HomeMy WebLinkAbout02/06/2024ARCADIA CITY COUNCIL REGULAR MEETING MINUTES TUESDAY, FEBRUARY 6, 2024 CALL TO ORDER - Mayor Verlato called the Study Session to order at 5:59 p.m. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Cheng, Kwan, Wang, Cao, and Verlato ABSENT: None PUBLIC COMMENTS — No one appeared. STUDY SESSION a. Report, discussion and direction regarding Ian ua a accessibility and translation services. Deputy City Manager Bruno provided the City Council with a PowerPoint presentation. After discussion, the City Council directed staff to bring back more options at a future meeting. The Study Session ended at 6:57 p.m. Regular Meeting City Council Chambers, 7:00 p.m. 1. CALL TO ORDER — Mayor Verlato called the Regular Meeting to order at 7:06 p.m. 2. INVOCATION — Mohammad Ahad, Mosque of San Gabriel 3. PLEDGE OF ALLEGIANCE — Boy Scout Troop 125 4. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Cheng, Kwan, Wang, Cao, and Verlato ABSENT: None 5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS City Attorney Maurer reported that prior to the Regular Meeting the City Council met in Study Session to discuss language accessibility and translation services; he indicated that direction was provided; and that the item will be brought back to the City Council for action at a future meeting. 6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto noted that, at the request of Mayor Verlato, City Manager Item 11.a. will be moved after Public Hearing Item 7.a. 02-06-2024 7. PUBLIC HEARING a. Resolution and Ordinances related to General Plan Amendment No. GPA 23-02, Zone Change No. ZC 23-03, and Text Amendment No. TA 23-02 for the Citywide Rezoninga Project to implement the adopted Housing. Element. Resolution No. 7543 approving General Plan Amendment No. GPA 23-02 to amend the General Plan Land Use Map and Land Use Element to implement the adopted Housing Element for the 2021-2029 Housing Cycle along with an Addendum to the adopted Negative Declaration for the Housing Element under the California Environmental Quality Act ("CEQA"). CEQA: Adopt Addendum to Negative Declaration for Housing Element Recommended Action: Adopt Ordinance No. 2399 related to Zone Change No. ZC 23-03 amending the zoning designations and zoning map for properties Citywide to implement the rezoning strategies within the adopted Housing Element for the 2021-2029 Housing Cycle along with an Addendum to the adopted Negative Declaration for the Housing Element under the California Environmental Quality Act ("CEQA"). CEQA: Adopt Addendum to Negative Declaration for Housing Element Recommended Action: Introduce Ordinance No. 2400 related to Text Amendment No. TA 23-02 amending various sections of Article IX, Chapter 1, of the Arcadia Development Code to implement rezoning strategies within the adopted Housing Element for the 2021-2029 Housing Cycle along with an addendum to the adopted Negative Declaration for the Housing Element under the California Environmental Quality Act ("CEQA"). CEQA: Adopt Addendum to Negative Declaration for Housing Element Recommended Action: Introduce Assistant City Manager/Development Services Director Kruckeberg and Deputy Development Director Flores presented the Staff Report. Mayor Verlato opened the Public Hearing. Sharon Wetterau, an Arcadia resident, appeared and expressed her support for the rezoning. Kai Wetterau, an Arcadia resident, appeared and expressed his support for the rezoning. Mike Veerman, an Arcadia resident and a member of Creative Housing Options Arcadia ("CHOA"), appeared and expressed his support for the rezoning. A motion to close the public hearing was made by Mayor Pro Tern Cao and seeing no objection, Mayor Verlato declared the public hearing closed. After City Council discussion, a motion was made by Council Member Kwan, seconded by Council Member Wang, and carried on a roll call vote to adopt Resolution No. 7543 and introduce Ordinance Nos. 2399 and 2400, related to the General Plan Amendment No. GPA 23-02, Zone Change No. ZC 23-03, and Text Amendment No. TA 23-02 for the Citywide Rezoning Project to implement the adopted Housing Element; and adopt the Addendum to the Negative Declaration for the Housing Element, including all the findings in the staff report. 