RESOLUTION NO. 609 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE AMENDMENT OF THE ARCADIA MUNICIPAL CODE BY REPEALING SECTION 9266.2.5 THEREOF BY AMENDING SECTIONS 9262.3.1, 9263.3.1 AND 9265.3.1 THEREOF, BY ADDING THERETO NEW SECTIONS 9220.25.1 AND 9220.25.2, AND BY ADDING A NEW TITLE 4 ENTITLED "PARKING REGULATIONS "TO DIVISION 6 OF PART 6 OF CHAPTER 2 OF ARTICLE IX THEREOF. THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALI- FORNIA, DOES DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. That ,on April 13, 1965, the City Planning Co~- mission instituted proceedings for the purpose of holding hearings, receiving evidence, considering and making recommendations concern- ing the amendment of Chapter 2 of Article IX of the Arcadia Munici- pal Code, containing zoning regulations, pursuant to which a public hearing for such purposes was scheduled for Tuesday, May II, 1965, which hearing was then held and was duly continued from time to time, /'/ at all of which times all interested persons were/given full oppor- tunity to be heard and to present evidence. SECTION 2. That as a result of said hearings and based upon evidence and reports received and filed thereat, the City Plan- ning Commission hereby recommends to the City Council of the City of Arcadia that Chapter 2 of Article IX of the Arcadia Municipal Code be amended as hereinafter specified. SECTION 3. That Sec tion 9266.2,.5 thereof be repealed. SECTION 4. That Sections 9262.3.1, 9263.3.1 and 9265.3.1 thereof be amended to read respectively as follows: 9262.3.1. SPACE REQ,UIRED. No less than the number of parking spaces shall be provided and maintained for each of the following uses: USE PARKING SPACE REQ,UIRED 8 spaces per 1000 sq.ft. modified gr.oss floor area 20 spaces per 1000 sq. ft. gross floor area 10 spaces per 1000 sq. ft. gross floor area 8 spaces per 1000 sq.ft. modified gross floor area 5 spaces per 1000 sq.ft. modified gross floor area 5 spaces per 1000 sq. ft. gross floor area Banks Drive-in Restaurants Bars & Other Restaurants 'Offices-Medical & Dental eneral Offices 11 Other Uses -1- 609 . . . 9263.3.1. That new Sections 9220.25.1 and 92~0.25.2 be added, the same to read respectively as follows: 9220.25.1. GROSS FLOOR AREA. Gross floor area shall be the total dimensions on each floor 'as measured from either the inside wall or the outside wall. 9220.25.2. MODIFIED GROSS FLOOR AREA. Modified gross floor area shall be measured, from the inside finish of the permanent build- a Stairs; b Elevator shafts; c Air shafts; d Toilets; e Plumbing shafts f Mechanical and custodial equipment rooms which are used for the maintenance of the building; (g) Closets; (h) Public corridors or lobbies clearly delineated as perma- (i) Balconies. SECTION 6. CHAPTER 2. PART 6. DIVISION 6. TITLE 4. DIVISION AND USE OF LAND ZONING REGULATIONS COMMERCIAL AND INDUSTRIAL ZONES M-l PLANNED INDUSTRIAL DISTRICT PARKING REGULATIONS -2- 609 . . . 9266.4. GENERAL. The regulations set forth in this Title shall apply in the M-l Planned Industrial District unless otherwise provided in this Chapter. 9266.4.1. SPACE REQUIRED. No less than the number of park- ing spaces shall be provided and maintained for each of the following uses,: USE PARKING SPACE REQUIRED Banks 8 spaces per 1000 sq.ft. modified gross floor area Drive-in Restaurants 20 spaces per 1000 sq. ft. gross floor area Bars & Other Restaurants 10 spaces per 1000 sq. ft. gross floor area Offices-Medical & Dental 8 spaces per 1000 sq.ft. modified gross floor area General Offices 5 spaces per 1000 sq.ft. modified gross floor area Permitted COl!m1ercial Uses 5 spaces per 1000 sq. ft. gross floor area Industrial Uses 2 spaces per 1000 sq. ft. gross floor area 9266.4.2. LOCATION. Required parking spaces shall be 10- . . cated on the same lot ,or site, or on a lot or site contigUous thereto, or within five hundred (500) feet of the building or land use which these facilities will serve. When required off-street parking spaces are provided on a separate lot from the main building or land use there shall be recorded in the office of the County Recorder a cove- nant in the form approved by the City Attorney that such owner or owners Will continue to maintain such parking space as long as said building or land use is maintained. 