RESOLUTION NO. 608
A RE$OLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE
AMENDMENT OF DIVISION 5 OF P/jRT 7
OF CHAPI'ER 2 OF ARTICLE IX OF THE
ARCADIA MUNICIPAL CODE CONCERNING
CONDITIONAL USES.
THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALI-
FORNIA, DOES DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That on April 13, 1965, the City Planning Com-
mission instituted proceedings for the purpose of holding hearings,
receiving evidence, considering and making recommendations concern-
ing the amendment of Chapter 2 of Article IX of the Arcadia Munici-
. pal Code, containing, zoning regulations, pursuant to which a public
hearing for such purpose was scheduled for Tuesday, May 11, 1965,
Which hearing was then held and was duly continued from time to
time, at all of which times all interested persons were given full
opportunity to be heard and to present evidence.
SECTION 2. That as a result of said hearings and based
upon evidence and rE~ports received and filed thereat, the City Plan-
ning Commission hereby recommends to the City Council of the City
of Arcadia that Division 5 of Part 7 of Chapter 2 of Article IX of
the Arcadia Municipal Code be amended as hereinafter specified.

9275.1.40, 9275.1.41, 9275.1.51, 9275.1.57, 9275.3.1, 9275.3.2,

read respectively as follows:

kindergarten schools conducted in conjunction with an elementary

restrictive commercial or industrial zone.

9275.1.57. UPHOLSTERING, AUTOMOBILE. C-14 or any less

9275.3.1. STATE APPROVAL. At the time application 1s
made for a conditional use permit, written proof shall be submitted
from the State Department of Social Welfare verifying its approval
of site, the use of structures on the site and maximum number of
children for which a license will be issued. Such proof Shall also
be submitted for all subsequent annual license renewals.
9275.3.2. INITIAL AND ANNUAL INSPECTION. The original
conditions of approval shall be established from an on-site inspec-

tion by the Building and Safety Division, the Fire Department, the
Health Department and the Planning Department. Re-inspection of
the premises shall be made at least once a year by each of said de-
partments, and any ,unfavorable report by any of said departments
shall be groundS for institution of proceedings for revocation of
any such conditional use permit.

9275.3.4. BUILDING CODE COMPLIANCE. Prior to initial
use of the premises under any such conditional use permit, all
buildings and structures shall comply with the Arcadia Building
Code.
9275.3.6. PROHIBITED ZONE. No use specified in Section
9275.1.26 shall be permitted in Zones C~M, M-1 or M-2.
9275.3.7. OFF-STREET PARKING. Off-street pa:rking spaces
shall be provided at the location and in the amount specified in
the granting of the conditional use permit. In no event shall
less than one (1) off-street parking space be provided for each
employee regularly employed upon the premises. If any structure
on the premises is used in whole or in part for residential purposes,
4It additional off-street covered parking spaces shall be provided for
each dwelling unit as required by Section 9253.2.9. All driveways
and parking areas shall be improved as required by Title 2 of Divi-
sion 3 of Part 5 of this Chapter.
9275.4.8. SIGNS. Signs shall comply with the following
requirements:

Signs shall contain only such subject matter which

2. The total area of signs on the property shall not
exceed two (2) square feet of sign area for each lineal foot of
property frontage. Corner lots shall use only one side of street
frontage to determine maximum sign area.
3. The maximum height of signs shall not exceed twenty-
five (25) feet.
4. One free standing sign not to exceed an area of 150
. square feet may be permitted.
5. All other signs shall be mounted flat against the
building except those specified on an approved plot plan.
6. No billboards shall be permitted.
7. No attraction boards shall be permitted.
8. No sign shall project more than twelve (12) inches
over public rights-of-way.
For sale or lease signs shall not exceed four (4)

10. No moving sign or signs with any moving parts shall
be permitted. Blinking. flashing. travelling or moving lights or
signs shall not be permitted.
11. Signs shall not cause any glare or reflection or
light on other property or buildings.
12. No banners shall be permitted.
SECTION 5. That new Sections 9275.1.35.1. 9275.1.40.1.
9275.1.52.1. 9275.1.53.1. 9275.1.53.2 and 9275.1.53.3 be added
thereto. the same to read respectively as follows:
9275.1.35.1. SCHOOLS. All schools not elsewhere speci-
fied in this Chapter.
9275.1.40.1. BARS. COCIcrAIL LOUNGES. C-2 or any less

restrictive commercial zone.

9275.1.52.1. MOTOR VEHICLE SALES.

9275.1.53.1. OVERSIZE BUILDINGS. Buildings containing
more than 20.000 square feet of gross floor area in Zone C-O or
any less restrictive commercial zone when not otherwise permitted
in any such respective zone.
9275.1. 53.2. PRIVATE CLUBS. FRATERNITIES. SORORITIES
AND LODGES. Excepting those the chief activity of which is a
service customarily carried on as a business. R-3 and C-O or any
less restrictive commercial or industrial zone.
9275.1.53.3. RESIDENTIAL USES. COMMERCIAL AND INDUS-
TRIAL ZONES. 0-0 or any less restrictive commercial, or industrial

zone.
SECTION 6. The Secretary shall certify to the adoption
of this resolution and shall cause a copy hereof to be forwarded
to the City Council of the City of Arcadia.
