A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
01~ A REQUESTED ZONE CHANGE FROM R-3
TOC-2 AND D ON PROPERTY LOCATED AT
815-856 DUARTE ROAD AND 1122-1126
GOLDEN WEST AVENUE IN SAID CITY.

WHEREAS, there was filed with this Commission on the 28th
day of March, 1967, the application of T. Howard Davis. et al. as
owners, requesting the reclassification from Zone R-3 to Zone C-2
and D or other more appropriate zoning of property loc!j.ted at 815-
857 Duarte Road and 1122-1126 Golden West Avenue in the City of
Arcadia, County of Los Angeles. State of California, more speci-
fically described as follows':
Lots 128. 129. 130. 131 and 132 of Tract No.
2731 as recorded in Book 33. page 29. of Maps.
in the office of the County Recorder of Los
Angeles County;
and.
WHEREAS. after due notice as required by the Zoning Ordi-
nance of said City. a public hearing was duly held on said applica-
tion by and before this Commission on May 23. 1967. at which time
all interested persons were given full opportunity to be heard and
to present evidence;

NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA, CALIFORNIA, DOES HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That subject property includes eleven lots
with a gross land area of approximately 180.000 square feet with
nine lots fronting on Duarte Road with a frontage of approximately
700 feet. the remaining two lots fronting on Golden West Avenue with
a frontage of approximately 114 feet. That property to the south is
zoned C-2 and C-l; property to the east is zoned C-2 and D; and prop-
erty to the west and north is R-3. That subject property is de-
veloped with residential uses. That at present there are approximately

23 acres of property in the West Arcadia area zoned for commercial
use that is undeveloped and which is sufficient to meet projected
future demands; that there are large amounts of commercially de-
veloped land that should be used more intensely than has been done
in the past. That expansion of strip commercial zoning ,is unde-
sirable. That the City's primary purpose to serve as a quality
residential area would be . undermined if the conceptb e followed
that the best use of land is necessarily the most intensive use to
which it can be developed.
SECTION 2. That neither the public necessity; conven-
ience, general welfare or good zoning practice justify the requested
reclassification, and this Commission therefore recommends to the
City Council that the requested reclassification to Zone C-2 and D
of the above-described real property in the City of Arcadia be denied.
SECTION 3. The Secretary shall certify to the adoption of
this resolution and shall cause a copy hereof to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission of the City of

Praperties far which a zane change ,is ,requested are illustrated on a map attached
to this report. Specifically the applicants request a change from the e~isting
R-3 zone to Zone C-2 and D, or to other commercial zoning as the Planning
Commission and City Council may deem appropriate.
It is reasoned by the applicant that present and ftUture R-3 development in the
area will require a limited e~pansion of the existing commercial area and that
.its location and proximity to the already commercially-zoned areas make it the
appropriate area for expansion. Because of its location it is reas~ned that its
highest and best use is for commercial development rather than residential use.
No specific development plan accompanied this application.
SUBJECT PROPERTIES
Eleven lots with a ,gross land area of approximately 180,000 square feet are
included in this request for change. Nine lots front on Duarte Road with a
frontage of approximately 700 feet, the remaining 2 lots with ,a combined
frontage of 114 feet front on Golden West Avenue.
Property to the south is zoned partially C-2 and partially C-l. East of the
property under consideration Is zoned. C-2 and D. Zon ing west and north is
R-3, as are all of the subject properties.
Except for one vacant lot at the northeast corner of Golden West Avenue and
Duarte Road the subject properties, are wholly developed with residential uses.
Most substanticd of these are two apartment developments which occupy slightly
less than one-third of the total land area. .

ANALYSIS
.
This is not the first time the Planning Commission and City Coun<:;i1 have considered
commercial expansion in the West Arcadia area. The most complete of the various
considerations was the West Arcadia 'Study. Although concentrating on properties
south of Duarte Road between Baldwin Avenue and Golden.West; this study did
consider the total commerciolizotion of'the area. A land use plan was prepared
which did not consider expanding commercial zoning on the north side of Duarte
Road. It was determined both by the Planning Commission and the City Council
that expansion of strip commercia'l zoning was undesirable. Following up on this
decision the Council expanded zoning south of Duarte Road, pro,:dding a concentro-
tion of commercial zoning to allow for normal expansion withsu~fici'''"t area. to meet
todoy's automobile oriented design demands. A full explanation of this concept

In evaluating the applicant's contention thaf,expansion of c mercial zoning in
West Arcadia is necessary the Staff cannot/ind evidence t support this statement
.in the application. At present, there r!;!approximately 23 acres of property zoned
for commercial use that is undeveloped=(' This reservoir of land for commercial use
is in the opinion of Staff, sufficient to"'meet p~oiectedfuture demands for the community
and the trade area beyond our borders. In addition to the vacant land, large amounts
of commercially developed land should be redeveloped and have zoning which will allow
the property to be used much more intensely than that provided in the past. Most
significant'is the increased height allowancewh ich in itself was ,a form of commercial
expansion.
The highest and best use concept as well as the proximity to other commercial-zoning are
not sufficientreasons to grant this change. The highest and best:use concept based upon
the premise that the best use of land is the highest use (most intensive) that it can'be
developed to, freely applied, would leave the city to economic;whims with little'regard
for the environment or quality that citizens in this community demand. Virtually 'hundreds
of individual residential properties in. the city might be developed with service stations,
shopping centers, industrial uses, and others that might be consiaered higher uses. The
City's primary purpose to serve as a quality residential area would be undermined if this
concept governed our development. Many acres of undeveloped and properly 'Iacated
commercial land are ample to serve taday's and future community needs.
RECOMMENDATION
The Planning Department recommends that the application be denied.
