to be ample for this service. lit should be noted that these 7 spaces are included as part of the total of 52 spaces which seems reasonable inasmuch as the same service is being provided the drive-through customer as to the customer in the bank itself. In addition to the 55 spaces required, drive-in regulations require one parking space for each employee on duty during the peak employment period. The new building is proposed to have a 13 foot setback from the alley center line in lieu of 20 ft. required. . The parking lot south of the alley does not have the required 3%'of interior landscaping. This can be resolved by the installation af a 3 foot wide planter along the east property line. Also required on this lot is a 6' high masonry wall along both north-south property lines becauseaf the adjacent R zone. Although the lots adjacent are,zoned PR-3, the " . . . c. u. The property to the west is presently developed for cammercial park- ing. The required wall would serve no p-urpose adjacent to this area. With respect to the required laading space which is nat indicated an 'the plan, the staff is of the opinion that this service can be provided without interferring with the parking requirement layout. The staff feels that the proposed development is appropriate within itself and would , satisfactorily adjust to adjacent properties. RECOMMENDA nON The Planning Department recommends that the appliCXJtion be approved subject to the following conditions: . . I. RESOLUTION NO. 634 - A conditionol use permit application was approved by the Planning Commission for the property located at 424 East .Foothill Boulevard. The appl icant proposes to re-open an existing service station. Because of the size of the si te ond the locotion of existing structures the Comm ission found some of the regulations that govern drive-in businesses should be waived. The regulations recommended to be waived are those which pertain to lot size, off street parking, landscaping, outr.ide display of limited merchandise and cash box, and underground utilities, RESC LUTlON NO. 636 - A conditional use permit was approved to remodel the existing serv.ice station at the northwest corner of Duarte Road and Second Avenue.
