2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of December 13, 2023.
It was moved by Commissioner Ayala, seconded by Commissioner Mediana, and
unanimously carried on roll call vote to approve consent calendar 2a.
3. REGULAR ITEMS
a. Report from Public Works Services Department
I. Project Updates
Deputy Director of Public Works (DDPWS) Carmen Masud reported the Newcastle Park project
is waiting for final paperwork from contractors before work begins. DDPWS Masud reported final
documents for Wilderness Park debris removal have been submitted to the Federal Emergency
Management Agency (FEMA) and the California Governor's Office of Emergency Services (Cal
OES).
b. Report from Recreation and Community Services Department
Monthly Reports
Director Recreation and Community Services (DRCS) Sara Somogyi reported a Homeless
Symposium will take place on February 29, 2024, at the Community Center. DRCS Somogyi
passed out an informational flyer for the program. DRCS Somogyi explained the symposium is
designed for internal organizations for regional informational purposes, but the public can register
and attend if interested. DRCS Somogyi reported the homeless Point in Time (PIT) count will take
place on January 23, 2024.
DRCS Somogyi reported on several December senior programs and activities. DRCS Somogyi
reported 11 seniors participated in the free blood pressure screening offered by Arcadia USC
Hospital. DRCS Somogyi reported the chess club had eight participants. DRCS Somogyi reported
Coffee with the Mayor had 36 seniors in attendance. DRCS Somogyi reported the gift shop had
36 visitors during the month. DRCS reported the Neighborhood Legal Services of Los Angeles
provided four seniors services. DRCS Somogyi reported Mahjong had 81 participants. DRCS
Somogyi reported over 1,200 seniors enjoyed the Senior Meals Program. DRCS Somogyi
reported 40 seniors attended the various December seminars. DRCS Somogyi reported Taste
the Town had 31 seniors attend. DRCS Somogyi reported five seniors were contacted by
telephone through the You've Got a Friend program. DRCS Somogyi reported the Holiday Brunch
on December 1, had 120 seniors enjoying the themed luncheon with carolers, food, and a picture
with Santa. DRCS Somogyi reported Ugly Sweater Bunco.took place on December 8, with 28 in
attendance. DRCS Somogyi reported the Senior Volunteer Holiday Brunch took place on
December 21, with 75 volunteers being recognized.
DRCS Somogyi reported on several recreation programs beginning with Breakfast with Santa on
December 2, where 333 participants enjoyed holiday themed games, breakfast, a hot chocolate
bar, and a picture with Santa. DRCS Somogyi reported the Snow Festival took place on December
2 with over 1,000 participants playing in the snow, riding the train, doing crafts, writing letters to
Santa, and other holiday themed activities. DRCS Somogyi reported the Tree Lighting Ceremony
took place at the Arcadia Transit station on December 7, with 275 people in attendance. DRCS
Somogyi reported the Youth Winter Camp took place December 26-29 with 213 children in
attendance. DRCS Somogyi reported 24 Volunteens provided 181 hours of volunteer services.
DRCS Somogyi reported classes had over 1,600 participants attending classes at the Community
Center, Dana Gym, Museum Education Center, and virtually.
Financial Statements
DRCS Somogyi reported the Fiscal Year 2023/24 November percentage for expenditures is
approximately 38% with revenue at approximately 40%. DRCS Somogyi reported the Parks and
Recreation Facilities Fund will begin to see movement once the Newcastle Park Renovation
project begins. DRCS Somogyi reported the City will be implementing a new financial software
system in the coming fiscal year.

SUBJECT: PROGRAMS & ACTIVITIES — February 2024
SENIOR SERVICES DIVISION
Arcadia Senior Services plays an integral part in the wellness of the senior community. The multitude of
programs, services, and activities offered supports the healthy and independent lifestyle of the
participants. A brief description with program attendance is listed below.

