RESOLUTION NO. 623
A RESOLUT,ION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, GRANTING A CONDITIONAL
USE PERMIT FOR THE CONSTRUCTION OF
A SHOPPING CENTER ON PROPERTY
LOCATED AT THE NORTHWEST CORNER OF
SANTA ANITA AVENUE AND LAS TUNAS
DRIVE IN SAID CITY.
WHEREAS, there was filed with this Commission on the 21st
day of November, 1967, the application of Santa Anita Shopping Center,
for a conditional use permit for the construction of a shopping cen-
ter consisting of a drug store, a market, a restaurant and miscella-

neous shops on property located at the northwest corner of Santa
Anita Avenue and Las Tunas Drive in the City of Arcadia, County of
Los Angeles, State of California, more specifically described as
follows:

LEGAL DESCRIPTION
PARCEL 1
Those portions of Lots 66 and 69 of the Santa Anita Colony, in the City of Arcadia, County of Los
Angeles, State of Califarnia, Book 42, page 87 of Miscellaneous Records, in the office of the County
Recorder, described as follows:
Beginning at a point in the '~asterly line of said Lot 66, in the westerly line of Santa Anita Ave. 100
ft. wide, as shown on said map distant South oa 00' 15" west 235 feet thereon fram the northeast
comer of said Lot 66; thence North 890 59' 30" West parallel with the northerly line af said Lot.
150 feet ta a line that is parallel with and distant westerly 150 ft. measured at right angles from the
easterly line of said lot 66j thence south 00 0' 15" west along said parallel line and its southerly
prolongation to the northeasterly line of that portion of Los Tunas Drive being a curve concave to
the north having a radius of 450 feet and a length of 180.41 ft. as described in tl'ne decree of

WHEREAS. after due notice as required by the Zoning Ordi-
nance of said City. a public hearing was held on the matter by and
before this Commission on December 12. 1967, at which time all inter-
ested persons were given full opportunity to be heard and to present
evidence;
NOW. THEREFORE. THE CITY pLANNING COMMISSION OF THE CITY
OF ARCADIA. CALIFORNIA. DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That subject property is in Zone C-2 and R-l
and has an area of approximately 4~ acres which presently is un-
developed. The R-l portion is situated at the northwest corner of
the site and has an area of 13.,277 square feet. That on September 13,
1966 the Commission approved Lot Split No. L-66-8 which created three
parcels of land. That Parcels No.1 and No.3 thus resulting con-
stitute the proposed building site. The northe'rly 117.5 feet of
Parcel No. 3 is subject to certain specified conditions rela.tive to
parking, landscaping and walls, which conditions are in covenant
form and have been recorded.
That the property to the north and northwest is zoned R-2
and R-l with the R..2 property presently developed for church uses
and the R-l planned to accommodate the future extension of Sandra
Avenue. The property to the west is zoned C-2 and C-O ,and is pres-
ently undeveloped., Pro~erties to the south are' zoned C-M. The
property on the east side of Santa Anita Avenue is zoned C-l, PR-3,
PR-l and is developed with a service station and restaurant. That
the existing service station on the 8-2 property at the northwest
corner of Las Tunas Drive and Santa Anita Avenue is not a part of
the application. That the granting of such permit will not be

detrimental to the public health or welfare or injurious to the
property or improvements in the zone or vicinity; that the use ap-
plied for at thel()cation indicated is properly one for which a con-
ditional use permit is authorized; that the site is adequate in size
and shape to accommodate said use,. and all yards, spaces, walls,
fences, parking, loading, landscaping and other features required
to adjust said use with the land and uses in the neighborhood; that
the site abuts Sa.n1;a Anita Avenue and Las Tunas Drive which are ade-
quate in width and pavement type to carry the kind of traffic gen-
erated by the proposed use; tha.t the granting of such conditional use
permit will not adversely affect the comprehensive general plan.
SECTION 2. That for the foregoing reasons, this City Plan-
ning Commission does hereby grant a conditional use permit for the
construction of a Shopping center on the above-described property
upon the following conditions:
1. The shop indicated at the rear of the res'taurant shall
be eliminated and four more parking spaces shall be added to the
front parking lot. This will bring the parking deficie~cy up to
25 spaces as permitted by Variance Application No. v-67-1.
2. The planting areas in the parking lot shall be
increased to a minimum of 3% of the parking lot area.
3. A masonry wall having a minimum height of seven feet
shall be installed around the box and bottle yard. Storage of
material in this area shall not extend above the height of the wall.
4. All mechanical equipment shall be screened from view
and acoustically shielded where necessary to reduce any noise at
the property line to a maximum of 70 decibels.
5. Sign proposals for the total development shail be
submi tted to the Planning Commission for review arid approval..

6. Complete landscape and irrigation plans shall be
submitted.to the Planning Department for review and approval prior
to the issuance of a building permit.
7. The total approved development shall be completed
prior to the issuance of a business license for any use proposed
on the site.
8. All regulations governing C-2 development and con-
ditions of approval established by the Planning Commission shall
be complied with in perpetuity and shall be reviewed annually by the
Building Department.
9. Detailed plans shall be submitted showing existing and
finish surface elevations and proposed method of drainage. Plans shall
be prepared by a registered civil engineer.
10. Full parkway width sidewalk shall be installed on Las
Tunas and Santa Anita Avenue with tree wells where required to be
planted with 15 gallon trees, by the developer, to the satisfaction
of the Department of Public Works.
11. Underground utilities shall be installed in accordance
with approved plans and underground street light system on Las Tunas
Drive, as determined by the'Department of Public Works.
12. Curb return type. driveways shall be constructed and the
main entrance area of the parking lot redesigned to improve ingress-
egress and to prevent traffic from backing up into the intersection.
13. Detailed plans for the proposed intersection changes
and signalization shall be prepared by a civil engineer experienced
in traffic signal design and installation. The entire cost of the
proposed intersection and signal installation shall be borne by the
developer.

14. The screen walls between the parking area and the
street (Las Tunas Drive and Santa Anita Avenue) shall be constructed
of a masonry material having a texture, color, and design which will
complement the design and color of the buildings and ~resent a
pleasing appearance when viewed from public rights-or-way. Ordinary
block wall construction will not be acceptable for this ~urpose.
This same criteria shall apply to any ornamental or decorative wall
requirements throughout the site excepting those areas where masonry
walls presently exist.
15. Complete,working drawings in substant~al compliance
with the approved plot plan shall be submitted for approval within
a six months' period by the Planning Commission. The working draw-
ing package shall include the landscape and irrigation plans, wall
plans, lighting plans, and sign plans.
16. The City Planning Commission shall have the right,
without necessity of further notice of public hearing to make minor
modifications of any of the foregoing conditions, if such modifica-
tion will achieve substantially the same results and will in no way
be detrimental to adjacent properties or improvements than will the
strict compliance with said conditions.
17. The mechanical equipment and roof appurtenances shall
be screened from pUblic view by raising the parapet walls of the
buildings to a height where they will not be visible from Santa Anita
Avenue and Las Tunas Drive.
18. No new electrical poles shall be installed to serve
power to the site. The needed energy shall come from existing
sources.
19. The electrical transfo~ers shall be installed under-
ground.

SECTION 3. The Secretary shall certify to the adoption
of the foregoing resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the