2 02-06-2024 AYES: Kwan, Wang, Cheng, Cao, and Verlato NOES: None ABSENT: None 11. CITY MANAGER a. Report discussion and direction regarding City fee waiver for the 2024 Lunar New Year Festival._ CEQA: Not a Project Recommended Action: Deny Request Deputy City Manager Bruno presented the Staff Report. Council Member Kwan asked Donna Choi, Executive Director of the Downtown Arcadia Improvement Association ("DAIA"), to appear and provide and update on sponsorships and how much has been contributed to the Lunar New Year Festival thus far. Donna Choi appeared and indicated that the DAIA has raised $5,000 in sponsorships for the event; however, the total event is projected to cost around $54,000 in total. Mayor Verlato stated that she is a member of the Downtown Arcadia Improvement Association ("DAIA") Board, that she owns property in Downtown Arcadia within the boundaries of the District, and that she does not believe there is a conflict of interest as the sponsorship itself will have no financial impact on her business or real property interest. Seeing no more questions from City Council, Mayor Verlato opened public comment for those who submitted speaker cards for item 11.a: Diana Bacero, an Arcadia resident and volunteer for the DAIA, appeared and expressed her support for the City to waive the fees for the 2024 Lunar New Year Festival. Jenny Liu, an Arcadia resident and DAIA Board Member, appeared and expressed her support for the City to waive the fees for the 2024 Lunar New Year Festival. MJ Finstrom, an Arcadia resident, small business owner, and DAIA Marketing Director, appeared and encouraged the City to support and waive the fees for the 2024 Lunar New Year Festival. Scott Harris, an Arcadia business owner, appeared and expressed his support for the City to waive the fees for the 2024 Lunar New Year Festival. Jason KC Wang, an Arcadia small business owner, appeared and expressed his support for the City to waive the fees for the 2024 Lunar New Year Festival. Donna Choi, Executive Director of the DAIA, appeared and expressed her support for the City to waive the fees for the 2024 Lunar New Year Festival. Steve Rhee, an Arcadia small business owner and DAIA Board Member, appeared and expressed his support for the City to waive the fees for the 2024 Lunar New Year Festival. Martin Gandell, an Arcadia resident and DAIA Board Member, appeared and expressed his support for the City to waive the fees for the 2024 Lunar New Year Festival. 3 02-06-2024 After City Council discussion, a motion was made by Council Member Kwan, seconded by Mayor Verlato, and carried on a roll call vote to waive City fees for the 2024 Lunar New Year Festival. AYES: Kwan and Verlato NOES: Cheng, Cao, and Wang ABSENT: None The motion failed on a 3 to 2 vote. Receiving no further motions, the item was closed. 8. PUBLIC COMMENT Henry Frost and Karthik Seva, students at Arcadia High School, represented their non-profit organization "Katastrophi" and discussed the impact of providing aide and support during times of crisis; they pledged their support to help the City reopen Wilderness Park and noted the volunteer work their organization offers during times of crisis. City Manager Lazaretto indicated that City Staff received a letter from Katastrophi and staff would be in contact with the organization. Robert Bolster, an Arcadia resident, appeared and posed a series of questions pertaining to the steps being taken to re -open Wilderness Park. Mayor Verlato asked Public Works Services Director Cranmer to address Mr. Bolster's questions and discuss any recent damage due to the heavy rains. Public Works Services Director Cranmer indicated that Arcadia experienced fallen trees, flooding from storm drains, and leaks at several City facilities; he indicated that a new assessment of Wilderness Park would be made the following week and that debris and mud removal from Wilderness Park is limited until the County repairs the only bridge providing vehicle access to the Park; and he further indicated that updates and photos would be provided on the City's website following the visit next week. 9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Mayor Pro Tern Cao provided a report on the various events that he attended or will be attending as a representative of the City; he expressed the importance of recruiting and retaining police and firefighters; and he further expressed the importance of reporting crime and prioritizing public