RESOLUTION NO. 619
A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING
THE DENIAL OF A REQUESTED ZONE CHANGE FROM'R-O
AND C-2 TO C-2 AND DTO PERMIT THE CONSTRUCTION
OF A SHOPPING CENTER ON PROPERTY LOCATED AT
723 AND 731 WEST FOOTHILL BOULEVARD IN SAID CITY.

WHEREAS, there was filed with this Commission on the 28th
day of July, 1967, the application of National Shopping Centers, Inc.,
as agent for the o~mer, Shepherd of the Hills Evangelical Lutheran
Church Sierra Madre, for a zone change from R-O and C-2 to C-2 and D
to permit the construction of a major supermarket, barber shop, ice
cream parlor, dry cleaners, florist and the rebuilding of an existing
service station on property located at 723 and 731 West Foothill
Boulevard in the City of Arcadia, County of Los Angeles, State of
California, more specifically described as follows:
Lots 77 and 78 of Tract No. 11074. Also that por-
tion of Lot 5, Tract No. 948 described as follows:
Commencing at the southeast corner of. Lot 77,
Tract No. 11074, thence North 0054'30" East
along the east line of said Lot 77~ a distance
of 250 feet; thence North 88041'10' East, a
distance of 250 feet to the west line of Santa
Anita Avenue; thence southeriy along said west
line, a distance of 250 feet to its intersection
with the north line of Foothill Boulevard; thence
westerly along said north line a distance of 250
feet to the place of beginning;
and,
WHEREAS, after notice duly given as required by the Zoning
Ordinance, a public hearing was duly held on the matter by and be-
. fore this Commission on August 22, 1967, at which time all interested
persons were given a full opportunity to be heard and to present evi-
dence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS:

SECTION 1. That subject property is presently in Zones
R-Q and C-2, with an existing service station on the C-2 portion and
a church on the lot adjacent to the west. The lot west of the church
site is vacant and unused. The property to the north and west is
zoned R-O and developed with single-family homes. Properties to the
south and east are zoned R-l and C-2 with a mixture of uses. That
said development proposes commercial intrusion into a prime residen-
tial zone. and would abut existing residentially developed properties.
That the application proposes to extend commercial zoning further
west on a street already overburdened with strip commercial zoning
and development. That the granting of commercial zoning as requested
in this location would be detrimental to the public health and wel-

fare and 1njurious to property or improvements in such zone or vicin-
ity, and would adversely affect the comprehensive general plan. That
such reques,ted zon.e change is not justified by good zoning practices.
SECTION 2. That for the foregoing reasons, this Commission
hereby recommends to the City Council of the City of Arcadia that the
requested zone change of above-describe~ property be denied.

SECTION 3. The Secretary shall certify to the adoption of
this resolution and shall cause a copy hereof to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the 12th
day of September, 1967, by the following vote:

The Zoning Committee held a meeting Thursday evening, August :7, 1967, at
7:00 o'clock p.m., in the Conference room of the City Hall. All 0,: the members

The Staff report has already pointed out that the westerly portion of the site
consists of two zone RO single-fomily residentiol lots. The balance of the
p"operty which is about 250 ,feet square is in Zone C-2.

If this request were approved the net effect would be that the entire site woulo
be in a commercial zoning district. The Zone "D" portion of the application
j, an architectural design zone which would penn it the Planning Commissicn and
City Council to impose standards and regulations in addition to those that govern
Zone C-2. Therefore, if the Commission is prone to approve the application
tne publ ic hearing should be continued to permit the Zoning Committee and Staff
to devise the appropriate Zone "D" regulations.

Based on the Committee's review of the application, the development pions,
aerial photographs of the area, and of the existing development ar.ci zoning
in the.surrounding area, the Committee ceme to the conclusion thor it cannot
recommend approval of this zone change appl ication.
In addition, the Committee wishes to point out that the City of Arcadic hos
more than enough existing commercial zoned property that should be develope.:.

Secondly, one of the primary purposes of zoning is to afford protection .0 "II or the

The Committee, therefore, recommends that the application be denied.

SHEPHERD OF THE HilLS EVANGElICAL LUTHERAN CHURCH SIERRA M,&.DRE, owners
of real property located within the City'of Arcadia, California, and hereinafter described
hos authorized National Shopping Center, Inc. to file with the'Planning Commission
of the City of Arcadia, an application requesting a zone change from Zone RO and C 2
to. Zone C 2 and D (Architectural Design Zone) on .the following described property:

Lots 77 and78 of Tract No. 11074. Also that portion of Lot 5,
Tract No. 948 described as follows:

TI1e application also requests a Conditional Use Permitto permit the replacement of the
e>,isting Richfield Service Station with a new model11 facility and to remove the church
buildings and replace them with commercial buildings to be used for a supermarket, barber
shop, ice cream parlor, dry cleaning establishment, and Florist.
The property is commonly known as 31 and 23 West Foothill Boulevard and is presently used
for church and service station purposes.
NOW, THEREFORE, NOTICE IS HEREBY GIVEN that an Tuesday, August 22, 1967, at the
hour of 8:00 o'clock p.m., in the Council Chamber of the City Hall, 240 West Huntington
Drive, Arcadia, California, said Planning Commission will hold a public hearing on the
question of said proposed application, and an opportunity will be aUorded to persons parti-
culorly interested, and the public generally, to be heard on all matters concerning said
Zone Change
