A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, GRANTING A G.9MDITIONAL.:--
USE PERMIT UPON SPECIFIED CONDITIONS
FOR THE~PANSION OF AN EXISTING
CONVALESCENT HOSPITAL AND CONSTRUCTION
OF A RETIREMENT HOME ADJACENT TO THE
INTERSECTION OF BALDWIN AVENUE AND
CAMINO REAL ni SAID CITY AND RECOMMENDING
THE WAIVER OF CERTAIN MUNICIPAL CODE
REQUIREMENTS.

WHEREAS, there was filed with this Commission on the
29th day of Aug~st, 1967, the application of the Arcadia Convalescent
Hospital by Orlando Clarizio, as owner, for a conditional use permit
for the expansion of the existing Arcadia Convalescent Hospital
. complex on property located at 1601 South Baldwin Avenue, in the City
of Arcadia, County of Los Angeles, State of california, and for
the construction of a retirement home at 710-734 West Camino Real,
in said City, upon property more specifically described as follows:
PARCEL 1. The northerly 204.643 feet of Lot 4,
Block "G" Santa Anita Land Company's tract, as
recorded in Map Book 6, page 137, in the office
of the County Recorder of Los Angeles County,
excepting the easterly 20 feet thereof deeded
to the City of Arcadia for widening of Baldwin
Avenue, Deed No. D-112lj also excepting the
westerly 150 feet thereof.
PARCEL 2. The easterly 294 feet of the westerly
470 feet of Lot 1, Block "G" of Santa Anita Land
Company's tract, as recorded in Map Book 6, page
137, in the office of the County Recorder of Los
Angeles County, excepting therefrom the easterly
6 feet of the southerly 158.4 feet of the westerly
182 feet.

PARCEL 3. The easterly 140 feet of the westerly
610 fe-e't of Lot 1, Block "G" of Santa Anita Land
Company's tract, as recorded in Map Book 6, page
137, in the office of the County Recorder of Los
Angeles County, excepting therefrom that portion
lying northerly of the northerly line of the
southerly 140 feet of said parcelj

WHEREAS, a public hearing was duly held on said matter by
and before this Commission on the 12th day of September, 1967, at
which time all interested persons were given full opportunity to be
heard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That the major portion of the subject site is
in Zone R-l with the balance being in Zone R-2. The property to
the south is in Zone R-l; to the east in Zone C-2 and R-3; to the
north in Zone C-2; and to the west in Zone R-2. The southwest
corner of Camino Real and Baldwin Avenues is presently used for
service station purposes. That because of the use existing on the
site, the adjacent zoning, and past actions which have ruled out
commercial or more intensive uses as being incompatible with the
area and the impracticability of residential development, it appears
that the use alternatives remaining would be those which are permit-
~ed and which could be made compatible with the adjacent residential
areas. That although a prior' application for similar uses was denied
partiCUlarly because of its proposed extension to the residential
properties to the south, the site design presently proposed includes
a number of features which indicate a high level of desirability
in terms of compatibility with adjacent properties, such as building
configuration and separation., patient security, 47% of the parking
below grade, approximately 35% of the site devoted to functional
landscaped areas and buffers, two-story buildings 190 feet to 225
feet from the rea,r line of the R-l properties to the south and all
around perimeter setbacks. That the granting of such conditional
use permit will not be detrimental to the public health or welfare

or injurious to the property or improvements in such zone or vicin-
ity. That the use applied for at the location indicat~d is properly
one for which a conditional use permit is authorized. That the site
for the proposed use is .adequate in siz~ and shape fro accommodate
said use, and all yards, spaces, walls, fences, parking, loading,
land~caping, and other features' required to adjust said use with the
land and uses in the neighborhood. That the site abuts streets and
highways adequate in width and pavement type to carry the kind of
traffic generated by the pro~osed use. That the granting of such
conditional use permit will not-adversely affect the comprehensive
general plan.
SECTION 2. That for the foregoing reasons, this Commis.sion
hereby grants a conditional use permit for the expansion of an exist-
ing convalescent hospital an~construction of a retirement home on
the above-described property subject to compliance with all appli-
cable regulations of the Arcadia Municipal Code, except such portions
of Part 5 of Chapter 2 of Article IX thereof as may be waived by the
City Council, and upon the following additional conditions:
1. First floor elevation of the retirement center build-
ing and the convalescent building (both having subterranean parking)
shall be no more than two feet. above the top of curb on Camino Real
and Baldwin Avenues.
2. All mechanical equipment on any roof shall be no
higher than 10 feet, screened from public view and be no closer
than 60 feet, (measured horizontally) from any property line of
the subject site. All outside mechanical equipme~t located other
than on a roof shall be no closer than 80 feet from any R-zoned
property and acoustically buffered to reduce the noise at any
residential property line to a maximum level of 60 decibels.

