RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, NOVEMBER 8, 2023 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:02pm. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Chairperson Cheung — No Report Vice -Chairperson Vanni — No Report Commissioner Chu — No Report Commissioner Mediana — No Report REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Verlato reported an additional 23 license plate readers have been installed throughout the City for a total of 43 . Mayor Verlato reported an additional 20 license plate readers will be added each year for the next four years. Mayor Verlato reported the Zero Bail Policy is still being opposed by the City. Mayor Verlato reported the City is considering working with the organization LA Found. The organization provides free, radio frequency -based bracelets for people at risk of getting lost. The radio frequency would be turned on when a person is reported missing and give first responders a greater chance of locating the missing person quickly and safely. Mayor Verlato reported Shop and Dine Arcadia is taking place during the month of November. Mayor Verlato reported the Merry and Bright shopping incentive is taking place this Holiday season during the month of December. 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of October 11, 2023. It was moved by Commissioner Chu, seconded by Chairperson Cheung, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report from Public Works Services Department I. Project Updates Deputy Director of Public Works (DDPWS) Carmen Masud reported a Community Cleanup Event took place on November 4, 2023, at the Arcadia Public Library with the Arcadia Beautiful Commission and volunteers from the community. DDPWS Masud reported a debris removal project for Wilderness Park is being written up by the California Office of Emergency Services (CAL OES). This project will take place after Los Angeles County completes debris removal from the Santa Anita Dam and necessary road repairs entering the park. DDPWS Masud reported the required preliminary paperwork for the contractor to begin work on the Newcastle Park Renovation Project is in process. Once the paperwork is complete the project will begin. b. Report from Recreation and Community Services Department Monthly Reports Deputy Director Recreation Community Services (DDRCS) Candice Cheung reported on October senior programs and activities. DDRCS Cheung reported the billiard room had 432 participants. DDRCS Cheung reported Mahjong had 101 participants with Mahjong with the Mayor the highlight of the month for the players. DDRCS Cheung reported 106 seniors attended the various October seminars. DDRCS Cheung reported the Community Craft Fair took place on October 21, with 46 craft booths and over 600 visitors and shoppers. DDRCS Cheung reported on several recreation programs beginning with Kid's Night Out with 35 children enjoying the Monster Mash themed evening. DDRCS Cheung reported the Arcadia Downtown Improvement Association hosted the Halloween Haunting event on Friday, October 27, with over 6,500 individuals attending. The Arcadia Recreation and Community Services Department participated by bringing several game and activity booths for the community to enjoy. DDRCS Cheung reported on several upcoming community events and programs. DDRCS Cheung reported during the months of November and December, the Recreation Department office is a pickup location for the free Compost Pail distribution the Public Works Services Department is providing for residents. DDRCS Cheung reported the free Snow Festival will take place on December 2 at the Community Center. DDRCS Cheung reported the Annual Tree Lighting Ceremony will take place on December 7 at the Arcadia Transit Plaza. DDRCS Cheung reported there will be a free Clippers Basketball Clinic held on Saturday, December 9 for youth. Financial Statements DDRCS Cheung reported the Fiscal Year 2023/24 September percentage for expenditures is approximately 23% with revenue at approximately 33%. DDRCS Cheung reported the Parks and Recreation Facilities Fund will begin to see movement once the Newcastle Park Renovation project begins. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 477 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available for seniors the second Check Tuesday of the month, from 10-1lam in the Community Center. 11 Bridge is available on Wednesdays from 10am-1 pm. Card Bridge games help improve memory and cognition, enhance motor 88 skills, and promote socialization. Chess is available Thursdays from 9:30-11:30am. The game of Chess Club chess can help increase creativity, critical thinking skills, improve 6 concentration, and improve reading skills. Exercise plays a vital role in health and contributes to bone Classes density improvement, increased muscle strength, flexibility, and can also reduce stress. Some classes offered are line dance, 1,795 cardio plus, art, chair yoga, and Zumba. Coffee with the On the third Tuesday of the month, seniors listen and chat with Mayor the Mayor about City issues and topics of personal interest. 