1.PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON)
Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes
per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior
Citizen Commission is prohibited from discussing or taking action on any item not listed on the
posted agenda. The matter may automatically be referred to staff for appropriate response or
action or may be placed on the agenda of a future meeting.

February 1, 2024
SENIOR COMMISSION REGULAR MEETING
CALL TO ORDER –Chairperson Nilo Salazar called the meeting to order at 4:02pm.

ROLL CALL OF COMMISSIONERS
PRESENT: Robert Bolster, Charlene Martinez, Donna Salter, Steve Sherman, Nilo
Salazar, and Margaret Swope
EXCUSED: Kathryn Penny and Margaret Swope
A motion was made by Commissioner Salter seconded by Commissioner Sherman and
unanimously carried to excuse Commissioners Penny and Margaret Swope.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS

REPORTS FROM SENIOR CITIZENS COMMISSIONERS
Commissioner Sherman reported the Men’s Club currently has six members. Commissioner
Sherman reported the Club’s oldest member, Harold Shellum will be turning 105 years this month.
Commissioner Sherman said Harold Shellum was a meteorologist during World War II.
Commissioner Sherman reported he enjoys playing the pinochle card game at the Community
Center every Monday.
Commissioner Martinez reported the Assistance League is now serving the Garvey School
District. The Assistance League provided the district with 83 backpacks for students. Each
backpack was worth $100 which included uniforms, school supplies, hygiene kits, and other items.
Commissioner Martinez read the thank you letter from the Superintendent of Garvey School
District. Commissioner Martinez reported the Assistance League will provide more backpacks to
those in need next school year. Commissioner Martinez reported Bradoaks Elementary School in
Monrovia had a fire on Wednesday, January 31. The Assistance League will be donating
sweaters, backpacks, school supplies, and gift cards to teachers for school supplies or items lost
in the fire.
Chairperson Salazar reported he attended the first Citywide Health Education Series seminar in
January. Chairperson Salazar shared this information with the Golden Senior Club members and
provided them with February’s seminar flyer.
Commissioner Bolster apologized for not attending the Council Meeting in support of Wilderness
Park. Commissioner Bolster is requesting an update from Public Works on the upcoming storms
in February and damage the rain may cause. Commissioner Bolster reported he will continue to
be involved in Wilderness Park. Commissioner Bolster would like to see Wilderness Park open
up again to the community.
Commissioner Platt reported the Arcadia Travelers have new officers in place. Commissioner
Platt reported on the following upcoming trips: Travelers will visit Medieval Times on February 3,
where guests will experience the popular dinner and show. On February 14, Travelers will be able
to enjoy lunch at the popular Naples Rib Company followed by the 42nd Street musical. On March
7, Travelers will visit the Christ Cathedral in Orange County led by a docent followed by lunch at
Saddle Ranch Restaurant. On March 29, Travelers will visit the Flower Fields in Carlsbad Ranch
aboard a wagon tour through the fields followed by lunch at Hunter Steakhouse. Commissioner
Platt reported she attended the Recycling Right Seminar presented by Waste Management and
said it was interesting and informational. The next general meeting will be February 23.
REPORT FROM CITY COUNCIL MEMBER LIAISON
Council Member Sharon Kwan talked about her interest in reaching out to help seniors in need
who are not able to do things on their own. Council Member Kwan asked the Commission for their
opinion or how they feel about creating a platform similar to GoFundMe for Arcadia senior
residents. Commissioner Salter stated it is a good idea, however, many senior citizens do not
wish to share their personal information. Commissioner Bolster suggested to Council Member
Kwan to reach out to Arcadia churches. Commissioner Platt said seniors are private people and
would probably not feel comfortable asking for help. Deputy Director of Recreation and
Community Services (DDRCS) Candice Cheung suggested if the Committee would like to
continue the discussion on the topic, it would be a good idea to make a motion to add the topic to
the agenda for next month’s meeting. Council Member Kwan suggested the Committee attend
the next City Council meeting where they will discuss citywide rezoning. There is also a staff
report available online.

1.REGULAR ITEMS
a.Report of Recreation Supervisor Gina Hernandez
DDRCS Cheung reported on behalf of Supervisor Gina Hernandez. The Gift Shop had 58 visitors
during the month of January. The Chess Club meets in the lobby area each week and is becoming
popular. Mahjong had 96 individuals during the month. American Mahjong will be available
starting in March. There were many senior seminars during the month with over 130 attendees.
b.Report of Recreation and Community Services Director
DDRCS Cheung handed out flyers for the next Citywide Heath Education Series which will be
held on Wednesday, February 28, at 6pm, at the Museum Education Center. The guest speaker
is Dr. Ray Matthews MD from USC Keck School of Medicine who will speak on heart disease.
DDRCS Cheung reported that every Thursday and Friday seniors can have their taxes filed
electronically by an AARP representative. Appointments are available through April 12. DDRCS
Cheung reported the Arcadia Parks Foundation will have a fundraiser called Paint and Wine.
DDRCS Cheung reported tickets for the popular Shen Yun show are available for purchase
through the Recreation and Community Services Department in person or online.
ADJOURNMENT
Chairperson Salazar adjourned the meeting at 4:56pm to March 7, 2024, at 4:00pm in the