safety. Council Member Cheng thanked Officer Juarez, residents and Arcadia Police Officers who donated blood in a successful blood drive; he congratulated Council Member Wang and Mayor Pro Tern Cao for a successful and well attended Health Seminar that focused on concussions; he announced the next Health Seminar will be held on February 28 at the Museum Education Center to discuss heart disease; and he provided a report on the various events that he attended or will be attending as a representative of the City Council Member Wang announced that this is Black History Month; and she provided a report on the various events that she attended or will be attending as a representative of the City. Council Member Kwan announced her excitement to have finalized the rezonings for the Housing Element, including the important impact this will have on affordable housing in Arcadia; and she 4 02-06-2024 further indicated that she would like to see an Inclusionary Housing Ordinance on a future City Council agenda. City Manager Lazzaretto responded to Council Member Kwan and indicated that a discussion on inclusionary housing is forthcoming. Assistant City Manager/Development Services Director Kruckeberg further indicated that the inclusionary housing discussion will be brought to a Study Session prior to being presented at a Regular Meeting. Council Member Kwan further commented on the value of the events hosted by the DAIA and the impact they have on the City of Arcadia; and she invited all to attend the upcoming Lunar New Year Festival on Sunday, February 25, 2024. Mayor Verlato announced that on February 25, the DAIA will be hosting the 2024 Lunar New Year Festival from 11:00 a.m. — 5:00 p.m. in Downtown Arcadia; she thanked the Arcadia Fire Department for inviting her on a ride along and applauded Arcadia's first responders for their commitment and dedication to keeping Arcadia safe; she provided a report on the various events that she attended or will be attending as a representative of the City; she further announced that L.A. County opened a winter shelter in Duarte for the San Gabrel Valley that offers 168 beds; she thanked the Los Angeles Centers for Alcohol and Drug Abuse ("L.A. CADA") team for their efforts in helping the unhoused; she shared the L.A. CADA report for the month of December and noted L.A. County's homeless Point -in -Time count was held on January 23; however, the County will no longer publish individual city results; she indicated the Homeless Symposium will be held on February 29 from 8:00 a.m. to 3:30 p.m. at the Arcadia Recreation Center; she announced that Mahjong with the Mayor will be held on February 16 from 1:00 p.m. to 3:00 p.m. at the Arcadia community center, following the Lunar New Year Luncheon with the seniors; she further announced that Coffee with the Mayor will be held on February 20 at 9:00 a.m.; and she wished all a Happy Lunar New Year.. 10. CONSENT CALENDAR a. Regular Meeting Minutes of January 16. 2024. CEQA: Not a Project Recommended Action: Approve b. Resolution No. 7544 amending the Fiscal Year 2023-24 Operating Budget authorizing a supplemental budget appropriation for the sponsorship of the 2024 Patriotic Festival in the amount of $20 000 offset by a reduction in the General Fund Reserve• and waivin_q expenses related to police, fire. and public works support for the 2024 Patriotic Festival. CEQA: Not a Project Recommended Action: Adopt c. Resolution No. 7545 declaring that weeds, brush, rubbish, and refuse ut)on or in front of specified property in the City are a seasonal and recurrent public nuisance, and declaring an intention to provide for the abatement thereof. CEQA: Exempt Recommended Action: Adopt d. Amendment to the Jail Operations Professional Services Agreement with Allied Universal increasing the hourly pay rate in accordance with Senate Bill 616 (Sick Days: Paid Sick Days Accrual and Use) in an amount not to exceed $13,453 over a three- year period. CEQA: Not a Project 5 02-06-2024 Recommended Action: Approve e. Purchase Order with Phoenix Contracting for the purchase of one custom enclosed mobile trailer in the amount of $58,455 and a 10% contingency for incidentals. CEQA: Not a Project Recommended Action: Approve Purchase Order with Adamson Police Products for the purchase of new communication headsets in an amount not to exceed $38,600.
