RESOLUTION NO. 615 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, DENYING THE APPLICATION FOR A CONDITIONAL USE PERMIT TO EXPAND AN EXISTING CONVALESCENT HOSPITAL AND TO CONSTRUCT A RETIREMENT HOME AT THE INTERSECTION OF BALDWIN AND CAMINO REAL AVENUES IN SAID CITY. V\(HEREAS, there was filed with this Commission on the 10th day of March, 1967, application of Arcadia Convalescent Hospital by Orlando Clarizio, as owner, for a con- ditional use penn it for the expansion of the existing Arcadia Convalescent Hospital complex at 1501 South Baldwin Avenue, Arcadia, California, and for the construction of a retirement' home at 720-728 West Camino Real Avenue, in said City, upon property more specifically described as follows: . Parcel One. The northerly 204.643 feet of Lot 4, Block "G", Sonta Anita Land Company's track, as recorded in Map Book 6, page '137, in the office of the County Recorder of Los Angeles County, excepting the easterly 20 feet thereof deeded to the City of Arcadia for widening of Baldwin Avenue, Deed No. D-1121; also excepting the westerly 150 feet thereof. Parcel Two. The easterly 294 feet of the westerly 470 feet of Lot 1, Block "G" of Santa Anita Land Company's tract, as recc,rded in Map Book 6, poge 137, in the office of the County Recorder of Los Angeles County, excepting therefrom the easterly 6 feet of the southerly 158.4 feet of the westerly 182 feet. Porcel Three. The easterly IMHeet of the westerly 610 feet of Lot 1, Block "G" of Sonta Anita Land Company's tract, as'recorded in Map Book 6, page 137, in the office of the County Recorder of Los Angeles County, excepting therefrom that portion lying northerly'of the northerly line of the southerly 140 feet of said parcel; and WHEREAS, after notice duly given as required by the zoning ordinance, a public . heoring was duJy held on the matter by and before this Commission on.Aprilll, 1967, which hearing,was duly continued from time-to-time to June 27, 1967, at each of which times all interested persons were,given a full opportunity to be heard and to present evidence; - 1 - 615 -v r /'A' j" , , . . . NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES.AS FOLLOWS: SECTION 1. Thatothe proposed extension of the existing convalescent hospital far exceeds the density of development permitted by the original variance under which the hospital was constructed and is far in excess of the density of development contem- plated by such variance. That the proposed expansion would encroach into what is now open space and would be entirely too close to the properties to the south facing Callita Street; and that the praperties on Call ita Street would be seriously and adversely affected by the proposed expansion. That though the type of develapment would appear to be a proper use of the vacant property to the north, the tying of such proposed addition'with . the addition to the front and rear of the existing convalescent hospital would permit over-development of the property, excessive density of development, and an unsatisfactory resulting condition. That for the foregoing reasons the application for a c,onditional use permit to permit the eniarging of the existing convalescent hospital and the construction of a retirement home as proposed by applicont should be and the same is hereby denied. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Planning Commission held on the llth dcy of July, 1967, by the following vote: AYES: NOES: ABSENT: .
