ARCADIA CITY COUNCIL
REGULAR MEETING MINUTES
TUESDAY, MARCH 05, 2024
CALL TO ORDER - Mayor Pro Tem Cao called the Closed Session to order at 5:30 p.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Cheng, Wang, and Cao
ABSENT: Kwan and Verlato
It was the consensus of the City Council to excuse Mayor Verlato and Council Member Kwan
from this part of the meeting. It was noted for the record that Mayor Verlato and Council Member
Kwan have a conflict-of-interest and had recused themselves from participating in the Closed
Session.
PUBLIC COMMENTS – No one appeared.
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(4) to confer with legal counsel
regarding potential litigation - one (1) case.
The Closed Session ended at 6:09 p.m.
Mayor Verlato and Council Member Kwan arrived at 6:14 p.m.
STUDY SESSION
a. Report, discussion, and direction regarding a Community Event Sponsorship Policy.
Deputy City Manager Bruno provided a PowerPoint presentation. After discussion, the City
Council directed staff to bring this item back to a future Study Session.
The Study Session ended at 6:58 p.m.
Regular Meeting

1. CALL TO ORDER – Mayor Verlato called the Regular Meeting to order at 7:05 p.m.
2. INVOCATION – Reverend John Scholte, Arcadia Community Church

5. REPORT FROM CITY ATTORNEY REGARDING CLOSED/STUDY SESSION ITEMS
City Attorney Maurer reported that prior to the Regular Meeting the City Council met in Closed
Session to discuss the one item listed on the posted agenda; and noted that due to a conflict-of-
interest Mayor Verlato and Council Member Kwan recused themselves from participating.
City Attorney Maurer further reported that the City Council met in a Study Session following the
Closed Session, and no reportable action was made.
6. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto had nothing to report.
7. PRESENTATIONS
a. Presentation of the 2024 Arbor Day Proclamation.
b. Presentation of Mayor’s Certificate of Commendation to Bryce Stevens for his video
production of the Arcadia Beautiful Commission’s 2022 and 2023 Holiday Decoration
Awards.
8. PUBLIC COMMENT – No one appeared.
9. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 1234]).
Mayor Pro Tem Cao provided a report on the various events that he attended or will be attending
as a representative of the City; and expressed the importance of public safety.
Council Member Wang announced that March is Women’s History month; she provided a report
on the various events that she attended or will be attending as a representative of the City; she
thanked Mayor Verlato and the Downtown Arcadia Improvement Association for hosting the Lunar
New Year Festival; she further thanked the Arcadia Fire Department for taking her on a ride along;
and she reminded residents that daylight savings is on March 10.
Council Member Cheng requested support from two Council Members to bring the City Council’s
Certificate Policy to a future Study Session for evaluation and discussion; Mayor Verlato and
Council Member Wang concurred with his request. He thanked City staff for their service to the
community and spoke about the need to offer competitive salaries to help maintain staff.
Council Member Kwan provided a report on the various events that she attended or will be
attending as a representative of the City; she thanked Mayor Verlato for her commitment to
diversity and inclusivity by working with the Downtown Arcadia Improvement Association to bring
cultural events to the City; she requested support from two Council Members to place an item on
a future agenda regarding the homelessness in Arcadia, which was supported by Mayor Verlato.
Because a second Council Member did not show interest, the request failed.
Mayor Verlato provided a report on the various events that she attended or will be attending as a
representative of the City; she thanked the Downtown Arcadia Improvement Association for all
their hard work in putting together the Lunar New Year Festival; and she further thanked David
Arvizu and Council Member Kwan for their generous donations of lanterns and a pagoda to the
Lunar New Year Festival; she indicated that the Arcadia Fire Department launched a new Basic

Live Support (“BLS”) ambulance program; and she shared photos of the East Raymond Basin,
noting the importance of available water reserves.
10. CONSENT CALENDAR
a. Regular Meeting Minutes of February 20, 2024.
CEQA: Not a Project
Recommended Action: Approve
b. Purchase Order with Sierra Chevrolet of Monrovia for the purchase of one 2023
Chevrolet Silverado 4500 Stake Bed Dump with Lift Gate pickup truck in the amount
of $113,714.20.
CEQA: Not a Project
Recommended Action: Approve
It was moved by Mayor Pro Tem Cao, seconded by Council Member Cheng, and carried on a roll
call vote to approve Consent Calendar Items 10.a through 10.b.
AYES: Cao, Cheng, Kwan, Wang, and Verlato

11. CITY MANAGER
a. Report, discussion, and direction related to the progress of the "Huntington Plaza"
mixed-use development at 117-129 E. Huntington Drive and 124-136 Wheeler Avenue
and the related Development Agreement for this project.
CEQA: Not a Project
Recommended Action: Receive and File
Mayor Verlato and Council Member Kwan recused themselves from discussion and participation
due to a potential conflict of interest and left the room.
Assistant City Manager/ Development Services Director Kruckeberg presented the staff report.
Project developers, Ben Zhang, Nancy Liu, and Sam Kuo provided the City Council with a
PowerPoint presentation.
The presentation was received and filed by the City Council.
Mayor Verlato and Council Member Kwan returned to the room.
12. ADJOURNMENT
The City Council adjourned at 8:22 p.m. to Tuesday, March 19, 2024, at 6:00 p.m. in the City
Council Conference Room.

SATURDAY, MARCH 9, 2024
CALL TO ORDER – Mayor Verlato called the Special Meeting to order at 8:35 a.m.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Cheng, Kwan, Wang, Cao, and Verlato
ABSENT: None
PUBLIC COMMENTS – No one appeared.
CLOSED SESSION
a. Pursuant to Government Code Section 54957.6 to confer with labor negotiators.
City Negotiators: City Manager Dominic Lazzaretto, Assistant City
Manager/Development Services Director Jason Kruckeberg, Interim
Administrative Services Director Henry Chen, and Interim Human Resources
Director Anely Williams.
Employee Organizations: Arcadia Public Works Employees Association, Arcadia
City Employees Association, Arcadia Police Civilian Employees Association,
Arcadia Police Officers’ Association, Arcadia Firefighters’ Association, and
unrepresented employees: Department Heads, Division Managers, Supervisors,
and part-time employees.
Council Member Kwan left the meeting at 3:05 p.m.
Council Member Wang left the meeting at 5:05 p.m.
The Special Meeting ended at 5:25 p.m.
No reportable action was taken.
