AVENUE, AS COMPLETE

SUMMARY
On October 18, 2022, the City Council awarded a contract to Select Electric, Inc. in the
amount of $248,985, plus a 10% contingency, for traffic signal improvements at the three
intersections of Colorado Boulevard and Baldwin Avenue, Colorado Boulevard and
Colorado Place, and Colorado Boulevard and First Avenue. There were three change
orders on the project, which collectively added $16,582.08, or 6.66%, to the contract
amount. With the adjustment for change orders, the final contract amount is $265,567.08,
which is within the project’s authorized budget.
The terms and conditions of this project have been complied with and the required work
has been performed to the satisfaction of City staff. It is recommended that the City
Council accept the project as complete and authorize the final retention payment in
accordance with the contract documents.
BACKGROUND
The City plans to improve the Colorado Boulevard corridor for all modes of transportation
through the upcoming Colorado Complete Streets project. This comprehensive project
plans to address mobility challenges and provide solutions to enhance pedestrian,
bicyclist, and vehicular safety and efficiency.

To begin the preparation work for this work, traffic signal improvements were separated
into the Colorado Complete Streets Traffic Signal Improvements Project (the “Project”),
which included upgrades to the intersections of Colorado Boulevard and Baldwin Avenue,
Colorado Boulevard and Colorado Place, and Colorado Boulevard and First Avenue.
The Project included the installation of new traffic signal equipment and wiring,
adjustments to signal phasing/timing, including the implementation of flashing yellow
arrows (“FYA”) in the westbound direction at Colorado Boulevard and Baldwin Avenue,
and construction of traffic loops for advanced vehicle detection, to improve the overall
efficiency of the three intersections.
Additional work included the removal and replacement of street name signs to reflect the
recent street name change from Colorado Street to Colorado Boulevard, approved by the
City Council on October 17, 2023.
DISCUSSION
The construction of the project began in March 2023 and was completed in January 2024.
The project was delayed two separate times for several months due to lengthy lead times
for the acquisition of materials. The project has now been completed to the City’s
satisfaction.
The project included three change orders, each of which is described below.
• Change Order #1 included investigation work at all three intersections to confirm
damaged conduit runs that were deemed unusable by the contractor and to pull
new traffic signal conductors as proposed per the plan.
• Change Order #2 included time and materials spent to pull traffic signal wiring out
of existing conduit to clear space for new traffic signal wiring at the Colorado
Boulevard and Baldwin Avenue bridge.
• Change Order #3 included the construction of additional traffic loops for advanced
vehicle detection at the intersection of Colorado Boulevard and Colorado Place.
As shown in the table below, these change orders brought the final construction total to
$265,567.08, which is within the approved 10% contingency for the project.

ENVIRONMENTAL ANALYSIS
This project is categorically exempt pursuant to the California Environmental Quality Act
("CEQA") under Section 15301 (Existing Facilities), Section 15302 (Replacement or
Reconstruction), and Section 15303 (New Construction or Conversion of Small
Structures), as the project involves the replacement of existing facilities, and limited
installation of new small structures related to the traffic signal system, with no expansion
of use.
FISCAL IMPACT
The Project was originally budgeted in the Fiscal Year 2019-20 Capital Improvement
Program with $500,000 in Transportation Impact Funds and the Fiscal Year 2021-22 CIP
with $100,000 in Measure M funds. Prior to the project award date, approximately
$274,000 had been spent on traffic signal design and traffic signal cabinet equipment
purchases, including installation for these intersections along Colorado Boulevard.
Following the initial work, a budget of approximately $326,000 was remaining, which was
sufficient to pay for the current Project. The breakdown of expenses charged to each fund
for the Project is shown in the table below.

RECOMMENDATION
It is recommended that the City Council determine that the proposed action is exempt per
Section 15301, 15302 and 15303 of the California Environmental Quality Act (“CEQA”);
and accept all work performed by Select Electric, Inc. for the Colorado Complete Streets
Traffic Signal Improvements Project at the intersections of Colorado Boulevard and
Baldwin Avenue, Colorado Boulevard and Colorado Place, and Colorado Boulevard and
First Avenue, as complete; and authorize the final payment to be made in accordance
with the contract documents.