SUBJECT: Senior Services, Programs and Activities for February 2024
Arcadia Senior Services play an integral part in the wellness of the senior community. The multitude
of programs, services, and activities offered supports the healthy and independent lifestyle of the
participants. A brief description with program attendance is listed below.
PROGRAM DESCRIPTION ATTENDANCE
Billiard Room Three pool tables are available Monday through Friday from
7:30am-4:30pm for seniors to enjoy and make new friends. 388
Blood Pressure
Check
Free blood pressure check is available every month on
Tuesdays, from 10-11am in the Community Center. 14
Bridge
Bridge is available every Wednesdays from 10am-1pm. Card
games can help improve memory and cognition, it also enhances
motor skills and promotes socialization.

Chess Club
Chess is available every Thursday from 9:30 to11:30am. The
game of chess can help increase creativity and problem-solving
skills and improve concentration and reading skills.

Classes
Exercise plays a vital role in health and contributes to bone
density improvement, increased muscle strength, flexibility, and
can also reduce stress. Some of the classes offered are line
dance, cardio plus, and Zumba.

the Mayor
On the third Tuesday of the month, seniors listen and chat with
the Mayor about City issues and topics of personal interest. 32
Fit & Talk
One Thursday per month, Fit & Talk meets at a nearby location
with a staff member to experience different area of Arcadia. All
other Thursdays, Fit & Talk meets at the Community Center for
a fun and easy workout.

Shop
The gift shop provides a venue for senior crafters to sell their
creations and allows the community to purchase one-of-a-kind
items at a great price.

This program assists seniors and their families with issues that
affect their quality of life by providing information and referral that
address their daily living concerns.

Lions
Sight
The Lions Sight program is offered in conjunction with the
Arcadia Lions Club. The program offers low-income seniors with
free vision care. Prospective clients are screened to make the
necessary arrangements for their free service.

Legal
Assistance
The Neighborhood Legal Services of Los Angeles Organization
is available once a month at the Community Center to provide
seniors with legal insight.

Mahjong
Mahjong is a game of Chinese origin usually played by four
people with 144 tiles that are drawn and discarded until a player
secures a winning hand. Mahjong meets every Friday at 1pm.
Every second Friday of the month, the Mayor joins in and plays
Mahjong with the Seniors.

Dance
Monday Dance is held the first, third, and fifth Monday of each
month. This program provides a good element for participants
and has a good ratio of male and female dancers.

Bus Pass
Dial A Ride bus passes are sold at the Community Center and
can also be mailed to seniors. Bus passes are $5 per month. 22

Program
A nutritious meal is provided Monday-Friday. For many seniors,
this is the only hot meal they have daily.

Tennis
Table Tennis is available Monday-Friday, from 8am-4pm.

Taste the Town
Taste the Town is a monthly program where each month
participants meet up at different restaurants, have lunch, and
socialize. The February Taste the Town visited Café Fusion on
February 15 to celebrate Lunar New Year.

Senior Tax
Program
On Thursdays, and Fridays, AARP Tax Aide volunteers assist
seniors with Income Tax filing assistance. This program is free
for anyone 50 years and older with low to moderate income.

Tech Talk
Tech Talk is provided for seniors who need assistance with their
electronic devices. Volunteens are available every month from
4-5pm to assist with their questions and devices.

Movie
New movie releases or classic movies are shown on a theater
size screen every Wednesday for free. 96
Sing Along with
James Iranfar
Sing along with James meets every Wednesday from 1-3pm.
James plays his guitar and sings with a group of seniors for fun
and socialization.

Seminars
Free seminars on various topics are available each month. The
following topics were presented in February: Healthy Heart,
Balance Scale Demo and Travel & Transit Seminar.

“You’ve Got
a Friend”
This program provides a weekly phone call to individuals who
live alone, feel lonely, or need someone to check in on them.
New friends are made, and great conversations are enjoyed.

Bunco
On Friday, February 9 the Arcadia Community Center held a
Sweetheart themed Bunco with 39 participants enjoying three
rounds of Bunco, a light lunch and an ice cream treat.

Luncheon
On Friday, February 16, the Arcadia Community Center, and the
Arcadia Chinese Association held the annual Lunar New Year
Lunch. There were 216 guests who enjoyed the event which
included lunch, traditional and contemporary entertainment, and
lucky red envelopes.

Travelers Club
Support services include registering members for trips, signing
up new members, and handling the club’s correspondence. A
monthly club meeting is held each month to discuss future trips
and provide a social gathering.

FEBRUARY HIGHLIGHTS
Sweetheart Bunco
On Friday, February 9, the Arcadia Community Center held a Sweetheart themed Bunco with

On Friday, February 16, the Arcadia Community Center, and the Arcadia Chinese Association held