9266.4.3. SETBACKS. Off-street parking facilities shall be permitted in a required rear yard provided that all other parking re- quirements such as ,wells, landscaping and irrigation are complied with. 9266.4.4. DIMENSIONS. Stall Size: Open and covered park- ing stalls shall be not less than eight and one-half' (8t) feet wide and twenty (20) feet long. Aisle Width (00_450): Parking spaces laid at angles through forty-five (45) degrees to the aisles or driveways shall have a one- way aisle or dri vewaJr width of not less than sixteen (16) feet. Aisle Width (460_600): Parking spaces laid at angles from fortY-six (46) degrees through sixty (60) degrees to the aisle or driveway shall have a one-way aisle or driveway width of not less than twenty (20) feet. -3- 609 . . . . Aisle Width (610_900): Parking spaces laid at angles from sixty-one (61) degree~ through ninety (90) degrees to the aisle or driveway shall have an aisle or driveway width of not less than twenty-five (25) feet. Parallel Parking: Parallel parking spaces shall have twenty (20) foot minimum aisles and ten (10) foot by twenty-four (24) foot parking stall size. 9266.4.5. CIRCULATION. Parking areas having more ,than one (1) aisle or driveway shall have painted directional signs pro- vided in each aisle or driveway. No parking space shall be so ar- ranged as to require the moving of any vehicle on the premises in order to enter or leave any other parking space. This provision shall not apply at such times as, attendant parking is provided. 9266.4.6. PAVING. All parking areas shall be paved with a concrete or asphaltic surface to specifications and standards on file in the office of the Department of Public Works. I 9266.4.7. DRAINAGE.' Drainage of a parking area shall meet the approval of the Department of Public Works. Drainage into a street shall be by means of a conduit beneath the parkway. 9266.4.8. MARKING OF SPACES. Each parking space shall be clearly marked with paint or other easily distinguishable material. Either hairpin or single line marking will suffice. 9266.4.9. WHEEL STOPS. Wheel stops Shall be required where a parking space abuts a wall, building or adjacent property line. The wheel steip shall be set a minimum distance of two and ~ one-half (2t) feet from such wall, building or property line and be of concrete.. 9266.4.10. LOADING REQUIREMENTS. On the same land there- with, every building, structure or part thereof, erected or occupied for a permitted use involving the receipt or distribution by vehicles of materials or merchandise incidental to carrying on such activity -4- 609 .. . ~ shall be provided with sufficient space for standing, loading and unloading vehicles 1;0 avoid undue interference with the public use of streets and alleys. Such space shall'be no less than ten (10) feet by twenty-five (25) feet for every ten thousand (10,000) feet of floor area or outdoor storage area with a fourteen (14) foot minimum height clearance, but shall not be a part of any area re- . quired for use as off-street parking stalls. 9266.4.11. ADDITIONS. Structures which are enlarged in area shall provide parking facilities in accordance with the stand- ards set forth herein. 9266.4.12. CHANGES IN USE. Whenever the existing use of a structure or lot is changed to another use, parking facilities shall be provided in accordance with the standards set forth herein. 9266.4.13. MIXED USES. In the event that two (2) or more uses occupy the same building, lot or parcel of land, the total requirements for off-s,treet parking shall be the sum of the require- ments of the various uses computed separately. 9266.4.14. FRACTIONAL PARKING SPACES. When a fractional figure is found as a remainder in computations made to determine the amount of required off-street parking, such fraction shall be construed to be a whole number. 9266.4.15. WALLS. Where parking areas front, side or rear on a street, there shall be a landscaped border of not less than five (5) feet in width on the street side and a solid ornamen- tal masonry wall three (3) feet in height erected between the land- 4It scaped area and the paved parking area. Where such parking areas side or rear directly on a residential zone a solid ornamental masonry wall six (6) feet in height shall be installed on the zone boundary or property line, said wall to be reduced to three (3) feet in height within any corner cutback area and in the front yard of any abutting residential zone. -5- 609 . . . . . . SECTION 7. The Secretary shall certify to the adoption of this resolution and shall cause a copy hereof to be forwarded to the City Council of the City of Arcadia. THE PARKING RATIO In discussing parking ratios; \'Ie have been constantly concerned \'lith what is meant by GROSS SQUARE FOOTAGE and NET SQUARE FOOTAGE. * We 'have found four basic ~Jays to compute the square footage ;n any given building. All of these methods are sound for the particular purpose they serve: 1. GROSS FLOOR AREA - total dimensions on each floor as measured from either the ins ide wall or the outside wall. Thi s is the easi est method to compute, although in our opinion not the most equitable. 2.
