A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, GRANTING A CONDITIONAL
USE PERMIT UPON SPECIFIED CONDITIONS
FOR THE REMODELING OF AN EXISTING
SERVICE STATION ON PROPERTY LOCATED
AT 348 EAST FOOTHILL BOULEVARD IN
SAID CITY, AND RECOMMENDING THE WAIVER
OF CERTAIN MUNICIPAL CODE REQUIREMENTS.
WHEREAS, there was filed with this Commission on the 31st
day of October, 1966, the appi1cation of Harbor Service Station, Inc.,
for a conditional use permit for the purpose of remodeling an exist-
ing service station located on property at 348 East Foothill Boulevard
in the City of Arcadia, County of Los Angeles, State of california,
... more specifically described as follows:
Lots I, 2 and 3, Block "A" of Tract No, 7233, per
map recorded in Book 93, pages 41 and 42, of Maps,
in the office of the County Recorder of said!County;
and,
WHEREAS" a public hearing was duly held on said matter by
and before this Commission on the 22nd day of November, 1966, at
which time all interested persons were given full opportunity to be
heard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF
ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That subject property is ,in Zone C-2. All
four corners of the intersection are commercially zoned and used for
... that purpose. The ~roperty fronting Foothill Boulevard in Arcadia
to the west is zoned C-2, other properties north and south are zoned
R-l. That upon subject site now ~xists a service station building
proposed to be remodeled and a small office building, proposed to be
removed and a new drive approach indicated. That applicant proposes

that an existing two-story building with two residential units over
ground floor garages will remain. That the granting of a conditional
use permit as hereinafter provided w~ll not be detrimental to the
public heal th or welfare or injurious to the property or improve-
ments in such zone or vicinity. That the location and zoning of the
service station are proper under the terms of conditional use permits.
That the site abuts Foothill Boulevard which is adequate in width and
pavement type to carry the kind of traffic generated by the proposed
use. That the granting of a conditional use permit as ,hereinafter
provided will not adversely affect the comprehensive general plan.
SECTION 2. That for the foregoing reasons" this Commission
hereby grants a conditional use permit for the remodeling of an
exist~ng service station on the above-described property subject to
compliance with all applicable regulations of the Arcadia Municipal
Code except such portions of Section 9275.4.11 and 9275.4.16 as may
be waived by the City Council and upon the fol~owing additional con-
ditions:
1. A corner cutoff based on a 15 foot property line radius
shall be dedicated to the City.
2. Detailed plans showing existing and proposed finished
surface elevations and proposed drainage shall be submitted.
3. One 20,000 lumen street light shall be installed at
West property line on Foothill Boulevard.
4. City Standard tree wells shall be installed on Foothill
Boulevard and Fifth Avenue.
5. Existing curb, gutter, sidewalks and driveway aprons
not reconstructed shall be repaired where necessary to the satisfac-
tion of the Department of Public Works.
6. All utilities shall be installed underground.

7. All surface drainage shall be picked up by catch
basins and piped to street through curb face.
8. Working drawing elevations shall be submitted and
approved by the Planning Department.
9. The :t;wo-story residential structure shall be removed
and a wall adjacent to the alley constructed ina manner approved
by the Planning Department.
10. The easterly concrete approach on Foothill Boulevard
shall be relocated to provide additional distance from the inter-
section and to comply with the planting requirements.

SECTION 3. This Commission further recommends to the
Arcadia City Council that the provisions of Section 9275.4.11 of the
Arcadia Municipal Code, paragraph 1, paragraph 2 with respect to
Fifth Avenue, and paragraph 3 with respect to the southerly property
line, and Section 9275.4.16 thereof to the extent necessary to allow
oil dispensers, windshield cleaning accessories and cash boxes on

the pump'islands, be waived for the reason that the strict adherence
to said Sections would work a hardship and not secure the appropriate
development of the site.

SECTION 4. The Secretary shall certify to the adoption of
this resolution and shall cause a copy to be ,forwarded to the City
Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Planning Commission held on the 13th
day of December, 1966, by the following vote:

In the interest of expediting the situation, Planning
Commission Resolution No. 605 was presented in rough draft form
and adopted last night. Information therein was extracted from
the report of the Planning Department. It may be that the language
in the report is not completely. acceptable for use in the resolution
particularly with respect to the conditional use sections to be
waived, If this res,olution is to go to the City Council by Thursday
of this week, it will be necessary that we receive today the follow-
ing information:
1. Were any of the conditions recommended by you
in your report of November 22, 1966 in any way
modified, eliminated or added to by the Commis-
sion?
2. What is the acceptable wording with respect to
the provisions to be waived and the Code sections
involved in such waiver?
Your help will be appreciated as we can proceed no further
until we receive your answer.

SOUTHWEST CORNER OF FOOTHILL BOULEVARD AND FIFTH AVENUE
This application is filed in the narne of Harbor Service Station, Inc., for the purpose
of remodeling an existing serviCe station at 348 East Foothill Boulevard.
The subject property is in Zone C-2. All four corners of the intersection are
commercially zoned and used for that purpose. The property fronting Foothill
Boulevard in Arcadia to thewest is zoned C-2, other properties north and south
are zoned R-l.
EXISTING AND PROPOSED DEVELOPMENT
ANALYSIS
Upon the subject site there now exists a service station building, a small office
building, and a two-story building with two residential units over ground floor
garages. The two-story structure is proposed to remain and the service station
building will be remodeled. Removal of the small office building is proposed
and a new drive approach indicated. It should be noted that the residential
uses are non-conforming and. not permitted in Zone C-2.
The Planning Department has' encouraged redevelopment and remodeling of existing
service station properties.
Lo,cation and zoning of the station are proper under the terms of Conditional Use
Permits. Application of the code requirements and conditions as specified below
will harmoniously adjust the use to the area and community. A waiver of some
requirements is suggested where such requirements would work a hardship and not
secure the appropriate development of the site.