36 The gift shop provides a venue for senior crafters to sell their 127 Visitors Gift Shop creations and allows the community to purchase one -of -a -kind Monthly Revenue items at a great price. $355 Information & This program assists seniors and their families with issues that 12 Referral Intakes affect their quality of life by providing information and referral that address their daily living concerns. The Lions Sight program is offered in conjunction with the Lions Arcadia Lions Club. The program offers low-income seniors free Sight vision care. Prospective clients are screened by senior services 1 staff who make the necessary arrangements for the service. Legal The Neighborhood Legal Services of Los Angeles Organization Assistance is available once a month at the Community Center to provide 4 seniors with legal insight. Mahjong is a game of Chinese origin usually played by four Mahjong people with 144 tiles that are drawn and discarded until a player 32 secures a winning hand. Mahjong meets every Friday at 1 pm. Monday The Monday Dance is held the first, third, and fifth Monday of Dance every month. This program provides a good element for senior 173 participants and has a good ratio of male and female dancers. Monthly Dial A Ride bus passes are sold at the Community Center and Bus Pass can also be mailed to seniors. Bus passes are $5 per month. 13 A nutritious meal is provided Monday -Friday. Seniors get to Senior Meals socialize as well as hear about upcoming events and activities. 1,625 Program g Occasionally, short informational talks are provided on assorted Average/Day 77 topics or light entertainment is enjoyed. For many seniors this is the only hot meal they have daily. Free seminars on diverse topics are available each month. The Senior following topics were presented in November: Dentistry seminar, Seminars Balance Scale Demo, Veteran Benefit seminar, AARP Smart 67 Driver Course, Hearing Screening, Mental Health Presentation, and a Registration seminar. Sing Along with Sing along meets Wednesdays from 1-3pm. James plays his James Iranfar guitar and sings with a group of seniors for fun and socialization. 111 Table Table Tennis is available Monday -Friday, from 8am-4pm. Tennis Seniors can drop in and play to gain exercise and socialization. 177 Equipment is provided at the front desk. Taste the Town is a monthly program where each month Taste the Town participants meet up at different restaurants, have lunch, and 26 socialize. The November Taste the Town was at Villa Catrina on November 16. Tech Talk is provided for seniors who need assistance with their Tech Talk electronic devices. Volunteens are available the third Friday of 4 the month from 4-5pm to assist with their questions and devices. Weekly New movie releases or classic movies are shown on a theater Movie size screen every Wednesday for free. 54 You've Got a This program provides a weekly phone call to individuals who Friend live alone, feel lonely, or need someone to check in on them. 1 New friends are made, and great conversations are enjoyed. On Thursday, November 9, 121 seniors came to the Community Center to honor those who served in the military. Arcadia Veteran's Day Veterans received a lawn sign provided by the City, a gift box Luncheon provided by Operation Gratitude, and flowers donated by 121 Breeder's Cup. Several local VFW/American Legion representatives were in attendance. On Wednesday, November 22, 100 seniors attended the Thanksgiving Thanksgiving Feast. The event included a hot traditional Feast Thanksgiving meal and raffle prizes. An elegant classical music 100 duo played to everyone's delight. Every year, meals are served by the Arcadia Fire Department. Arcadia Travelers Club Support services include registering members for trips, signing up new members, and managing the club's correspondence. A monthly club meeting is held each month to discuss future trips and provide a social gathering. Meeting: 72 Passes Sold: 83 Passengers: 115 Total: 270 Cumulative total for senior services 5,331 Connection Total number of monthly newsletters distributed this month. 1,300 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services is listed below. PROGRAM DESCRIPTION ATTENDANCE Playoffs took place for the 28 adult basketball teams in the fall Adult Basketball league. There are 28 adult basketball teams participating in the fall 594 league at the Dana Gym on Sundays from 8am to 10 m. The After School Playground Program is a free drop -in program for BS 832 youth in grades K-5. The program operates Monday through Friday CG 347 Afterschool from school dismissal to 4:30pm. The program began on August HA 456 Program 21, 2023, and will go through May 31, 2024. Six elementary school HO 810 playgrounds provide a variety of activities including board games, HR 600 crafts, and outdoor games to keep participants safely engaged and LW 260 entertained. Total 3,305 Girls Youth Girls Youth Volleyball is offered each fall through the after -school Div. A - 27 Volleyball program. Three All -Star teams participated in an end of season Div. B - 30 tournament in November. Div. C - 30 Total 87 Kids' Night Out took place on November 17 at the Arcadia Kid's Night Out Community Center. Participants took part in a "Turkey Harvest" 20 themed evening. Parents enjoyed a night out while their kids had dinner, made a fall craft, played games, and watched a movie. Fall Camp took place Monday, November 20 through Wednesday Youth Fall Camp November 22 from 8am-6p in the Dana Gym. Participants enjoyed 167 fall themed games and activities leading up to the Thanksgiving holiday. The Volunteen Program provides teens with valuable volunteer Volunteen experiences to help prepare them for college and future jobs. 24 Volunteens Program During the month of November, a total of 112 hours were 112 hours volunteered. Community Examples of classes offered at this location include exercise Center Classes classes, karate, cooking, chess, table tennis, yoga, lip reading, 1,107 painting, and line dancing. Dana Gym Examples of classes offered at this location include exercise Classes classes, youth basketball classes, volleyball, and badminton. 674 MEC Classes Examples of classes offered at this location include guzheng, 225 karate, tai chi, and line dancing. Merit Badge Merit Badge classes are offered both virtually and in person to Classes Scouts to earn badges that help them reach the goal of Eagle Scout 16 rank.
