FOR THE SEWER MAIN REPLACEMENT PROGRAM AS COMPLETE CEQA: Exempt Recommendation: Approve SUMMARY On March 7, 2023, the City Council approved a contract with Kordich Construction, Inc. in the amount of $570,650 for the Sewer Main Replacement Program. The terms and conditions of this project have been complied with and the work has been performed to the satisfaction of the Project Manager for a total project cost of $507,200. This amount reflects the original contract amount of $570,650 minus contract change orders totaling $63,450, or 11.1% less than the original contract amount. It is recommended that the City Council accept all work performed by Kordich Construction, Inc. for the Sewer Main Replacement Program as complete, and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $25,360. BACKGROUND In 2006, the State Water Resources Control Board adopted the Waste Discharge Requirement Program for all publicly owned sanitary sewer collection systems in California with more than one mile of sewer pipeline. Under this program, the City was required to prepare and implement a Sewer System Management Plan (“SSMP”). The SSMP identifies routine preventative operation and maintenance activities that assist the City in achieving a goal of zero sewer system overflows. This is achieved through annual inspections, routine cleaning of the sewer pipes, repair of broken pipes, and replacement of pipes flowing above their design capacity. Accept Sewer Main Replacement Program January 16, 2024 Page 2 of 3 The City of Arcadia’s 2022 Sewer Master Plan study identified sections of sanitary sewer pipe on Santa Anita Avenue as inadequate in accommodating high demand flows and at-risk of experiencing sewer overflows. As a result, the existing sewer pipe along Santa Anita Avenue, between Palm Drive and Live Oak Avenue, was scheduled to be replaced. DISCUSSION On March 7, 2023, the City Council approved a contract with Kordich Construction, Inc. for the Sewer Main Replacement Program. The work performed included replacement of the existing 8-inch sewer pipe with a 10-inch sewer pipe, along Santa Anita Avenue between Live Oak Avenue and Palm Drive. The project was completed with a method called pipe bursting, a process that eliminated the need to cut a long trench in the street, helping minimize traffic impacts and disruption to businesses and residents along Santa Anita Avenue. During the course of work, the City received credits for reductions in quantities of material needed to complete the project. Below is a breakdown of total contract change orders. CCO Description Amount 1. Deleted (7 EA) – Locate and Reconnect Existing Sewer Laterals ($70,000) 2. Added (1 EA) – Repair Manhole Walls and Channel Affected by Pipe Bursting $10,000 3. Deleted (23 LF) – Pipe Burst 8” Pipe to 10” HDPE DR 17 Pipe ($3,450) Total ($63,450) The change orders listed reduced the overall contract amount by $63,450, or 11.1% less than the original contract amount. All terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Manager. Kordich Construction, Inc. completed the work as defined in the project plans and specifications in an efficient and timely manner. FISCAL IMPACT Funds in the amount of $750,000 have been budgeted for the Sewer Main Replacement Program, in the FY 2022-23 Capital Improvement Program. The total construction cost for this project is $507,200. The total cost reflects the original contract amount of $570,650 minus change orders totaling $63,450, or 11.1% less than the original contract amount. Accept Sewer Main Replacement Program January 16, 2024 Page 3 of 3 ENVIRONMENTAL ANALYSIS This project involved the replacement and minor alteration of an existing utility system with no expansion of the system and, therefore, qualifies as a Class 2 categorical exemption per Section 15302(2) of the California Environmental Quality Act (“CEQA”). RECOMMENDATION It is recommended that the City Council determine this project constitutes a Class 2 categorical exemption under the California Environmental Quality Act (“CEQA”); and accept all work performed by Kordich Construction, Inc. for the Sewer Main Replacement Program as complete; and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $25,360.
