RESOLUTION NO. 597 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE RECLASSIFICATION OF PROPERTY LOCATED AT 2612 SOUTH BALDWIN AVENUE IN SAID CITY FROM ZONE R-l TO ZONE C-O UPON SPECIFIED CONDITIONS. . WHEREAS, there was filed with this Conunissi.on on August 8, 1966, the application of Ralph D. Stogsdill, as owner, for a change of ~one from Zone R-l to Zone c-o on property known as 2612 South Baldwin Avenue in the City of Arcadia, County of Los Angeles, State of California, more specifically described as follows: Lot 2, Tract No. 6641, except the westerly 17 feet thereof, as recorded in Book 126, page 67, of Maps in the office of the County Record.er of said C01,.lnty; and, WHEREAS, after due notice as required by the Zoning Ordi- nance of said City, a public hearing was duly held on said applica- tion by and before this Commission on August 23, 1966, at which time all interested persons were given full opportunity to pe heard and to present evidence; NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, DOES DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. That subject property is in Zone R-l and developed with an older single-family residence. That properties to the east and north are in Zone R-l and developed with single-family . res:tdences. That property to the southeast and south are in Zone C-2 and D and developed with a service station, real estate office., gen- eral offices, single-family residences and a home for the aged deaf. That properties to the west are in Zone C-2and developed with com- mercial uses; that properties to the northwest are in Zone R-3. -1- 597 ,.,,0 . . . That subject property will be developed as a buffer. between the two uses on either side. . SECTION 2; That the reclassification of subject property to Zone C-O as requested and its development and use for the pur- poses permitted by such Zone will afford a very desirable buffer and transition between the single-family residential property on the north and the heavy commercial zoning on the south. That the public necessi~y, convenience and general welfare and good zoning practice justify, and this Conunission hereby recommends to the City Council of the City of Arcadia that the above-described property be reclassi- fied from Zone R-l to Zone C-O, upon the following conditions: That the zone change hereby recommended should not become effective until the submission to and approval by the "Planning Com- mission of final plans substantially in accordance with the prelimi- nary plans heretofore submitted for the property; nor shall such recommended zoning become effective until the City Council shall have acted upon the amendments to the regulations ,applicable. in Zone C-O as may have been therefore recommended by the City ~lanning Com- mission unless the final plans conform to the C-O regulations as thus reconunended by the Planning Conunission,. except the required side yard if the side yard presently required be reduced as a re- sult of appropriate proceedings. Such plans shall show the removal of the existing driveway apron, the construction of a new driveway apron meeting the requirements and approval of the Department of Public Works, the driveway to bea minimum distance of three feet- from the power pole existing on the north property line, a six foot block wall on the. northerly and easterly lines of subject property but reduced to a height of three feet from the ~ront property line to a point opposite the front building line of the residential prop- erty to the north, and underground utility facilities installed in a manner approved by the Director of Public Works. . -2- 597 ," . . . August 23, 1966 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: ZONE CHANGE APPLlCA TION - Z-66-2 - 2612 SOUTH BALDWIN AVENUE APPLlCA nON This application is filed in the name of Ralph D. Stogsdill, requesting a Zone Change on property commonly known as 2612 South Baldwin Avenue, from Zone R-l to Zone C-O. SUBJECT PROPERTY, SURROUNDING LAND USE AND ZONING. . The subject property is in Zone_!,&;,l and developed with an older single-fomily residence. The property to the north is in Zone R-) and developed with single- family residences. Recently a lot.splitwas granted to the adjacent northerly lot. Two new single-family residences are now under construction. The property to the east is in Zone R-l and is olso developed with single-family residences. Southeast and south the properties are in Zone C-2 and D, and developed with a service station, real estate office, general offices, single-family residences and the home for the aged deaf. The properties to the west are in Zone C-2 and developed with commercial uses. Northwest, the properties are in Zone R-3. BACKGROUND There are two recent events which should be. weighed in considering this application. One, the R-l lot at the southeast corner of Woodruff and Baldwin Avenues, and immediately next to the subject property was granted a lot split. Since. the old house which formerly faced Baldwin Avenue has been removed and in its stead two new houses facing Woodruff Avenue have been constructed.. The rear yard line of these properties is the side yard line of the subject property. Two, the property immediately south and next to the subject property has a plan (which has been approved) proposing to develop it with a one-story retail commercial building. This building will be set 5 feet from the south property line of the subject site. . - 1 - , ~ . . . .. . Z-66-2 August 23, 1966 Page Two ANALYSIS Based on these two development decisions, it appears that the subject property should be developed as a buffer between the two uses on either side. The one- story office building built next to the comme~cial building and at least 25 feet from the rear lot lines of the residential lots offers a transition between the two uses. The landscaped strips on the north and east property lines should effectively buffer .this property from the R-l uses. RECOMMENDA TION The Planning Department recommends the application be approved, subject to the following conditions: 1. The Zone change not to become effective until final plans substantially in compl iance with the approved prel iminary plans are approved by the Planning Commission. 2. The building and site development shall comply with the regulations recently approved by the Planning Commission to govern Zone C-O. 3. Remove the existing driveway apron. 4. Construct full parkway width concrete sidewalk. 5. A new driveway apron shall be constructed to meet the requirements and approval of the Department of Public Works. A minimum distance of 3 feet shall be maintained from any driveway and the existing power pole on the north property line. 6.