3. Final working drawings in substantial compliance with
the approved revised tentative plans shall be reviewed and subject
to approval by the Planning Commission.
4. A lot split application shall be filed to combine all
lots and portions thereof into one parcel.
5. The number of beds shall not exceed 252.
6,. Landscaping and irrigation plans shall be prepared by
a registered landscape architect with particular emphasis to a land-
scaped buffer along the interior property lines. These plans shall
be submitted as part of the working drawing package.
7. Non-ambulatory patients shall be restricted to the
convalescent portj,on of the site.
8. A six foot high decorative masonry wall shall be con-
structed along the .property line of the service station site, a
distance equal to the front setbacks of the retirement center build-
ing and the convalescent hospital building. (NOTE: The existing
wall on the south and west property line of the present site of
the existing convalescent home shall remain intact and shall not
be altered.)
9. A security gate or decorative wall shall be installed
across the walkway area between the service station and the retire-
ment center building and also in the service area at the northeast
corner of the existing convalescent building.
10. The width of planters along the interior property
lines shall be increased to five feet.
11. ,Openings around the underground parking areas shall
have adequate protective screening and landscaping to restrict the
view of the parking area and for the protection of residents of
the complex.

12. The final gr~de of the southerly 100 feet of the site
shall be no higher than the existing grade of the abutting properties.
13. All structures other than those on the ~pproved 'plan
shall be removed.
14. All proposed buildings and other improvements shall
be developed contemporaneously.
15. On-l>ite security walls shall be of decorative masonry
material and shall be not less than five (5) feet high.
16. Adequate pedestrian protection adjacent to ramp
areas shall be provided.
17. All water service shall be as required by the Water
Department, and shall be in compliance with the Uniform Plumbing
Code.
18. The existing driveway opening on Baldwin Avenue shall
be closed.
19. Full parkway width sidewalk on Baldwin Avenue and
five-foot width sidewalk on Camino Real shall be constructed. The
required sidewalk width and location may be changed if approved by
the Commission on the required revised preliminary plans.
. 20. Existing parkway trees in good condition shall re-
main and sidewalk will be constructed around them to the satisfaction
of the Department of Public Works.
21. Tree wells shall be provided as determined by the
Department of Public Works.
22. Concrete sidewalk, gravity drainage outlets, and
driveway aprons snaIl be constructed to conform to Drawing No. 148.
Driveway aprons shall be minimum 35 feet wide.
23. Driveway and parking areas shall be paved in con-
formance with the provisions of the Arcadia Muni9ipal Code.

24. Ramp construction shall conform to City standard on
file in the Building Division.
25. Concrete bumpers in parking stalls shall be installed.
26. Sump pump will be required. Capacity will be based
on quantity of water required to flush and test sprinkler system
and rainfall inflow to sump.
27. Pump drainage, if required, will conform to data
available in the Engineering Division and design will be subject
to approval of the City Engineer.
28. Fire control sprinkler system will be r~quired
with motor gong alarm mounted on the exterior wall at the street
side of the building for underground parking area.
29. All utilities (water, gas, sewer, electric, and
telephone) shall be underground. Underground service plans
must be approved by Edison Company, upon applicant's submiss~on,
prior to commencement of the final structural plan check.
30. Concrete curt and gutter and pavement shall be
constructed on Camino Real the full width of property to Join
improvements to the east.
31. Street lights shall be installed to the satisfaction
of the Department of Public Works.
32. Minimum roadway widths shall be not less than 25
feet throughout site for improved traffic circulation.
33. Deliveries shall be restricted to between the hours
of 7:00 a.m. and 9:00 p.m.
34. All sales of permitted accessory goods and services
on premises shall be re,stricted ,to residents of the convalescent
hospital and the retirement home and shall not be advertised or
otherwise made available to the pUblic generally.

35. The applicant shall submit revised plans to the
Planning Department delineating the requirements set out in this
resolution,; insofar as this is possible; and after approval of such
plans by the Planning Commission, .final working drawings shall be
submitted in substantial compliance with the revised plans and shall
be approved by the Planning Commission.
36. The Planhing Commission reserves the right to make
minor modifications, without further notice of hearing of the fore-
going conditions, and to add additional conditions at the time the
revised preliminary plans are submitted for review, provided such
modifications and additions will achieve substantially the same
results and will in no way be detrimental to adjacent properties
or improvements than will the strict compliance with said conditions.
37. The conditional use permit shall not become operative
until the complete! final working drawings are submitted and approved
by the Planning Commission.
SECTION 3. This Commission fu~ther recommends to the
Arcadia City Council that Sections 9252.1.1, 9252.2.21, 9253.1.3
and 9253.2.8 of the Arcadia Municipal Code be waived, for the
reason that the strict adherence to said Sections would be inap-
propriate or inapplicable to the intended use of the property in
view of its proposed expansion.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
. City Council of the City of Arcadia.

I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Conunission held on the