DESCRIPTION
Three pool tables are available Monday through Friday from
7:30am-4:30pm for seniors to enjoy and make new friends.
Free blood pressure check is available for seniors the second
Tuesday of the month, from 10-1 lam in the Community Center.
Bridge is available on Wednesdays from 10am-1 pm. Card
games help improve memory and cognition, enhance motor
skills, and promote socialization. _
Chess is available on Thursdays from 9:30-11:30am. The game
of chess can help increase creativity, critical thinking skills,
improve concentration, and improve reading skills.
Exercise plays a vital role in health and contributes to bone
density improvement, increased muscle strength, flexibility, and
can also reduce stress. Some classes offered are line dance,
cardio plus, art, chair yoga, and Zumba.

Senior Free seminars on diverse topics are available each month. The
Seminars following topics were presented in February: Healthy Heart,
Balance Scale Demo, and Travel & Transit Seminar.
Senior Tax On Thursdays and Fridays, AARP Tax Aide volunteers assist
Program seniors with income tax filing assistance. This program is free for
anyone 50 years and older with low to moderate income.

The Lions Sight program is offered in conjunction with the
Lions Arcadia Lions Club. The program offers low-income seniors free
Sight vision care. Prospective clients are screened by senior services
staff who make the necessary arrangements for the free service.
Legal The Neighborhood Legal Services of Los Angeles Organization
Assistance is available once a month at the Community Center to provide
seniors with legal insight.
Mahjong is a game of Chinese origin usually played by four
people with 144 tiles that are drawn and discarded until a player
Mahjong secures a winning hand. Mahjong meets on Fridays at 1 pm.
Every second Friday of the month, the Mayor joins in and plays
Mahjong with the seniors.

Monday The Monday Dance is held the first, third, and fifth Monday of
Dance each month. This program provides a good element for senior 154
participants and has a good ratio of male and female dancers.

Bus Pass
Sing along with James meets Wednesdays from 1-3pm. James
plays his guitar and sings with a group of seniors for fun and
socialization.
Table Tennis is available Monday -Friday, from 8am-4pm.
Seniors can drop in and play to gain exercise and socialization.
Equipment is provided at the front desk.
Taste the Town is a monthly program where each month
participants meet up at different restaurants, have lunch, and
socialize. February Taste the Town visited Cafe Fusion on
February, 15 to celebrate Lunar New Year.
Tech Talk is provided for seniors who need assistance with their
electronic devices. Volunteens are available the third Friday of
the month from 4-5pm to assist with their questions and devices.
New movie releases or classic movies are shown on a theater
size screen every Wednesday for free.
You've Got a This program provides a weekly phone call to individuals who
Friend live alone, feel lonely, or need someone to check in on them.
New friends are made, and great conversations are enjoyed.
Sweetheart On Friday, February 9, the Arcadia Community Center held a
Bunco Sweetheart themed Bunco with 39 participants enjoying three
rounds of Bunco, a light lunch, and an ice cream treat.
On Friday, February 16, the Arcadia Community Center, and the
Lunar New Year Arcadia Chinese Association held the annual Lunar New Year
Luncheon Lunch. There were 216 guests in attendance who enjoyed the
event which included lunch, traditional and contemporary
entertainment, and lucky red envelopes.

RECREATION SERVICES DIVISION
The Recreation Services Division is responsible for providing programs and activities which meet the
recreational needs of the community. A diverse selection of programs is offered for youth, adults, and
families to provide the opportunity for positive recreation experiences and to promote health and
wellness. A brief description and attendance totals for the programs and services is listed below.

Community Center. Participants took part in a "Lunar New Year"

and watched a movie.

The Volunteen Program provides teens with valuable volunteer
Volunteen experiences to help prepare them for college and future jobs. 24 Volunteens
Program During the month of February, a total of 100 hours were 100 hours
volunteered.
The Youth Basketball League started on January 8 and continues
through early March. There are 6 divisions in total, 3 boy divisions
and 3 girl divisions. Games are played with surrounding cities and
are held at the Dana Gym on Friday evenings and Saturday
mornings. At the end of the season, All -Star teams will be formed
to compete in the Southern California Municipal Athletic Federation
Basketball Tournament.
Examples of classes offered at this location include exercise
