PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Chairperson Cheung — No Report Vice -Chairperson Mediana — No Report Commissioner Chu — No Report REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Verlato reported the available Recreation and Parks Commission vacancy has been posted to the public and a new Commissioner should be appointed shortly after the application acceptance process closes on November 2, 2023. Mayor Verlato reported she will be hosting Coffee with the Mayor for the seniors and attending the senior Mahjong program at the Community Center. Mayor Verlato reported the City of Arcadia has joined the lawsuit against the Los Angeles County Superior Court to stop the Zero Bail Policy. Mayor Verlato reported on October 17, 2023, Rabbi Stiefel from Chabad of Arcadia /Temple City will be giving the invocation at the adjournment of the City Council meeting in memory of the lives lost from the conflict happening in Israel. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of September 13, 2023. It was moved by Commissioner Chu, seconded by Chairperson Cheung, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report from Public Works Services Department Project Updates Deputy Director of Public Works (DDPWS) Carmen Masud reported City Council approved the contractor proposal for the Newcastle Park Design Build Project. Construction will tentatively begin by the end of November 2023. DDPWS Masud reported City Council is looking into making some park improvements in Zone 3 of the City. DDPWS Masud reported a contractor will be out on October 18, 2023, to replace the field lighting at the Civic Center Field. b. Report from Recreation and Community Services Department Summer Video DRCS Somogyi presented a video created by one of the summer Volunteens highlighting the Recreation and Community Services Department summer programs. Monthly Reports DRCS Somogyi reported on September senior programs and activities. DRCS Somogyi reported the billiard room had 462 participants. DRCS Somogyi reported the bridge club had 58 participants and the chess club had 12 participants. DRCS Somogyi reported senior classes are popular with over 1,800 seniors participating. DRCS Somogyi reported Coffee with the Mayor had 35 in attendance. DRCS Somogyi reported the gift shop had 129 visitors. DRCS Somogyi reported Mahjong had 96 players participate. DRCS Somogyi reported 71 seniors attended the September seminars Breathing Retaining, Medicare Open Enrollment, and Cancer Prevention and Screening. DRCS Somogyi reported 26 seniors attended Taste the Town. DRCS Somogyi reported the Senior Health Fair took place on September 2 with 380 seniors attending. DRCS Somogyi reported Ice Cream Bingo had 87 participants. DRCS Somogyi reported on September 15, the Western Hoedown took place with 153 participants enjoying the western themed event. DRCS Somogyi reported Cultural Day Camp took place on September 21 with 52 seniors participating. The day was spent at the Getty Villa Museum and Greek Orthodox Cathedral learning about the Greek Culture. DRCS Somogyi reported the annual Craft Fair will take place on Saturday, October 21, from 9am-2pm at the Community Center. DRCS Somogyi reported on several recreation programs beginning with the Adult Basketball Program with 434 participants. DRCS Somogyi reported the Afterschool Program held at the six elementary school sites had over 4,000 children participating. DRCS Somogyi reported the Girls Youth Volleyball season has begun with three divisions and 826 participants. DRCS Somogyi reported Kid's Night Out had 33 participants. DRCS Somogyi reported on Saturday, September 30, the Moon Festival Event was held on the City Hall lawn. Over 3,000 people celebrated with entertainment, dancing, storytelling, and free moon cakes before the rain unfortunately ended the night early. DRCS Somogyi reported classes offered throughout City facilities including virtual options had close to 3,000 participants. DRCS Somogyi reported Community Center rentals are continuing to increase with nine rentals in September. III. Financial Statements DRCS Somogyi reported the Fiscal Year 2023/24 August percentage for expenditures and revenue is approximately 16%. DRCS Somogyi reported expenditures are at 17.39% and revenue is doing well at 26.51%. DRCS Somogyi reported the Parks and Facility Fund will begin showing movement once the Newcastle Park project begins construction. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 432 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available for seniors the second Check Tuesday of the month, from 10-1lam in the Community Center. 10 Bridge is available on Wednesdays from 10am-1 pm. Card Bridge games help to improve memory and cognition, enhance motor 64 skills, and promote socialization. Chess is available Thursdays from 9:30-11:30am. The game of Chess Club chess can help increase creativity, critical thinking skills, improve 10 concentration, and improve reading skills. Exercise plays a vital role in health and contributes to bone Classes density improvement, increased muscle strength, flexibility, and 1,875 can also reduce stress. Some classes offered are line dance, cardio plus, art, chair yoga, and Zumba. The Lions Sight program is offered in conjunction with the Lions Arcadia Lions Club. The program offers low-income seniors free Sight vision care. Prospective clients are screened by senior services 2 staff who make the necessary arrangements for the service. Legal The Neighborhood Legal Services of Los Angeles Organization Assistance is available once a month at the Community Center to provide 4 seniors with legal insight. Mahjong is a game of Chinese origin usually played by four Mahjong people with 144 tiles that are drawn and discarded until a player 101 secures a winning hand. Mahjong meets every Friday at 1 pm. Monday The Monday Dance is held the first, third, and fifth Monday of Dance every month. This program provides a good element for senior 341 participants and has a good ratio of male and female dancers. Monthly Dial A Ride bus passes are sold at the Community Center and Bus Pass can also be mailed to seniors. Bus passes are $5 per month. 