SUBJECT: RESOLUTION NO. 7549 APPROVING THE BLANKET AUTHORITY TO
FILE APPLICATIONS FOR MEASURE A GRANT FUNDS FROM THE LOS
ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT

SUMMARY
The Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure of 2016
(“Measure A”) provides local funding for park, recreation, and open space projects, and
their maintenance through an annual special tax on all taxable real property in the County.
The Los Angeles County Regional Park and Open Space District (“RPOSD”) is
responsible for implementing and administering Measure A funds. In order to submit grant
applications to RPOSD, the City Council must certify, by resolution, the blanket authority
to apply for Measure A grant funds.
It is recommended that the City Council adopt Resolution No. 7549 approving the blanket
authority to file applications for Measure A grant funds from the Los Angeles County
Regional Park and Open Space District.
BACKGROUND
On August 1, 2017, the City Council adopted the Recreation and Parks Master Plan,
which is a guiding policy document. The Recreation and Parks Master Plan includes
recommendations for prioritizing future options that account for growth, development, and
implementation strategies related to parks and recreation facilities. The Recreation and
Parks Master Plan identified over $60 million in potential improvements to parks
throughout the City, which included $51.5 million in proposed projects on City property
and an additional $9 million for projects at the Arcadia County Park. The key sources of
proposed funding for these projects include County, State, and Federal grants, the City’s
Parks Impact Fee, and Capital Improvement Project Funds.

DISCUSSION
The Los Angeles County Regional Park and Open Space District oversees and
administers Measure A funding. Through an annual special tax on properties throughout
Los Angeles County, Measure A provides funding for projects that repair and upgrade
parks and recreational facilities; create new parks; preserve and protect open spaces and
beaches; and support recreational programming. The City has a total of $1,364,500 of
Measure A funds available through the program’s formula-based allocations. On average,
Arcadia’s annual allocation of Measure A funds is approximately $230,000.
The Public Works Services Department (“PWSD”) carefully reviewed the program
requirements and has identified the Baseball Field Bleacher Project, part of the
Recreation and Parks Master Plan, as an eligible project for Measure A funds. The
Baseball Field Bleacher Project will include the installation of new bleachers with ADA
seating and improved safety rails at Bonita Park and Hugo Reid Park. In addition, the
Project will include the installation of shading canopies over the new bleachers to improve
sun and heat protection for park visitors. On January 17, 2023, the City Council approved
a contract with ACE Construction, Inc. for the Project in the amount of $866,000. PWSD
staff will submit a grant application for the cost of the Project. This action will temporarily
reduce the City’s available Measure A funds to approximately $498,500. As future eligible
City parks and recreation projects become shovel ready, PWSD staff will submit grant
applications to utilize available Measure A funds.
To submit grant applications, the City Council must certify, by resolution, the approval to
submit applications to the Los Angeles County Regional Park and Open Space District.
ENVIRONMENTAL ANALYSIS
The proposed action of approving grant applications does not constitute a project under
the California Environmental Quality Act (“CEQA”), as it can be seen with certainty that it
will have no impact on the environment. Thus, this matter is exempt under CEQA per
section 15061(b)(3) of the CEQA Guidelines.
FISCAL IMPACT
The Baseball Field Bleacher Project was budgeted in the FY 2022-23 Capital
Improvement Program and has a total cost of $866,000. If successful, the Measure A
grant application for the Project is expected to reimburse the City for the full cost of the
Project. Additional grant applications will be submitted to RPOSD to fully utilize the City’s
available Measure A funding.

RECOMMENDATION
It is recommended that the City Council determine that this action does not constitute a
project under the California Environmental Quality Act (“CEQA”); and adopt Resolution
No. 7549 approving the blanket authority to file applications for Measure A funds from the
Los Angeles County Regional Park and Open Space District.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, APPROVING THE BLANKET AUTHORITY TO FILE
APPLICATIONS FOR MEASURE A GRANT FUNDS FROM THE LOS
ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT
WHEREAS, the voters of the County of Los Angeles on November 8, 2016,
approved the Safe, Clean Neighborhood Parks, Open Space Beaches, Rivers Protection,
and Water Conservation Measure (Measure A); and
WHEREAS, Measure A also designated the Los Angeles County Regional Park
and Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary policies and procedures
governing the application for grant funds under Measure A; and
WHEREAS, the District’s policies and procedures require the governing body of
the City of Arcadia to approve of the filing of an application before submission of said
application to the District; and
WHEREAS, said application contains assurances that the City of Arcadia must
comply with; and
WHEREAS, the City of Arcadia will enter into Agreement(s) with the District to
provide funds for acquisition projects, development projects, and/or programs.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. The City of Arcadia is authorized to file applications with the Los
Angeles County Regional Park and Open Space District for Measure A Funds for projects
or programs.
