Property Owner(s) Name: Tiffany Cao Project Description: Demolish an existing one story single family residence (SFR) and construct a new 5,385 square foot (SF) one- story SFD with a 740 SF attached three car garages on a 19,625 SF lot. The plan includes landscaping improvements to the front and rear yard. FINDINGS Only check those that are apply and provide a written explanation for each The proposed project is consistent with the Site Planning Principles and Neighborhood Context Guidelines. Explanation: The building footprint is within required setbacks and considers potential privacy issues of neighbors. The proposed project is consistent with the Forms and Mass Guidelines. Explanation: The building mass is consistent with other homes on the block. A proposed second story was removed to create a more varied streetscape. The proposed project is consistent with the Frontage Conditions Guidelines. Explanation: Is compatible with the existing on-site relationship to the street. The proposed project is consistent with the Garages and Driveways Guidelines. Explanation: The attached one car and two car garages was turned so that the garage doors would not front on the street. The proposed project is consistent with the Architectural Styles Guidelines. Explanation: Has a clear and distinctive architectural style that is consistently applied throughout the design. Explanation: The second story was removed and overall height was reduced. The highest portion of the house is in rear helping to reduce the bulk and scale of the building. The proposed project is consistent with the Roofline Guidelines. Explanation: The roof plans including overhang, color, and material are consistent with the chosen architectural style. The proposed project is consistent with the Entries Guidelines. Explanation: The front porch provides an inviting entrance The proposed project is consistent with the Windows and Doors Guidelines. Explanation: The building facades are well articulated with window and door types complementary of the architectural style. The proposed project is consistent with the Articulation Guidelines. Explanation: The design avoids large expanses of wall plane. The proposed project is consistent with the Facade Details Guidelines. Explanation: Façade details consistently applied. The proposed project is consistent with the Colors and Materials Guidelines. Explanation: The design utilizes quality materials. Explanation: Lighting fixtures are consistent with the architectural style. Light fixtures were positioned to limit spillover light on neighboring properties The proposed project  is,  is not consistent with the Additions, Alterations, and Accessory Buildings/Structures Guidelines. Explanation: NA The proposed project is consistent with the Fences, Walls, Gates, and Hedges Guidelines. Explanation: Additional CMU block wall was added to match existing wall along rear property line. Much of the existing hedges along the north and south property lines will be preserved. The proposed project is consistent with the Impervious Coverage and Landscape Areas Guidelines. Explanation: The plan was revised to reduce the amount of hardscape in the front yard ACTION Pursuant to City’s Development Code Section 9107.20.050, a Site Plan and Design Review in the Homeowners Association Areas may be approved only if it is found that the proposed development is consistent with the City’s adopted Design Guidelines. X APPROVED  CONDITIONALLY APPROVED  DENIED Date of ARB Meeting: NOVEMBER 16, 2023 ARB Members Rendering the Above Decision: AYES: Eriksson, Fricke, Medeiros and Pappas NOES: Ranch Santa Anita Residents’ Association ARCHITECTURAL REVIEW BOARD Findings and Action Report -4- ABSENT: Conditions of Approval: Final materials and colors shall be reviewed and signed off by ARB Chair. Reason for Denial: There is a ten (10) day appeal period for this application. To file an appeal, a completed Appeal Application form must be submitted to the City’s Planning Division along with a $600.00 appeal fee by 5:30 p.m. on November 27, 2023. You will be notified if an appeal is filed. Approved designs shall expire in one year (November 17, 2024) from the effective date unless plans are submitted to Building Services for plan-check, a building permit is issued and the construction is diligently pursued, a certificate of occupancy has been issued, or the approval is renewed. The final plans must be consistent with the approved design concept plans and any conditions of approval. Any inconsistency from the approved design concept plans may preclude the issuance of a building permit. An extension may be granted by the ARB or designee, or the Review Authority that approved the project for a maximum period of one (1) year from the initial expiration date. An extension can only be granted if the required findings can be made. Please note that acceptance of an extension request does not indicate approval of an extension.