16 Senior Meals A nutritious meal is provided Monday -Friday. For many seniors 1,500 Program this is the only hot meal they have daily. Average/Day 78 Free seminars on assorted topics are available each month. The Senior following topics were presented in October: Smart Driver Tek Seminars Workshop, New Medicare Benefits, Balance Scale Demo, 106 Mental Health, and Free Estate Planning and Probate Clinic. Sing Along with Sing along meets Wednesdays from 1-3pm. James plays his James Iranfar guitar and sings with a group of seniors for fun and socialization. 101 Table Table Tennis is available Monday -Friday, from 8am-4pm. Tennis Seniors can drop in and play to gain exercise and socialization. 211 Equipment is provided at the front desk. Taste the Town is a monthly program where each month Taste the Town participants meet up at different restaurants, have lunch, and 26 socialize. The October Taste the Town visited Chang s Garden on October 19. Tech Talk is provided for seniors who need assistance with their Tech Talk electronic devices. Volunteens are available the third Friday of 6 the month from 4-5pm to assist with their questions and devices. Weekly New movie releases or classic movies are shown on a theater Movie size screen every Wednesday for free. 88 You've Got a This program provides a weekly phone call to individuals who Friend live alone, feel lonely, or need someone to check in on them. 4 New friends are made, and great conversations are enjoyed. Bunco was held on Friday, October 13, with 29 registered Spooky Bunco participants who enjoyed the spooky theme, raffle prizes, lunch, 29 and treats. On Friday, October 20, 86 participants were in attendance for Fall `n for Bingo Fall `n for Bingo. Bingo included eight rounds of bingo, lunch, 86 refreshments, fun prizes, and dessert. On Saturday, October 21, the Annual Community Craft Fair was Community Craft held with 46 booths. There were many seasonal items, craft Fair demos, and raffle prizes. There were 600 people who stopped 600 by to browse and shop. There were 65 attendees on October 31, at the Annual Boo Bash event. The event included lunch, games, raffles, lots of treats, Boo Bash goodie bags, music, and a costume contest. Costume categories 65 included most original, best couple, funniest, and scariest costume. Support services include registering members for trips, signing Meeting: 70 Arcadia up new members, and managing the club's correspondence. Total: 247 Cumulative total for senior services 6100 Connection Total number of monthly newsletters distributed this month. 1,300 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE Playoffs took place for the 32 adult basketball teams in the summer Adult Basketball league. There are 28 adult basketball teams participating in the fall 536 league at the Dana Gym on Sundays from 8am to 10 m. The After School Playground Program is a free drop -in program for BS 1,111 youth in grades K-5. The program operates Monday through Friday CG 486 Afterschool from school dismissal to 4:30pm. The program began on August HA 592 Program 21, 2023, and will go through May 31, 2024. Six elementary school HO 1,147 playgrounds provide a variety of activities including board games, HR 796 crafts, and outdoor games to keep participants safely engaged and LW 386 entertained. Total 4,518 Girls Youth Volleyball is offered each fall through the after -school Div. A - 266 Girls Youth program. There are three divisions, Division A 7th and 8th grade, Div. B - 343 Volleyball Division B 5th and 6th grade, and Division C 3rd and 4th grade. Div. C - 217 Practices are twice a week with games played on weekends. Total 826 Kids' Night Out took place on October 13 at the Arcadia Community Kid's Night Out Center. Participants took part in a "Monster Mash!" themed 35 evening. Parents enjoyed a night out while their kids had dinner, made a fall craft, played games, and watched a movie. On Friday, October 27, the Recreation and Community Services Halloween Department teamed up with the Downtown Arcadia Improvement Haunting Association to bring the community some Halloween festivities. 6,500 Over 6,500 people enjoyed games, candy, costumes, and fun! The Volunteen Program provides teens with valuable volunteer Volunteen experiences to help prepare them for college and future jobs. 24 Volunteens Program During the month of September, a total of 49.2 hours were 84 hours volunteered. Community Examples of classes offered at this location include exercise Center Classes classes, karate, cooking, chess, table tennis, yoga, lip reading, 1,150 painting, and line dancing. Dana Gym Examples of classes offered at this location include exercise Classes classes, youth basketball classes, volleyball, and badminton. 698 MEC Classes Examples of classes offered at this location include guzheng, 210 karate, tai chi, and line dancing. Merit Badge Merit Badge classes are offered both virtually and in person to Classes Scouts to earn badges that help them reach the goal of Eagle Scout 47 rank.
