HomeMy WebLinkAboutItem 08a - Appointment to the Recreation and Parks Commission DATE: November 21, 2023 TO: Honorable Mayor and City Council FROM: Dominic Lazzaretto, City Manager By: Linda Rodriguez, Assistant City Clerk SUBJECT: APPOINTMENT TO THE RECREATION AND PARKS COMMISSION CEQA: Not a Project Recommendation: Make Appointment to Fill Unexpired Term SUMMARY At the City Council Meeting on June 16, 2020, the City Council re-appointed Steve Swinney to serve on the Recreation and Parks Commission for a second four-year term, which expires June 30, 2024. On September 14, 2023, the City Clerk’s Office received the attached resignation letter from Mr. Swinney. This agenda item will enable the City Council to take action to fill the vacancy on the Recreation and Parks Commission from the attached applications. BACKGROUND At the City Council Meeting on October 3, 2023, the City Council voted 4-1 to allow additional time to advertise and reopen the public application process to fill the unexpired term on the Recreation and Parks Commission, with the intent of offering a 30-day application period. The vacancy notice was advertised on the City’s social media accounts, the City’s website, noticed at three public locations, and published in the Arcadia Weekly on October 9, and October 16, 2023. The deadline for submitting applications was the close of business on Thursday, November 2, 2023. The City Clerk’s Office received one application during the 30-day application process, in addition to the existing applications that remained on file from the Spring 2023 Board and Commission Recruitment process, who indicated a continued interest in serving on this Commission. DISCUSSION Due to the resignation of Mr. Swinney, it is recommended that the City Council make an appointment to the Recreation and Parks Commission from the list of attached resumes. To facilitate the City Council’s appointment to the Recreation and Parks Commission, the following documents are attached: Appointment to Recreation and Parks Commission November 21, 2023 Page 2 of 2 • Resignation Letter of Steve Swinney • Citizen Service Resumes (in alphabetical order). Applicants have been verified as residents and registered voters of Arcadia. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT There is no fiscal impact resulting from the City Council appointing a new member of the Recreation and Parks Commission. RECOMMENDATION It is recommended that the City Council determine this action does not constitute a project under the California Environmental Quality Act (“CEQA”); and make an appointment to the Recreation and Parks Commission to fill a vacancy, with a term expiring June 30, 2024.
