Lot coverage 32$%. FAR 35%. 3,413 SF. First Floor 2,494 Second floor 949 SF. --------------------------------------------------------------------------------------------------------------- FINDINGS The proposed project IS NOT consistent with the Site Planning Principles and Neighborhood Context Guidelines. Cabrillo Rd. forms the east side around Hugo Reid School. All homes with a Cabrillo address have a 100% pattern of r single story and evidence a a 100% pattern of Minimal Traditional style identified by the historic survey done by the City of Arcadia. Architecture is uncomplicated and has no tacked on forms and feature low pitch rooflines. The wider neighborhood is almost totally single story. See Chart A below. It was discovered that the second story had uncounted space. If counted the project exceeds the allowable FAR. Area “not counted “ towards the FAR The size and design of the proposed project is not compatible with the neighborhood. This neighborhood has a clear pattern of single story (100%) with simple architecture (100%)The proposed project does not reinforce and respect the strong patterns of Cabrillo Rd. Sideyard setbacks are minimum FORMS AND MASS ARE NOT CONSISTENT WITH THE GUIDELINES. The proposed project has vertical building elements (large gables and porch columns) that emphasize mass ans scale. Steep 6:`12 roof pitches also add to mass and scale. Second story massing is located more to the front of the building envelop to preserve the backyard space. The height and bulk does not respect the neighboring properties. FRONTAGE CONDITIONS ARE NOT CONSISTENT WITH THE GUIDELINES The proposed project is significantly higher and has greater bulk than the adjacent neighbors and to all homes on the entire street. GARAGE AND DRIVEWAYS ARE NOT CONSISTENT WITH THE GUIDELINES\ By code it is required to setback the garage from the front façade. The proposed garage is not set back enough to make a visual difference. It also serves as a pad to build the second story uncounted area. The driveway should be narrowed as it gets closer to the street. This narrows the width of the curb cut and provides more landscaping to the non garage area of the site. ARCHITECTURAL STYLES ARE NOT CONSISTENT WITH THE GUIDELINES The applicant presented the style as “Ranch”. Ranch style would be good in this neighborhood if it had the ranch features: Simple horizontal massing, low slope roof, one story, without gables, The proposed project features none and has no distinct architectural style. HEIGHT, BULK AND SCALE ARE NOT CONSISTENT WITH THE GUIDELINES The proposed project has complicated and busy massing that emphasizes the scale. Especially complicated is the south elevation. The south and north elevations are not consistent in style with each other. The size and bulk does not complement the neighborhood. ROOFLINES ARE NOT CONSISTENT WITH THE GUIDELINES Pitches are not consistent or compatible with the neighborhood. The simple roof forms found in the neighborhood should be incorporated in the design. Multiple pitches are discouraged. The proposed project features 6:12 and 3:12 pitches. ENTRIES ARE CONSISTENT WITH THE GUIDELINES. WINDOWS AND DOORS ARE CONSISTENT WITH THE GUIDELINES ARTICULATION IS NOT CONSISTENT WITH THE GUIDELINES The setbacks (except for the back) are minimal. Little free and open space is provided within the building envelop. Changes in plane are shallow and provode little visual relief. FAÇADE TREATMENT IS NOT CONSISTENT WITH THE GUIDELINES The south and north facades are not consistent in style with each other. Neither is typical of Ranch style. The project is too complicated and busy for the neighborhood and style. COLOR AND MATERIALS IS CONSISTENT EITH THE GUIDELINES. The color needs to look clearly earth tone. If too white it will emphasize the mass and scle. FENCES, WALLS, GATES AND HEDGES APPEAR TO BE CONSISTENT WITH THE GUIDELINES. IMPERIOUS COVERGAES AND LANDSCAPE AREAS IS NOT CONSISTEMT WITH THE GUIDELINES The driveway could be narrowed towards the street. The planting sizes were brought up as too small. ACTION Pursuant to Development Code the HOA and ARB may only approve projects that are consistent with the Design Guidelines. Based on the findings in this report the proposed project was DENIED. Date of ARB meeting 11-8-2023 Ayes (to deny). 5 Noes 0 You are hereby advised that appeals from the ARB’s decision shall be made to the Planning Commission. You may be limited to raising only those issues and objections, which you or anyone else raises at or prior to the time of the Public Hearing. Appeals of the decision to the Planning Commission may be made in writing and delivered to Planning Services at 240 W. Huntington Drive, Arcadia, CA 91007 within 14 calendar days of the decision accompanied by a complete application packet and 12 sets of architectural plans and the appeal fee in accordance with the applicable fee schedule.
